Rule of law conditionality mechanism

To protect the EU budget from breaches of the rule of law, MEPs are expected to call on the Commission to use the new mechanism that came into force in January without delay, in a debate with Commissioner Hahn at 9.00. A resolution will be put to the vote during the 24-25 March plenary session.

Parliament will hold urgent debates with Commissioner Urpilainen and will vote on resolutions on: the situation in Eastern Congo and the assassination of Italian ambassador Luca Attanasio and his colleagues; the human rights situation in the Kingdom of Bahrain, in particular the cases of death row inmates and human rights defenders; and the mass trials against the opposition and civil society in Cambodia.

Results from yesterday’s votes will be announced at 9.00, among other things on Fisheries Control and the Ombudsman’s activities in 2019.


During the first voting session from 9.45 to 11.00, MEPs will cast their final vote on a report on the European Semester. Results will be announced at 13.00.



During the second voting session from 13.45 to 15.00, MEPs will cast their final votes on



  • the resolution declaring the EU an LGBTIQ Freedom Zone
  • the resolution on children’s rights
  • the situation in Eastern Democratic Republic of Congo and the assassination of the Italian Ambassador Luca Attanasio and his entourage

    Results from yesterday’s votes will be announced at 9.00, among other things on Fisheries Control and the Ombudsman’s activities in 2019.


    During the first voting session from 9.45 to 11.00, MEPs will cast their final vote on a report on the European Semester. Results will be announced at 13.00.



    During the second voting session from 13.45 to 15.00, MEPs will cast their final votes on



    • the resolution declaring the EU an LGBTIQ Freedom Zone
    • the resolution on children’s rights
    • the situation in Eastern Democratic Republic of Congo and the assassination of the Italian Ambassador Luca Attanasio and his entourage
    • the human rights situation in the Kingdom of Bahrain
    • the mass trials against opposition and civil society in Cambodia
    • the Syrian conflict - ten years after the uprising.

    Results will be announced at 16.30.

    Rule of law conditionality mechanism

    To protect the EU budget from breaches of the rule of law, MEPs are expected to call on the Commission to use the new mechanism that came into force in January without delay, in a debate with Commissioner Hahn at 9.00. A resolution will be put to the vote during the 24-25 March plenary session.

    Even though EU rules to stop unjustified geo-blocking have applied for over two years, many problems persist, say MEPs, who will discuss the way forward at around 15.00 with Commissioner Hahn.
