La balance agroalimentaire de l'UE a atteint un niveau record en 2023, avec une baisse des prix à l'importation

S'appuyant sur les bons résultats du commerce agroalimentaire de l'UE en 2022, le dernier rapport de la Commission européenne indique que la balance commerciale agroalimentaire de l'UE a atteint un niveau record en 2023. Les exportations de l'UE ont atteint 228,6 milliards d'euros, dont 158,6 milliards d'euros d'importations, soit un excédent total de 70,1 milliards d'euros (représentant une augmentation de 22 %/12,8 milliards d'euros par rapport à 2022).

Ce solde positif est principalement dû à la persistance des prix élevés des produits à l'exportation de l'UE et à la baisse des prix mondiaux des produits importés. Les principaux moteurs des exportations de l'UE ont été les préparations à base de céréales, les produits laitiers et le vin. En ce qui concerne les importations, l'UE continue de connaître un déficit commercial dans certaines catégories de produits, telles que les oléagineux et les protéagineux, les fruits et fruits à coque, le café, le thé, le cacao et les épices. Grâce à sa qualité reconnue, à sa compétitivité et à son niveau élevé de diversification, l'Union européenne reste le premier négociant mondial de produits agroalimentaires.

Les trois principales destinations des exportations agroalimentaires de l'UE en 2023 étaient le Royaume-Uni, suivi des États-Unis et de la Chine. Les trois principaux pays d'origine des importations agroalimentaires de l'UE sont le Brésil et le Royaume-Uni, suivis par l'Ukraine. Le rapport indique que, si les niveaux d'importation en provenance d'Ukraine varient d'un groupe de produits à l'autre, le niveau global des importations est revenu à ses niveaux de 2021.

EU and partners launch Minerals Security Partnership Forum to expand cooperation on critical raw materials

Today, the EU, the US, and other Minerals Security Partnership (MSP) partners, joined by Kazakhstan, Namibia, Ukraine, and Uzbekistan, announced the launch of the Minerals Security Partnership Forum – or “MSP Forum”. The forum will serve as a new platform for cooperation in the area of critical raw materials (CRMs) vital for the global green and digital transitions.

The Critical Raw Materials Club announced by the European Commission now becomes a full part of the MSP Forum. This will create a greater, more ambitious joint initiative together with the Minerals Security Partnership, where the European Commission represents the EU. The Forum will bring together resource-rich countries and countries with high demand for these resources.

Valdis Dombrovskis, Executive Vice-President and Commissioner for Trade, said: “The MSP Forum is a cornerstone of the EU's strategy to secure a more sustainable supply of critical raw materials. It will be key to reducing our vulnerabilities and to achieve the green and digital transition, both in Europe and beyond. With this global initiative, we want to make sure that international cooperation is up to the task of increasing investment, diversifying supply chains and bringing sustainable benefits to all parties. Together, we can achieve the transition to a more sustainable future.”

Membership of the MSP Forum will be open to partners who are ready to commit to the key MSP principles, including diversification of global supply chains and high environmental standards, good governance and fair working conditions. In a sign of strong transatlantic cooperation, the EU and the United States will co-lead the new forum.

EU establishes strategic partnership with Uzbekistan on critical raw materials

The EU and Uzbekistan have signed today a Memorandum of Understanding (MoU) launching a strategic partnership on critical raw materials (CRMs). This important agreement marks a significant step towards securing a diversified and sustainable supply of CRMs for the green and digital transitions both in the EU and Uzbekistan.

The MoU, signed by European Commission Executive Vice-President Valdis Dombrovskis and the Minister of Investment, Industry, and Trade of Uzbekistan, Laziz Kudratov, underscored the partner's shared commitment to enhance cooperation in the field of CRMs.

Valdis Dombrovskis, Executive Vice-President and Commissioner for Trade said: “This agreement with resource-rich Uzbekistan will help the EU to secure much-needed access to critical raw materials. It is part of our wider global outreach to work with partners on securing materials for the future. For Uzbekistan, this will deliver a major boost to its ambitions to economic diversification, develop its extractive industry in a sustainable and resilient manner. Through a combination of regulatory cooperation, project funding and research and capacity building, we are taking a holistic approach to ensure that we can secure materials for the green and digital transitions, while at the same time upholding and promoting our values and high standards.”

Commission finds investment support to certain large Czech agricultural companies to be incompatible State aid

The European Commission has concluded that Czechia's investment support granted to certain large Czech agricultural companies in 2017 and 2018 is not in line with EU State aid rules. Czechia must now recover the incompatible State aid, including interest.

In January 2021, the Commission opened an in-depth investigation to assess whether aid granted by Czechia to certain large agricultural companies in 2017 and 2018 for investing in irrigation and the restructuring of orchards was in line with EU State aid rules.

