Aides d'État: la Commission adopte de nouvelles lignes directrices concernant les aides d'État à finalité régionale

La Commission européenne a adopté les lignes directrices révisées de l'UE concernant les aides à finalité régionale (les « lignes directrices concernant les aides d'État à finalité régionale »), qui définissent les règles selon lesquelles les États membres peuvent octroyer des aides d'État aux entreprises pour soutenir le développement économique de zones défavorisées dans l'UE, tout en garantissant des conditions de concurrence égales entre les États membres. Les lignes directrices concernant les aides d'État à finalité régionale constituent le premier ensemble de règles en matière d'aides d'État à être révisé à la suite de l'annonce du pacte vert pour l'Europe et des stratégies industrielle et numérique européennes. Les lignes directrices révisées concernant les aides à finalité régionale comprennent un certain nombre d'ajustements ciblés destinés à introduire des simplifications et à prendre en compte l'expérience acquise dans l'application des règles antérieures, ainsi qu'à tenir compte des nouvelles priorités stratégiques liées au pacte vert pour l'Europe et aux stratégies industrielle et numérique européennes. Les lignes directrices révisées concernant les aides à finalité régionale entreront en vigueur le 1 er janvier 2022, ce qui laissera suffisamment de temps aux États membres pour élaborer leurs cartes des aides à finalité régionale. Les États membres peuvent désormais notifier à la Commission leurs futures cartes des aides à finalité régionale, qui feront l'objet de décisions individuelles. Margrethe Vestager, vice-présidente exécutive chargée de la politique de concurrence, s'est exprimée en ces termes: « Les nouvelles lignes directrices concernant les aides à finalité régionale qui ont été adoptées aujourd'hui permettront aux États membres d'aider les régions européennes les moins favorisées à rattraper leur retard et de réduire les disparités en termes de bien-être économique, de revenus et de chômage. Ces objectifs de cohésion sont au cœur de notre Union. EU continues to address humanitarian needs in Ethiopia by allocating over €53 million

The EU has announced today new funding of €53.7 million in humanitarian aid for the most vulnerable people in Ethiopia, including those affected by the conflict in Ethiopia's Tigray region. Commissioner for Crisis Management, Janez Lenarčič, who will arrive in Ethiopia tomorrow and will meet the country's Deputy Prime Minister Demeke Mekonnen, said: “The conflict in the Tigray region has exacerbated an already difficult situation in Ethiopia. Humanitarian needs –like food security, health and shelter – are growing. Violence is increasing in several parts of the country. The situation in Tigray remains severe despite slight improvements, keeping millions of people in need of assistance. The key priority therefore remains to ensure humanitarian access to all those in need in Tigray. The safety and security of humanitarian personnel must be ensured, in accordance with International Humanitarian Law (IHL). The EU, together with its Member States, has been one of the largest humanitarian donors to the crisis. We continue to call for the respect of IHL, including the obligation to protect civilians and for the perpetrators of all attacks on civilians to be swiftly brought to justice.” The funding announced today will be dedicated to addressing the acute needs of those affected by conflict and climate shocks, including populations in displacement and the communities hosting the displaced. This comes on top of additional funding for the Tigray crisis last year, which brought the total EU funding for humanitarian partners in Ethiopia to over €63 million in 2020. Lutte contre la criminalité organisée: La Commission lance une consultation publique en vue d'élaborer un nouveau code de coopération policière de l'UE

La Commission lance aujourd'hui une consultation publique sur la coopération en matière répressive dans l'UE. Les pouvoirs publics, les organisations de la société civile, les citoyens et les autres parties intéressées sont invités à faire part de leur point de vue sur les questions qui affectent actuellement la coopération en matière répressive et sur les améliorations possibles. La consultation se déroulera jusqu'au 14 juin. Les résultats de la consultation alimenteront la future proposition de la Commission relative à un code de coopération policière de l'UE, qui visera à renforcer et à moderniser la coopération entre les services de police de l'UE en remplaçant la mosaïque existante de divers outils et accords de coopération multilatéraux de l'UE. La coopération policière et l'échange d'informations dans l'ensemble de l'UE sont essentiels pour lutter de manière efficace contre la criminalité organisée et le terrorisme et pour traduire les criminels en justice. Electoral rights: Commission launches public consultation on electoral rights of mobile EU citizens

Today, the European Commission has launched a public consultation on the electoral rights of mobile EU citizens, as part of the follow-up of the 2020 Citizenship Report. The electoral rights of mobile EU citizens are included in the directives on the exercise of the right to vote and stand as a candidate in elections to the European Parliament (Directive 93/109/EC) as well as in municipal elections, for citizens of the Union residing in a Member State of which they are not nationals of (Directive 94/80/EC). The results of this public consultation will feed into the Commission's proposal to revise the Directives on the electoral rights of mobile EU citizens. Vice-President Věra Jourová said: ”The essence of democracy is the right to vote for everyone. This is why we want to help securing this right. EU citizens who live in another EU country also have the right to vote and stand as candidate in local or municipal elections - under the same conditions as the nationals of that country.” Didier Reynders, Commissioner for Justice, said: “Political participation is the bedrock of every democracy and free movement is a pillar of the European Union. The Commission ensures that EU citizens can continue to effectively exercise their democratic rights even if they move to another Member State.” A legislative proposal for the revised Directives is expected by the end of 2021. The public consultation will gather experiences and opinions on electoral rights of mobile EU citizens. EU Cohesion policy: measures to support employment and the green and digital transitions approved for Denmark, Luxembourg and the Netherlands

