COLLEGE MEETING: The first steps towards a European Health Union

Today, the European Commission is taking the first steps towards building the European Health Union announced by President von der Leyen in her State of the Union address. The Commission is putting forward a set of proposals to strengthen the EU's health security framework, and to reinforce the crisis preparedness and response role of key EU agencies. President of the European Commission, Ursula von der Leyen, stated: “Our aim is to protect the health of all European citizens. The coronavirus pandemic has highlighted the need for more coordination in the EU, more resilient health systems, and better preparation for future crises. We are changing the way we address cross-border health threats. Today, we start building a European Health Union, to protect citizens with high quality care in a crisis, and equip the Union and its Member States to prevent and manage health emergencies that affect the whole of Europe.” Today's proposals focus on revamping the existing legal framework for serious cross border threats to health, as well as reinforcing the crisis preparedness and response role of key EU agencies, namely the European Centre for Disease Prevention and Control (ECDC) and the European Medicines Agency (EMA). Coronavirus: Commission approves contract with BioNTech-Pfizer alliance to ensure access to a potential vaccine

Today, the European Commission approved a fourth contract with pharmaceutical companies BioNTech and Pfizer, which provides for the initial purchase of 200 million doses on behalf of all EU Member States, plus an option to request up to a further 100 million doses, to be supplied once a vaccine has proven to be safe and effective against COVID-19. Today's contract with the BioNTech-Pfizer alliance builds upon the broad portfolio of vaccines to be produced in Europe, including the already signed a contracts with AstraZeneca, Sanofi-GSK and Janssen Pharmaceutica NV, and the concluded successful exploratory talks with CureVac and Moderna. This diversified vaccines portfolio will ensure Europe is well prepared for vaccination, once the vaccines have been proven to be safe and effective. Budget de l'UE : la Commission européenne salue l'accord conclu sur une enveloppe de 1 800 milliards d'euros

La Commission européenne a salué hier l'accord conclu entre le Parlement européen et les États membres de l'UE au sein du Conseil sur le prochain budget à long terme de l'Europe et NextGenerationEU, l'instrument temporaire pour la relance. Une fois adopté, ce train de mesures d'un montant total de 1 800 milliards d'euros sera le plus important jamais financé par le budget de l'UE. Ces mesures contribueront à reconstruire l'Europe de l'après-COVID-19, une Europe plus verte, plus numérique, plus résiliente et mieux adaptée aux défis actuels et à venir. La présidente de la Commission, Ursula von der Leyen, a déclaré à ce propos : « Je me félicite de l'accord intervenu aujourd'hui sur notre plan de relance et sur le prochain cadre financier pluriannuel. Nous devons à présent poursuivre nos efforts en vue de parvenir à un accord sur le prochain budget à long terme et NextGenerationEU avant la fin de l'année. COLLEGE MEETING: The European Commission appoints a Deputy Director-General in the department for Migration and Home Affairs

Today, the European Commission decided to appoint Ms Beate Gminder as the Deputy Director-General in charge of the Task Force Migration Management in the Directorate-General Migration and Home Affairs (HOME). As part of the New Pact on Migration and Asylum, the Task Force coordinates the Union's work on all strategic, legal, operational and financial issues related to migration management. With her professional experience and particular strengths in communication, as well as leadership skills, Ms Gminder, a German national, is a particularly suitable candidate to take on the challenging role of steering and leading this Task Force. She has had a long career in the European Commission, including assignments in the Spokesperson's Service, in Cabinets and in the Directorates-General for Maritime Affairs and Fisheries, for Justice and for Home Affairs. She also served as Secretary General of the European Ombudsman for 3 years. Ms Gminder is currently Director for Migration and Security Funds, Financial Resources and acting Head of the Task Force Migration Management in DG HOME. The College also decided to appoint three Directors in the Directorate-General for Communications Networks, Content and Technology (CONNECT) today. Ms Rita Wezenbeek, a Dutch national, will take on the function of Director for Electronic Communications Networks and Services. The trained lawyer occupied numerous positions in the Directorate-General for Competition (COMP) and is currently the Head of the Telecommunications and Anti-Trust Unit in DG COMP. Ms Lorena Boix Alonso has been appointed as the new Director for Digital Society, Trust and Cybersecurity. The Spanish national is at the moment the acting Director of Policy, Strategy and Outreach in DG CONNECT and has occupied various managerial positions in DG CONNECT and in Cabinets, and worked in DG COMP. Mr Thibaut Kleiner has been appointed as the new Director for Policy Strategy and Outreach. Mr Kleiner, a French national, is currently the Head of Unit for Research Strategy and Programme Coordination of DG CONNECT. He has held various high positions in the Commission, in Cabinets and notably in DG CONNECT and DG COMP. The date of effect in all cases remains to be determined. European Commission issues second emission of EU SURE social bonds