Based on its in-depth investigation, the Commission found that the concerned large agricultural companies had in fact received aid on the basis of Czech schemes that were block-exempted under the Agricultural Block Exemption Regulation. These schemes were accessible only to small or medium-sized enterprises (SMEs), but some of the beneficiaries that received aid in 2017 and 2018 were erroneously qualified by the Czech authorities as SMEs, while they were in fact large enterprises. Hence, the aid received by the concerned large companies could not be compatible under the block-exempted schemes.In addition, because the concerned large companies had received investment aid under conditions designed for SMEs, the aid granted to these companies also did not comply with the specific conditions for large enterprises set out in the 2014 Guidelines for State aid in agriculture, forestry and rural areas.

Executive Vice-President Margrethe Vestager, in charge of competition policy said: ”Public support for investments carried out by large companies must meet certain specific conditions to minimize its potential distortive effects. After an in-depth investigation, we have confirmed that some of the beneficiaries of Czechia's investment aid in 2017 and 2018 did not meet these conditions. Czechia must now recover the incompatible aid to restore equal treatment with other companies in the agricultural sector.”

Commission approves €350 million German State aid scheme to support renewable hydrogen production

The European Commission has approved, under EU State aid rules, a €350 million German scheme to support the production of renewable hydrogen through the European Hydrogen Bank's “Auctions-as-a-Service” tool. The German measure is in line notably with the objectives of the REPowerEU Plan and the European Green Deal Industrial Plan. It will contribute to further reducing imports of Russian fossil fuels and fast forward the green transition.

The approved scheme will support the construction of up to 90 MW of electrolysis capacity and is expected to incentivise the production of up to 75,000 tonnes of renewable hydrogen. This will help Germany achieve its ambition to have at least 10 GW of domestic electrolysis capacity by 2030 and contribute to the EU target of a minimum of 42.5% renewable energy production by 2030, with the aim of reaching 45%.

The aid will be awarded through a competitive bidding process supervised by the European Climate, Infrastructure, and Environment Executive Agency (CINEA).The support provided under this German scheme is will be open to companies planning to construct new electrolysers in Germany.

Executive Vice-President Margarethe Vestager, in charge of competition policy, said: “This €350 million scheme is an important step in boosting renewable hydrogen development. The scheme will support the most cost-effective projects in Germany, reducing costs for taxpayers and minimising possible distortions of competition. Germany is the first Member State to make use of this auction, which offers an accelerated solution for awarding public support in this important sector.”

Commission clears acquisition of certain assets of Vion by Tönnies

The European Commission has approved, under the EU Merger Regulation, the acquisition of sole control of certain assets currently held by Vion Beef Süd GmbH, Vion Altenburg GmbH, Vion Convenience GmbH, and Ahlener Fleischhandel GmbH (‘certain assets of Vion') by Tönnies Holding ApS & Co. KG (‘Tönnies'), all of Germany.

The transaction relates primarily to the sale of fresh and processed meat.

The Commission concluded that the notified transaction would not raise competition concerns, given the companies' limited market positions resulting from the proposed transaction. The notified transaction was examined under the simplified merger review procedure.

Déclaration de la vice-présidente Jourová, de la commissaire Dalli et du commissaire Várhelyi à l'occasion de la Journée internationale des Roms

À la veille de la Journée internationale des Roms, célébrée le 8 avril, la vice-présidente chargée des valeurs et de la transparence, Vĕra Jourová, la commissaire à l'égalité, Helena Dalli, et le commissaire au voisinage et à l'élargissement, Olivér Várhelyi, ont fait la déclaration suivante:

« La Journée internationale des Roms est consacrée à la plus grande minorité ethnique d'Europe. Il s'agit d'une célébration de la diversité, de la culture et de l'art des Roms, ainsi que de leur langue et de leur contribution à l'histoire et à la société européennes. Il y a 53 ans, le 8 avril 1971, des représentants de Roms issus de différents pays et horizons se sont réunis lors du premier Congrès des Roms et ont ensemble convenu du drapeau et de l'hymne roms, ainsi que du nom commun «rom».

Aujourd'hui, dans leur vie quotidienne, les Roms sont toujours très largement confrontés à l'antitsiganisme et à la discrimination. Parmi les Roms vivant dans 10 pays de l'UE, 80 % sont exposés au risque de pauvreté, 52 % sont privés de logement et 22 % vivent dans des logements sans eau courante.  Les Roms continuent de faire face à de graves difficultés en matière d'égalité d'accès aux droits et aux services, y compris l'égalité d'accès à une éducation, à un emploi ou à des soins de santé de qualité.

