Energy Performance of Buildings Directive adopted to bring down energy bills and reduce emissions

The Commission welcomes today's final adoption of the strengthened Energy Performance of Buildings Directive, another milestone of the European Green Deal. This legislation sets the framework for Member States to reduce emissions and energy use in buildings across the EU, from homes and workplaces to schools, hospitals and other public buildings. This will help improve people's health and quality of life.

The revised Directive sets ambitious targets to reduce the overall energy use of buildings across the EU, taking into account national specificities. It leaves in Member States' hands which buildings to target and which measures to take. It will boost the demand for clean technologies made in Europe, and create jobs, investment, and growth.

The Directive will boost Europe's energy independence, in line with the REPowerEU Plan, by reducing our use of imported fossil fuels. “Zero emissions” will be the standard for new buildings and fossil fuels will be progressively phased out from heating in buildings, and replaced by renewables, notably solar power. Provisions on pre-cabling and recharging points for electric vehicles will also boost the uptake of sustainable mobility.

The revised Directive will be published in the Official Journal of the Union and enter into force in the coming weeks. Member States will then have to transpose it into their national legislation.

Partnership Agreement with Bulgaria for the organisation of information and communication campaigns on the euro changeover signed

Today, the European Commission and Bulgaria signed a Partnership Agreement for the organisation of information and communication campaigns on the changeover to the euro in Bulgaria. This is part of the preparatory steps for Bulgaria to join the euro area. The document was signed on the margins of the ECOFIN meeting by Valdis Dombrovskis, Executive Vice-President of the Commission, Paolo Gentiloni, Commissioner for Economy, and Lyudmila Petkova, Deputy Prime Minister and Minister of Finance of Bulgaria.

The Partnership Agreement signed today is a commitment from the Commission to support the organisation of information and communication campaigns on the changeover to the euro in Bulgaria, once the country has fulfilled all the convergence criteria. It is the basis for the preparation and signature of a Grant Agreement, which will allow the Commission to co-finance communication activities on the euro changeover in Bulgaria.

Une nouvelle enquête Eurobaromètre montre qu'une Europe sociale forte est une priorité absolue pour les citoyens de l'UE

Une nouvelle enquête Eurobaromètre publiée aujourd'hui confirme que 88 % des citoyens européens considèrent qu'une Europe sociale est importante pour eux personnellement. Cela concorde avec les conclusions d'une enquête similaire publiée en 2021, qui montre que le socle des droits sociaux reste pertinent en Europe.

En outre, 60 % des répondants de l'enquête ont connaissance d'au moins une initiative clé récente de l'UE visant à améliorer les conditions de vie et de travail. Cela inclut la directive visant à garantir des salaires minimaux adéquats, la directive sur l' équilibre entre vie professionnelle et vie privée en faveur des parents et aidants qui travaillent, ou le Fonds social européen plus, qui aide les États membres à investir dans les personnes, par exemple en finançant des programmes de formation et des projets de lutte contre l'exclusion sociale.

Selon l'enquête, au niveau national, près de la moitié des répondants (48 %) estiment que la lutte contre le coût élevé de la vie devrait être une priorité majeure dans leur pays, suivie de la question des bas salaires (35 %).

L'enquête demande également quelles sont les priorités sociales les plus importantes pour les répondants. Au niveau européen, les répondants estiment que le niveau de vie (45 %), des conditions de travail équitables (44 %) et l' accès à des soins de santé de qualité (44 %) sont des éléments clés du développement social et économique de l'UE.

Interrogés sur les domaines dans lesquels l'UE devrait prendre des mesures concrètes pour préparer l'avenir de l'Europe, les répondants ont soutenu des initiatives visant à améliorer les soins de santé (38 %), les salaires (34 %) et les revenus et pensions de vieillesse (30 %). En outre, 74 % estiment que l'UE devrait promouvoir de meilleures conditions de travail et des normes sociales dans les pays tiers avec lesquels elle opère, même si cela implique une légère augmentation des prix pour les citoyens européens.

Les résultats de l'enquête sont présentés dans la perspective de la conférence de haut niveau sur le socle européen des droits sociaux, organisée les 15 et 16 avril par la présidence belge du Conseil de l'Union européenne, avec la participation de la Commission européenne, afin de débattre des priorités sociales à venir.