Yesterday, 10 November, the European Commission, on behalf of the European Union, issued the second social bond under the EU SURE instrument, for a total value of €14 billion, to help protect jobs and keep people employed. The issuing consisted of two bonds, with €8 billion due for repayment in November 2025 and €6 billion due for repayment in November 2050. There was a very strong investor interest in this highly rated instruments, and the bonds were 13 and 11.5 times oversubscribed, respectively for the 5- and 30-year tranche, resulting in favourable pricing terms for both bonds. Johannes Hahn, European Commissioner for Budget and Administration, said: “Yesterday, the European Commission has gone to the markets for a second time to borrow money for its SURE short-term unemployment scheme. And the market has once again given us its vote of confidence, with strong investor interest and favourable conditions. This is great news for the European Union as issuer and borrower, for the social bond market and above all for the EU citizens who will get the much needed  financial support to go through these difficult times.” The orderbook closed at 10:30 am in excess of €175 billion, consisting of €105 billion on the 5-year tranche and over €70 billion on the 30-year tranche. In terms of pricing, the 5-year bond provides a negative yield of minus 0.509%, while the 30-year bond of plus 0.317%. More information is available in the press release. So far, 17 Member States will receive financial support under the SURE instrument to help protect jobs and keep people employed. La présidente von der Leyen sur la réponse de l'UE au terrorisme

La présidente de la Commission européenne, Ursula von der Leyen, a participé hier après-midi à une vidéoconférence sur la réponse européenne au terrorisme, aux côtés du Président de la République française, Emmanuel Macron, de la Chancelière allemande, Angela Merkel, du Premier ministre néerlandais, Mark Rutte, du Chancelier autrichien, Sebastian Kurz, et du Président du Conseil européen, Charles Michel. La présidente von der Leyen a souligné que les attentats en France et Autriche des dernières semaines « ont très clairement montré combien il importe d'agir de concert pour lutter contre ces attaques » et que l'espace de liberté unique de notre Union ne peut être défendu que si la sécurité est également assurée. « Nous devons maintenant avancer de toute urgence sur trois plans. Le premier est la prévention, le deuxième la protection des frontières extérieures et le troisième l'action, c'est-à-dire la mise en œuvre sur le plan opérationnel », a déclaré la présidente à la conférence de presse suite à la vidéoconférence. Elle a annoncé que la Commission présentera un nouveau programme européen de lutte contre le terrorisme le 9 décembre. Elle a aussi rappelé l'importance de la lutte contre la radicalisation, en annonçant le renforcement du Réseau européen de sensibilisation à la radicalisation. Comme le meilleur moyen de lutter contre toutes les formes d'extrémisme est d'offrir des perspectives aux jeunes, le nouveau plan d'action européen pour l'intégration et l'inclusion qui sera présenté le 24 novembre traitera des questions d'ascension sociale, d'inclusion et d'appartenance à la collectivité. Outre le travail de la Commission pour responsabiliser les grandes plateformes en lignes dans la lutte contre les contenus illicites et préjudiciables, la présidente von der Leyen a aussi exhorté les co-législateurs d'adopter d'ici la fin de l'année la proposition présentée par la Commission en 2018 pour prévenir les contenus à caractère terroriste en ligne, mettant l'accent sur la rapidité de l'effacement de ces contenus. Finalement, la présidente a annoncé l'organisation du premier « forum Schengen » à la fin de novembre, qui se penchera sur les forces et les faiblesses du fonctionnement actuel de l'espace Schengen. En fonction des leçons qui sortiront du forum, la Commission présentera une nouvelle stratégie Schengen en mai 2021. Le pacte sur les compétences : mobiliser tous les partenaires pour investir dans les compétences