Le cadre stratégique de l'UE en faveur des Roms pour la période 2020-2030 a fixé des objectifs que les États membres doivent atteindre d'ici à 2030. Il s'agit notamment de réduire au moins de moitié l'écart de pauvreté entre les Roms et les non-Roms et au moins d'un tiers l'écart en matière de privation de logement auquel les Roms sont confrontés, et de faire baisser la proportion d'enfants roms fréquentant des écoles primaires ségréguées. Les Balkans occidentaux et la Turquie ont adopté des stratégies nationales visant à aligner leur politique sur le cadre de l'UE. »

Déclaration de la commissaire Kyriakides à l'occasion de la Journée mondiale de la santé

A l'approche de la Journée mondiale de la santé, le 7 avril, Stella Kyriakides, commissaire chargée de la santé et de la sécurité alimentaire, a fait la déclaration suivante :

« Le thème de la Journée mondiale de la santé 2024 est « Ma santé, mon droit », soulignant que l'accès à des soins de santé de qualité est un droit fondamental. C'est le principe fondamental qui a façonné l'union européenne de la santé forte que nous construisons depuis 2020. (…) Notre réaction à la pandémie a montré le pouvoir de solidarité et de coopération, ainsi que l'importance de produire des résultats pour tous les citoyens, de manière égale. La stratégie de l'UE en matière de vaccins, sans précédent, a permis à tous les citoyens de l'UE d'avoir accès à des vaccins sûrs et efficaces en même temps et dans les mêmes conditions. (…)

Notre union de la santé renforce nos systèmes de santé, en plaçant les patients au centre des préoccupations. Notre proposition de réforme historique de la législation pharmaceutique de l'UE garantira à tous les citoyens un accès rapide à des médicaments abordables, tout en soutenant une industrie prospère. L'espace européen des données de santé permettra aux citoyens, aux chercheurs et aux décideurs politiques d'exploiter pleinement le potentiel des données de santé numériques dans l'intérêt des patients. Le plan européen pour vaincre le cancer est l'un des schémas d'action les plus ambitieux et les plus complets au monde en matière de lutte contre le cancer, soutenu par un financement de l'UE de 4 milliards d'euros. Quatre ans plus tard, elle fait déjà une réelle différence pour des millions de patients atteints d'un cancer, de familles et d'aidants. Notre approche globale de la santé mentale a placé la santé mentale et physique sur un pied d'égalité et s'emploie à briser la stigmatisation de chaque citoyen confronté à des problèmes de santé mentale. À l'occasion de cette Journée mondiale de la santé, célébrons ce progrès et ces réalisations et continuons sur cette voie dans les années à venir, dans l'intérêt de tous et partout. »

La présidente von der Leyen, le vice-président exécutif Šefčovič, et la Commissaire Vălean président le neuvième dialogue sur la transition propre, axé sur la mobilité propre

Lundi, la présidente von der Leyen, le vice-président exécutif Šefčovič, et la commissaire Vălean présideront le neuvième dialogue sur une transition propre, consacré à cette occasion à la décarbonation du secteur des transports et à la transition vers une mobilité zéro émissions en Europe. Des représentants d'entreprises européennes de tous les modes de transports, des institutions financières ainsi que des partenaires sociaux seront présents lors du dialogue.

La présidente, le vice-président exécutif et la commissaire débattront avec les participants de la manière d'assurer la compétitivité mondiale de l'industrie et des entreprises des transports de l'UE, de la manière dont les secteurs public et privé peuvent travailler ensemble à cette fin, et des moyens d'améliorer l'accès aux financements publics et privés soutenant la décarbonation du secteur.

Les participants discuteront des défis et obstacles auxquels le secteur est confronté, notamment pour le déploiement d'infrastructures de recharge ou de ravitaillement en carburant alternatif durable, la disponibilité de ces mêmes carburants pour l'aviation et le maritime en particulier, et ainsi le renforcement des compétences nécessaires au secteur pour sa décarbonation et sa compétitivité.

Inaugurés par la Présidente de la Commission dans son discours annuel sur l'état de l'Union européenne en 2023, les dialogues sur la transition propre constituent un cadre dans lequel la Commission échange avec les divers acteurs concernés sur la manière de mettre en œuvre le Pacte vert européen. Les dialogues précédents ont porté sur l'hydrogène, les industries à forte intensité énergétique, les technologies propres, les infrastructures énergétiques, les matières premières essentielles, la bioéconomie forestière, les villes et le secteur sidérurgique. La Commission fera le point sur ces dialogues dans une communication prévue pour la semaine prochaine.

Lors du dialogue lundi, la présidente von der Leyen prononcera un discours d'ouverture, qui sera publié ultérieurement, suivi des discours et un échange de vues mené par le vice-président exécutif et la commissaire.

Vice-President Věra Jourová travels to Latvia and Portugal on her ‘Democracy Tour'

From 8 to 14 April, Vice-President for Values and Transparency, Věra Jourová, is in Riga and Lisbon on her ‘Democracy Tour', during which she will visit many Member States in the weeks leading up to the European elections. The overall aim of the ‘Democracy Tour' is to exchange views on how best to protect elections and strengthen the resilience of democracies, including against disinformation, information manipulation, and foreign interference – especially, in view of the European elections in June.