La Commission récompense les propositions de bourses postdoctorales de haute qualité en leur décernant le Sceau d'excellence des Actions Marie Skłodowska-Curie
Aujourd'hui, la Commission décernera le Sceau d'excellence (« Seal of Excellence ») des Actions Marie Skłodowska-Curie (MSCA) à 1 607 chercheurs qui ont soumis des propositions de recherche de haute qualité dans le cadre de l'appel à candidature 2023 pour les bourses postdoctorales d'Horizon Europe. Ce certificat est un label de qualité qui permet aux chercheurs de postuler pour un financement auprès d'institutions, au niveau national et régional, tout en donnant aux institutions, aux pays et aux régions la possibilité d'attirer des talents internationaux et de bénéficier du processus d'évaluation d'Horizon Europe.
Iliana Ivanova, commissaire chargée de l'innovation, la recherche, la culture, l'éducation et la jeunesse, a déclaré : « Les bourses postdoctorales MSCA constituent un programme prestigieux et compétitif. Le nombre élevé d'excellentes propositions lors du dernier appel montre le potentiel des chercheurs postulant aux actions Marie Skłodowska-Curie ainsi que la nécessité d'un budget conséquent pour la recherche et l'innovation de l'UE. Avec le Sceau d'excellence, nous voulons aider ces candidats à obtenir un financement ailleurs. J'espère que les autorités et organisations nationales et régionales soutiendront ces excellents chercheurs à travers leurs propres programmes. »

Le Sceau d'excellence est décerné aux propositions de projets soumises dans le cadre d'un appel Horizon Europe qui ont obtenu un score élevé (85 % ou plus) lors de l'évaluation mais qui n'ont pas été financées en raison d'une concurrence accrue pour un budget limité. Depuis 2017, plus de 1 100 candidats individuels aux bourses postdoctorales ont trouvé un financement alternatif grâce à ce label. 32 programmes de financement sont actuellement en place dans 16 pays pour soutenir les détenteurs individuels du Sceau d'excellence MSCA. Il est conseillé aux titulaires du certificat de consulter la liste des opportunités de financement au niveau institutionnel, national et régional.

EU-US hold fourth Joint Technology Competition Policy Dialogue

Yesterday, European Commission Executive Vice-President Margrethe Vestager, US Federal Trade Commission (‘FTC') Chair Lina Khan and the Assistant Attorney General of the US Department of Justice Antitrust Division (‘DOJ') Jonathan Kanter met in Washington for the fourth meeting of the EU-US Joint Technology Competition Policy Dialogue (‘TCPD'). The purpose of the dialogue was to further strengthen the cooperation to ensure and promote fair competition in the digital economy.

Yesterday's dialogue focused on: (i) rapidly evolving technologies in the digital sector, such as artificial intelligence and cloud, (ii) ensuring that merger enforcement accounts for the realities of the modern digital economy, and (iii) how to best consider evolving market dynamics in the digital sector, in particular regarding technology platforms.

The three authorities have agreed on the importance of continuing their close collaboration in the framework of the TCPD to ensure fair competition in the technology sector. The TCPD will continue with high-level meetings, as well as regular discussions at a more technical level.

Commission consults Member States on a limited prolongation of the State aid Temporary Crisis and Transition Framework to further support the agricultural sector

The European Commission has sent to Member States for consultation a draft proposal for a limited prolongation of the State aid Temporary Crisis and Transition Framework (‘TCTF') in order to allow continued support for the primary agricultural sector in view of the persisting market disturbances.

In its latest meeting held on 21-22 March 2024, the European Council underlined the importance of a resilient and sustainable agricultural sector for food security and the EU's strategic autonomy, and invited the Commission to take work forward on easing the farmers' financial strain by designing means of additional support, such as by extending the TCTF. In reply to a Commission survey of 27 March 2024 on the expiry of parts of the TCTF, Member States underlined that market disturbances as a result of Russia's war against Ukraine persist and affect in particular the primary agricultural sector, which faces important challenges and is under financial strain.

Against this background, the Commission is consulting Member States on a limited prolongation for the primary agricultural sector of the TCTF section, which currently allows Member States until 30 June 2024 to grant limited amounts of aid. The limited prolongation will allow Member States to continue providing limited amounts of aid to farmers where needed and ensure that crisis support measures are implemented effectively. 