Les commissaires Schmit et Breton ont officiellement lancé le pacte sur les compétences, élément central de la stratégie pour les compétences en Europe. Ils ont également annoncé les premiers partenariats européens en matière de compétences dans des écosystèmes industriels clés: la construction automobile, la microélectronique et l'industrie de l'aérospatial et de la défense. Les compétences revêtent une importance capitale pour la relance de notre économie après la pandémie de coronavirus et pour le succès des transitions écologique et numérique. Le pacte sur les compétences encourage à mener une action commune afin de maximiser l'impact des investissements dans l'amélioration des compétences existantes (perfectionnement) et la formation à de nouvelles compétences (reconversion). Il invite les entreprises, les employeurs, les partenaires sociaux, les chambres de commerce, les pouvoirs publics, les prestataires d'enseignement et de formation ainsi que les agences pour l'emploi à travailler de concert et à s'engager clairement à investir dans la formation de toutes les personnes en âge de travailler dans toute l'Union. Antitrust: Commission sends Statement of Objections to Amazon for the use of non-public independent seller data and opens second investigation into its e-commerce business practices

The European Commission has informed Amazon of its preliminary view that it has breached EU antitrust rules by distorting competition in online retail markets. Amazon has a dual role as a platform: (i) it provides a marketplace where independent sellers can sell products directly to consumers; and (ii) it sells products as a retailer on the same marketplace, in competition with those sellers. The Commission's preliminary findings show that very large quantities of non-public seller data are available to employees of Amazon's retail business and flow directly into the automated systems of that business, which aggregate these data and use them to calibrate Amazon's retail offers and strategic business decisions to the detriment of the other marketplace sellers. The Commission's preliminary view, outlined in its Statement of Objections, is that the use of non-public marketplace seller data allows Amazon to avoid the normal risks of retail competition and to leverage its dominance in the market for the provision of marketplace services in France and Germany- the biggest markets for Amazon in the EU. If confirmed, this would infringe Article 102 of the Treaty on the Functioning of the European Union (TFEU) that prohibits the abuse of a dominant market position. The sending of a Statement of Objections does not prejudge the outcome of an investigation. In addition, the Commission opened a second antitrust investigation into Amazon's business practices that might artificially favour its own retail offers and offers of marketplace sellers that use Amazon's fulfilment services. In particular, the Commission will investigate whether the criteria that Amazon sets to select the winner of the “Buy Box” and to enable sellers to offer products to Prime users, under Amazon's Prime loyalty programme, lead to preferential treatment of Amazon's retail business or of the sellers that use Amazon's logistics and delivery services. If proven, the practice under investigation may breach Article 102 of the Treaty on the Functioning of the European Union (TFEU) that prohibits the abuse of a dominant market position. The Commission will now carry out its in-depth investigation as a matter of priority. The opening of a formal investigation does not prejudge its outcome. Executive Vice-President Margrethe Vestager, in charge of competition policy, said: “We must ensure that dual role platforms with market power, such as Amazon, do not distort competition.  Data on the activity of third party sellers should not be used to the benefit of Amazon when it acts as a competitor to these sellers. The conditions of competition on the Amazon platform must also be fair.  Its rules should not artificially favour Amazon's own retail offers or advantage the offers of retailers using Amazon's logistics and delivery services. With e-commerce booming, and Amazon being the leading e-commerce platform, a fair and undistorted access to consumers online is important for all sellers.” The full press release as well as the Statement are available online. State aid: Commission approves liquidity support scheme for Italian banks