The Vice-President's visit to Riga will begin with meetings with representatives of civil society, media, and academic organisations on Latvia's work to counter disinformation. Afterwards, she will meet with interlocutors involved in organising and overseeing the European Elections, including from the Election Commission and the Corruption Prevention Bureau. Vice-President Jourová will equally meet the Minister of Foreign Affairs of Latvia, Krišjānis Kariņš, with a focus on support to Ukraine, defence of democracy, countering disinformation and support for independent media from Russia and Belarus. The Vice-President's Day will end with a meeting with the Director of the NATO Strategic Communications Centre of Excellence.

The week will end with a two-day visit to Lisbon, where the Vice-President will have meetings with the National Electoral Commission. Vice-President Jourová will participate in a roundtable discussion with representatives of Portuguese public and private media companies. This will be followed by another roundtable with national actors having an operational role in the election context, for example, the National Electoral Commission and the National Centre for Cybersecurity. Later in the day, the Vice-President will travel to Portalegre, where she will participate in a public event with young people on the defence of democracy. 

The next stop in Vice-President Jourová's ‘Democracy Tour' will be Greece.

Le commissaire Gentiloni visite des projets emblématiques de la facilité pour la reprise et la résilience à Charleroi

Ce lundi, le commissaire à l'économie Paolo Gentiloni prend part à une visite de projets relevant de la Facilité pour la reprise et la résilience (FRR), organisée par la présidence belge du Conseil de l'Union européenne. La visite débute sur le site de construction du EU Biotech campus, de Charleroi financé par la FRR. Ce projet de centre de formation de pointe et respectueux de l'environnement, se consacre au développement de talents, de compétences et d'entreprises dans le secteur des biotechnologies et de la santé.

Le commissaire visitera ensuite A6K, un pôle technologique et numérique au cœur de Charleroi, abritant un écosystème d'entreprises industrielles, des jeunes start-ups, des universités, ainsi que des centres de recherche et de formation. Cela sera l'occasion de dialoguer avec diverses parties prenantes et d'inaugurer une fresque financée par l'UE. Le commissaire prononcera une allocution sur chacun des deux sites.

Cette visite aura lieu en amont d'une conférence sur la Facilité pour la reprise et la résilience, co-organisée par la Commission et la présidence belge du Conseil de l'UE, et destinée à évaluer les résultats obtenus par cet instrument et à discuter des orientations futures. Cette dernière aura lieu à Bruxelles le mardi 9 avril. Le commissaire Gentiloni y participera aux côtés de représentants des États membres et de l'UE ainsi que d'universitaires. Ils y discuteront du rapport d'évaluation à mi-parcours de la FRR et examineront différentes options stratégiques visant à optimiser la mise en œuvre de l'initiative.

Commissioner Sinkevičius in Côte d'Ivoire, Ghana and Uganda to discuss cooperation on addressing deforestation and other environmental issues

From tomorrow until 9 April, Commissioner Sinkevičius is travelling to Côte d'Ivoire, Ghana and Uganda to discuss cooperation in environmental protection, notably regarding deforestation, sustainable cocoa and coffee production, sustainable management of natural resources, and partnership agreements to support inclusive growth.

Tomorrow, the Commissioner will be in Côte d'Ivoire where he will first meet Robert Beudgré Mambé, Prime Minister of Côte d'Ivoire. They will notably discuss the implementation of the EU Deforestation Regulation as well as the Voluntary Partnership Agreement (VPA) recently signed between the EU and Côte d'Ivoire. On 7 April, the Commissioner will launch a new Corporate Social Responsibility contract.

On 8 April, Commissioner Sinkevičius will be in Ghana where he will meet representatives of the cacao sector to discuss traceability in cocoa production and trade. This will be followed by a working lunch with Francis Manu-Adabor, Chair of Select Committee on Lands and Natural Resources. He will finally meet with Mavis Hawa Koomson, Minister for Fisheries and Aquaculture Development to discuss in particular illegal, unreported and unregulated (IUU) fishing.

On 9 April, the Commissioner will travel to Uganda. He will start his visit by meeting Yoweri Museveni, President of Uganda; Frank Tumwebaze, Minister of Agriculture, Animal industry and Fisheries; Sam Cheptoris, Minister of Water and Environment; and Francis Mwebesa, Minister of Trade, Industry and Cooperatives. The Commissioner, President Museveni and Minister Cheptoris will then launch the €40 million fund for EU Forest Partnerships projects. He will then discuss the EU Deforestation Regulation with representatives of the private sector and the Ugandan Coffee Development Authority.