Member States now have the possibility to comment on the Commission's draft proposal. The Commission intends to adopt the limited amendments to the TCTF as soon as possible, taking into account the feedback received from the Member States.

Commission approves Illumina's plan to unwind its completed acquisition of GRAIL

Today, the European Commission has approved, under the EU Merger Regulation (‘EUMR'), Illumina's plan to divest GRAIL following the restorative measures requiring Illumina to unwind its completed acquisition of GRAIL, which the Commission adopted in October 2023.

With today's decision, the Commission has approved the divestment plan submitted by Illumina for the disposal of GRAIL. In line with the restorative measures, the divestment plan foresees that Illumina can select the appropriate divestment method (either via a trade sale or a capital markets transaction). The Commission found that the plan, including the optionality between different divestment methods, met all the conditions set out in its decision imposing restorative measures on Illumina and GRAIL. Therefore, the Commission decided to approve Illumina's divestment plan.

Executive Vice-President Margrethe Vestager in charge of competition policy said: “Today's decision marks another important step towards restoring competition in the market for the development of early cancer detection tests. Illumina's divestment plan sets out a timely path towards GRAIL's independence, by ensuring it continues to be a viable competitor in this important innovation race.”

EU gets out of the winter with record gas storage levels, diversified supplies and a cleaner energy mix 

Europe is emerging from its second winter since Russia's illegal invasion of Ukraine with record levels of gas stored, a diversified supply and an increased share of renewables. At the end of the winter heating season on 31 March, gas storages were over 58% full. These high storage levels are a result of our successful diversification of energy supplies, the efforts of citizens and businesses to reduce gas demand, and our investments in renewable energy – the three pillars of our REPowerEU Plan. 

In a statement published today, Commissioner for Energy Kadri Simson said: "Despite many fears, we have emerged stronger than before, with greater energy security and solidarity, and a cleaner energy mix. While we can be proud of how the EU has managed the energy crisis so far, there is no room for complacency. We must continue to support our citizens and industry, and our Ukrainian friends. Ensuring Europe's energy security and competitiveness, bringing down prices and advancing the clean energy transition remain a high priority." 

Following the adoption of the REPowerEU Plan, the share of Europe's Russian gas imports fell from 45% in 2021 to 24% in 2022, and further to 15% in 2023. Europeans have reduced their gas demand by almost 20%, which has allowed us to save more than 107 bcm of gas in the last 18-months. The increased share of renewables in the energy mix has allowed us to replace the equivalent of 24 bcm of Russian gas in 2022 and 2023. And emissions from the power sector fell by an impressive 24% in 2023, while our economy also continued to grow.

President von der Leyen and Commissioner Schmit to attend High-level Conference on the European Pillar of Social Rights in La Hulpe

On Monday and Tuesday (15-16 April), the Commission will attend the High-Level Conference on the European Pillar of Social Rights in La Hulpe, Belgium, organised by the Belgian Presidency of the Council of the EU. President Ursula von der Leyen will attend the event on Tuesday, and Commissioner Nicolas Schmit on both days. Other speakers and participants include representatives of the European Parliament, ministers of employment and social affairs from Member States as well as representatives of the Belgian government, social partners and civil society.

The goal of the conference is to bring together policymakers, social partners, civil society and other experts to discuss the future of a social Europe and the continued implementation of the European Pillar of Social Rights. Participants will reflect on the lessons learned, including during the COVID-19 pandemic and in view of the increased cost of living. By the end of day two, the “La Hulpe Declaration on the Future of the European Pillar of Social Rights” is expected to be signed. Day two will also feature keynote speeches by President von der Leyen and Commissioner Schmit.

Le vice-président exécutif Šefčovič et la commissaire Simson discuteront des réseaux énergétiques et de l'industrie solaire avec les ministres lors du Conseil informel de l'énergie

Le vice-président exécutif, Maros Šefčovič, et la commissaire à l'énergie, Kadri Simson, représenteront la Commission lors de la réunion informelle des ministres de l'énergie de l'UE, organisée par la présidence belge du Conseil, lundi et mardi prochains, à Bruxelles.