The European Commission has authorised a liquidity scheme for Italian banks with the aim of supporting them in case of need. The liquidity support scheme will allow the Italian State to grant guarantees on newly issued liabilities and on Emergency Liquidity Assistance (ELA) from the central bank, up to a total nominal amount of €19 billion. Only viable Italian banks, as defined by the competent supervisor, with temporary liquidity issues will have access to the measure. The Commission has found that the guarantee scheme is in line with EU State aid rules. Namely, the Commission found that the aid is appropriate, necessary and proportional, based on the criteria set out in the 2013 Banking Communication. The remuneration for the guarantee to be paid to the Italian State is also in line with the 2011 Prolongation Communication. The measure is valid until 20 May 2021. Aides d'État: la Commission autorise un régime italien d'un montant de 484 millions d'euros visant à réduire les coûts salariaux au moyen de l'exonération des cotisations de sécurité sociale dans le contexte de la pandémie de coronavirus

La Commission européenne a autorisé un régime italien d'un montant de 484 millions d'euros prévoyant l'exonération des cotisations de sécurité sociale. Le régime a été autorisé en vertu de l'encadrement temporaire des aides d'État. Il vise à réduire les coûts salariaux supportés par les employeurs privés, qui connaissent de graves perturbations socio-économiques en raison de la pandémie de coronavirus, en vue de préserver les niveaux d'emploi. Le régime sera accessible aux entreprises de tous les secteurs, à l'exclusion des secteurs financier et agricole, enregistrées en Italie.  Les bénéficiaires sont les entreprises qui avaient bénéficié de la mesure générale de subvention salariale (cassa integrazione ordinaria e in deroga) accordée par l'Italie en mai et juin 2020, mais qui n'ont pas sollicité le bénéfice de la dernière mesure de subvention salariale. L'aide publique consistera en des avantages sous la forme d'une exonération totale du paiement des cotisations sociales obligatoires de l'employeur (en dehors de celles liées à l'assurance contre les accidents du travail) pour une période maximale de quatre mois, jusqu'au 31 décembre 2020. La Commission a estimé que le régime italien était conforme aux conditions énoncées dans l'encadrement temporaire. En particulier, l'aide ne dépassera pas le montant de 120 000 € par entreprise opérant dans le secteur de la pêche et de l'aquaculture ou de 800 000 € par entreprise opérant dans tous les autres secteurs, et le régime est limité dans le temps, s'appliquant jusqu'au 31 décembre 2020. La Commission a conclu que la mesure était nécessaire, appropriée et proportionnée pour remédier à une perturbation grave de l'économie d'un État membre, conformément à l'article 107, paragraphe 3, point b), du TFUE et aux conditions énoncées dans l'encadrement temporaire. Sur cette base, la Commission a autorisé la mesure en vertu des règles de l'UE en matière d'aides d'État. State aid: Commission approves €110 million Czech scheme to support enterprises active in primary agricultural sector and food production in the context of the coronavirus outbreak

The European Commission has approved a CZK 3 billion (approximately €110 million) Czech scheme to support enterprises active in the primary agricultural sector and in food production affected by the coronavirus outbreak. The scheme was approved under the State aid Temporary Framework. The public support, which will take the form of direct grants, will be open to all enterprises active in the primary agricultural production sector (farmers) and to food producers. The aid is specifically intended to ensure sufficient working capital for beneficiaries, which suffered a decrease in total earnings of at least 25%, compared to the same period in 2019. The purpose of the scheme is to help the beneficiaries address their liquidity needs and continue their activities during and after the outbreak. The measure is expected to benefit between 5,000 and 10,000 beneficiaries. The Commission found that the Czech scheme is in line with the conditions set out in the Temporary Framework. In particular, (i) the aid will not exceed €100,000 per company active in the primary production of agricultural sector or €800,000 per company active in food production as provided by the Temporary Framework, and (ii) the aid under the scheme can be granted until 30 June 2021. The Commission concluded that the measure is necessary, appropriate and proportionate to remedy a serious disturbance in the economy of a Member State, in line with Article 107(3)(b) TFEU and the conditions set out in the Temporary Framework. On this basis, the Commission approved the measure under EU State aid rules. Mergers: Commission clears acquisition of Gunnebo AB of Sweden by Altor Fund Manager and Stena

The European Commission has approved, under the EU Merger Regulation, the acquisition of Gunnebo AB (publ) (‘Gunnebo') by Altor Fund Manager (‘Altor') and Stena Adactum AB (‘Stena'), all three of Sweden. Gunnebo provides security products and services, including cash management, alarm and access control systems, entrance security, safes and vaults, as well as security-related consulting and services in over 25 countries around the world. In Europe, Gunnebo is mainly active in Czechia, Denmark, France, Germany, Hungary, Italy, Spain, Sweden, the Netherlands, Poland, and the UK. Altor is a private equity firm, which focuses, among others, on investments and divestments in the mid-market segment of the Nordic region as well as investments in the German speaking region (DACH), through its managed funds. Stena is part of the Stena AB group, which is active worldwide in various areas, such as tanker and ferry operations, vessel charter and offshore drilling. Stena AB is one of the three parent companies in Stena Sphere, consisting also of Stena Sessan AB and Stena Metall AB, all established in Sweden. The Commission concluded that the proposed acquisition would raise no competition concerns, because of its limited impact on the market. The transaction was examined under the simplified merger review procedure. La présidente von der Leyen au Forum de Paris sur la Paix

Demain, le 12 novembre, la présidente de la Commission européenne, Ursula von der Leyen, participera à l'édition 2020 du Forum de Paris sur la Paix, qui sera entièrement numérique. Cette année, le forum est principalement consacré à la réponse au coronavirus basée sur la coopération internationale. La présidente von der Leyen participera à 14h à l'évènement de haut niveau sur l'avenir du multilatéralisme dans le monde de l'après-crise, aux côtés, entres autres, du Président de la République française, Emmanuel Macron, de la Chancelière allemande, Angela Merkel, et de la Directrice générale du Fonds monétaire international, Kristalina Georgieva. Elle participera également à la session sur le renforcement de l'ACT-Accelerator, avec, entre autres, le docteur Tedros Adhanom Ghebreyesus, Directeur général de l'Organisation mondiale de la santé, la première ministre norvégienne, Erna Solberg et Melinda Gates, co-présidente de la fondations Bill-et-Melinda-Gates. Le haut représentant / vice-président Josep Borrell participera lui aussi au forum, ainsi que le vice-président exécutif Frans Timmermans, qui discutera avec Michael Bloomberg du rôle primordial des villes dans la transition verte, dans le cadre de la table ronde « Du mondial au local : les villes à la tête de la relance verte et équitable ». Le commissaire Virginijus Sinkevičius y discutera des conditions nécessaires pour conclure dès 2021 le Traité international sur la haute mer, afin d'assurer la conservation et l'utilisation durable de la biodiversité en haute mer. Yemen: humanitarian community to discuss deteriorating humanitarian situation

The humanitarian situation in Yemen continues to deteriorate due to the ongoing conflict and the effects of COVID-19 pandemic. Tomorrow, 12 November, the European Commission and Sweden will host the second Yemen Humanitarian Senior Officials Meeting to discuss the most pressing issues. Commissioner for Crisis Management, Janez Lenarčič, said: “The EU is fully committed to support the people in need in Yemen. The coronavirus pandemic is further deteriorating the situation of vulnerable people who face the world's worst humanitarian crisis. I warmly welcome the Humanitarian Senior Officials Meeting, which will allow us to take stock of our collective efforts to tackle the crisis.” During the meeting, donors, United Nations agencies and international non-governmental organisations will address ways to improve humanitarian access, impact and accountability. They will discuss the funding shortages and address the economic drivers of the crisis. Since the beginning of the conflict in 2015, the European Union has allocated €896 million to respond to the crisis in both humanitarian aid and development cooperation.