Le premier jour, la commissaire Simson débattra, avec les ministres, du développement d'une infrastructure énergétique plus intégrée en Europe. Les discussions porteront sur l'intégration du réseau électrique européen, sa résilience, ainsi que sur les moyens de réduire les risques liés aux investissements, et d'en assurer le financement nécessaire. En marge de la réunion de lundi, la commissaire Simson présentera également une charte solaire européenne, à la signature par les États membres et les acteurs concernés. Les signataires s'engageront conjointement à prendre des actions concrètes pour soutenir la compétitivité de l'industrie européenne de fabrication de panneaux solaires photovoltaïques. 

Le deuxième jour, le vice-président exécutif Šefčovič prendra part aux échanges sur la normalisation et l'octroi de permis pour les infrastructures énergétiques.  Le vice-président exécutif participera ensuite à une conférence de presse, avec la présidence belge du Conseil, attendue vers 12h00 CEST, mardi. Executive Vice President Šefčovič participates in the concluding European Citizens' Panel on Energy Efficiency   

Today, tomorrow and Sunday, the third and final session of the European Citizens' Panel on Energy Efficiency is taking place in Brussels. Executive Vice President Šefčovič will participate in the concluding session on Sunday 14 April, meeting the 150 citizens and receiving the final energy efficiency-related recommendations put together by the participants from across the European Union over the past two months. As part of this European Citizens' Panel, 150 randomly-selected citizens, representing all 27 EU Member States, have been coming together since February to discuss the challenges and benefits of energy efficiency, with the ultimate aim of drawing up a list of recommendations that will feed into upcoming Commission initiatives, such as a Commission proposal for a Recommendation on the Energy Efficiency First Principle enshrined in the revised Energy Efficiency Directive. The plenary sessions will be web-streamed live, and the final recommendations will be published by the European Commission. In parallel, the ‘Citizens' Engagement Platform', an online discussion forum, is open for views and insights from the general public on energy efficiency. La vice-présidente Věra Jourová se rend en Grèce dans le cadre de sa « Tournée de la démocratie »

Lundi, Věra Jourová, vice-présidente chargée des valeurs et de la transparence, se rendra à Athènes pour sa « Tournée de la démocratie », au cours de laquelle elle se rendra dans de nombreux États membres dans les semaines précédant les élections européennes. L'objectif général de la « Tournée de la démocratie » est de procéder à un échange de vues sur la meilleure manière de protéger les élections et de renforcer la résilience des démocraties, y compris contre la désinformation, la manipulation de l'information et l'ingérence étrangère, en particulier dans la perspective des élections européennes de juin. En outre, la vice-présidente discutera également de questions liées à la guerre menée par la Russie contre l'Ukraine et à l'État de droit.

La visite de la vice-présidente à Athènes commencera par une réunion avec le Premier ministre grec, Kyriakos Mitsotakis, et le ministre d'État, Akis Skertsos, suivie d'une rencontre avec le ministre grec des affaires étrangères, Giorgos Gerapetritis. Ensuite, la vice-présidente Jourová rencontrera le groupe de travail sur les médias mis en place par les autorités grecques pour discuter de la situation des médias.

Des tables rondes avec les autorités chargées de faire appliquer la législation relative à l'intégrité des élections, les principales ONG et les experts sur la lutte contre la désinformation et la protection de l'espace d'information avant les élections concluront la visite de la vice-présidente à Athènes.

La vice-présidente Šuica participe à la conférence de haut niveau sur la "Déomographie et l'avenir" à la Chambre de commerce de Rome

Aujourd'hui, la vice-présidente Dubravka Šuica se rend à Rome pour prononcer un discours liminaire lors d'une conférence à haut niveau sur la démographie, organisée par le ministère italien de la famille, de la natalité et de l'égalité des chances et la ministre italienne Eugenia Roccella.

Les discussions porteront essentiellement sur les défis démographiques majeurs auxquels l'Europe sera confrontée dans les années à venir, ainsi que sur les conséquences que ces nouvelles dynamiques auront sur l'Europe sur les plans environnemental, économique, social et de la durabilité. Elles permettront également de réfléchir aux structures indispensables pour faire face aux changements démographiques auxquels l'Europe sera confrontée à l'avenir.

La Première ministre italienne, Giorgia Meloni, la ministre italienne de la famille, de la natalité et de l'égalité des chances, Eugenia Roccella, ainsi que le ministre des affaires européennes, du Sud, des politiques de cohésion et du plan pour la reprise et la résilience, Raffaele Fitto, s'exprimeront lors de plusieurs discours et prises de paroles.

Dans le cadre de sa participation, la vice-présidente Šuica prendra la parole lors de la session consacrée à la démocratie et à l'avenir. Elle y sera aux côtés du vice-premier ministre et ministre des affaires étrangères, Antonio Tajani, du ministre Raffaele Fitto, de la vice-secrétaire général de l'OCDE, Fabrizia Lapecorella, mais également de représentants de l'Office italien des statistiques nationales (ISTAT), ainsi que de l'Institut italien de recherche sur les questions sociales (CENSIS). Divers représentants du gouvernement italien, de la Commission européenne, d'organisations internationales et d'experts nationaux assisteront eux aussi à cette conférence à haut niveau.

EU hosts high-level meeting on Ukraine to take stock of the humanitarian response*

On Tuesday 16 April, the EU is hosting a Humanitarian Senior Officials Meeting in Brussels to take stock of the most pressing humanitarian challenges in war-torn Ukraine. The meeting will be opened by Commissioner for Crisis Management, Janez Lenarčič, and the Deputy Prime Minister of Ukraine and Minister of Reintegration of Temporarily Occupied Area, Iryna Vereshchuk.

This high-level meeting brings together key humanitarian actors and donors, but also local Ukrainian institutions, to assess how to ensure effective aid delivery in the given circumstances. Among the challenges to be discussed is the funding for the current year as well as how to best work with local humanitarian responders. The participants will also address more sustainable solutions needed for communities affected to progressively transition away from relief aid.

Commissioner for Crisis Management, Janez Lenarčič, said: “At a time when the war in Ukraine is fading from the headlines, international community must step up and ensure that the people of Ukraine will not be forgotten. Russia's brutal aggression continues to destroy lives every single day. As humanitarians we must insist on protection and provide the life-saving support to the millions of Ukrainians in dire need of aid. While transitioning to recovery and reconstruction is crucial for rebuilding Ukraine, we cannot ignore the immediate critical humanitarian needs on the ground today.”

Since Russia's full scale invasion of Ukraine in 2022, the Commission has allocated €860 million for humanitarian aid programmes in Ukraine, and €66 million to support refugees who have fled to neighbouring Moldova. In addition, more than 146 000 tonnes of in-kind assistance has been sent to Ukraine via the EU Civil Protection Mechanism, including medical supplies, mobile hospitals, shelters, vehicles, school buses, firefighting equipment, and much more.

Commissioner Sinkevičius in Cyprus and Greece to discuss key environmental and maritime questions and participate in 9^th ‘Our Ocean' Conference

From 15 to 17 April, Commissioner Sinkevičius is travelling first to Cyprus and then to Greece to discuss key environmental files and participate in the 9th ‘Our Ocean' Conference.

On 15 April, the Commissioner will be in Cyprus where he will first meet Maria Panayiotou, Minister of Agriculture, Rural Development and the Environment and Deputy Minister of Foreign Affairs, Marilena Raouna. They will notably discuss key European and environmental files, such as the Waste Framework Directive and the Forest Monitoring Law. This will be followed by a dialogue with environmental, conservation and biodiversity NGOs from both communities. Finally, Commissioner Sinkevičius will meet Konstantinos Yiorkadjis, Mayor of Nicosia.

On 16 April, Commissioner Sinkevičius will be in Greece to participate in the 9^th Our Ocean Conference which aims to encourage tangible and measurable commitments from governmental and non-governmental attendees. He will first deliver a keynote speech at the opening session ‘Actions to Save the Ocean' and will speak at a dedicated side event on the United Nations Convention on the Law of the Sea on the conservation and sustainable use of marine biological diversity of areas beyond national jurisdiction (BBNJ). In the margins of the conference, the Commissioner will visit Greece's pioneering coast cleaning vessel, the “Typhoon” launched by the A.C. Laskarides Foundation and he will meet Alberto van Klaveren, Minister of Foreign Affairs of Chile.