The Commission has approved the modification of three European Social Fund (ESF) Operational Programmes (OPs) that will increase the funding available for investments from REACT-EU by nearly €344.8 million. The funds extend the crisis response and repair measures delivered through the Coronavirus Response Investment Initiative. Denmark will use the ESF share of REACT-EU funds to boost entrepreneurship and the development of necessary skills for the green and digital transitions. Luxembourg will support around 20,000 people employed in sectors affected by the coronavirus crisis through a short-time work scheme. In the Netherlands, the funding from REACT-EU will support people from vulnerable groups – both on and off the labour market – to find job opportunities and develop the necessary basic and professional skills. As part of NextGenerationEU, REACT-EU provides a top-up of €47.5 billion (€50.5 billion in current prices) to Cohesion policy programmes in 2021 and 2022. Measures focus on job creation and job maintenance, including through short-time work schemes and support to the self-employed, youth employment measures, and skills development - in particular to support the green and digital transitions. Agriculture : la Commission approuve une nouvelle indication géographique de Hongrie

La Commission européenne a approuvé la demande d'inscription de la « Budaörsi őszibarack » de Hongrie dans le registre des indications géographiques protégées (IGP). La « Budaörsi őszibarack » désigne les pêches produites au sud-ouest de Budapest. Elles se caractérisent par un parfum intense, un goût riche en composés aromatiques et savoureux, et une saveur sucrée prononcée. La pêche produite dans la région doit sa qualité à son mode de culture et au savoir-faire humain. Les variétés de pêches présentes dans la région de Budaörs sont le résultat d'une tradition de sélection des pêches remontant à la fin du XIXe siècle. De nos jours, l'expertise humaine continue de jouer un rôle clé dans la culture de la « Budaörsi őszibarack », étant donné que les fruits des arbres fruitiers sont éclaircis à la main lors de la maturation, de même que les fruits sont cueillis à la main. Cette nouvelle appellation va rejoindre 1 610 produits alimentaires déjà protégés dont la liste est disponible dans la base de données eAmbrosia. Global Health Summit: launch of a consultation for stronger health preparedness and response worldwide

In the run-up to the Global Health Summit on 21 May 2021, the European Commission and the Italian G20 Presidency will host an online consultation for the scientific community and civil society organisations tomorrow, on 20 April. The Global Health Summit aims to develop a ‘Rome Declaration' with principles that can guide multilateral cooperation and action to prevent future global health crises. Participants will in particular discuss how to enhance global cooperation, strengthen public health capacities and boost health security preparedness and response worldwide. A report outlining the findings of the consultation will feed into the preparation of the Rome Declaration principles. President von der Leyen will address the participants before the start of the discussion. The consultation can be followed via livestream from 12:30 to 15:30 CET. Green taxation: Join tomorrow's online event with Executive Vice-President Timmermans and Commissioner Gentiloni

Executive Vice-President for the European Green Deal, Frans Timmermans, and Commissioner for the Economy, Paolo Gentiloni, will co-host on Tuesday, 20 April, an online event on Green Taxation. The European Union has set out ambitious targets to tackle climate change and foster a cleaner environment, with a view to becoming a climate-neutral continent by 2050. Environmental taxation can play a positive and active role in achieving these objectives, by encouraging a switch to cleaner energy, more sustainable industry and greener habits. Green taxation can also contribute to a green recovery from the COVID-19 pandemic and long-term sustainable growth. Tomorrow's event will feature debate and discussion around this important topic, with the participation of high-level representatives of the European Commission, European Parliament, Member States, the OECD, industry and civil society. Competition: EU and China will discuss competition policy priorities in the digital sector during the 21^st Competition Week

Officials from the EU and China will meet online on 19 and from 26 to 28 April 2021 for technical discussions on competition law and enforcement. The 21st EU-China Competition Week will focus on subsidy cases under the Fair Competition Review System that China started implementing in 2016. It will also deal with the cooperation between the European Commission and EU Member States with respect to State aid cases as well as Regulation and policy initiatives to address competition concerns in digital markets. The Competition Weeks offer a platform for exchanges on competition policy between the Chinese State Administration for Market Regulation (SAMR) and the European Commission together with EU National Competition Authorities. The Competition Weeks are the cornerstone of the longstanding competition dialogue between the competition authorities of the EU and China in line with the commitments set out in the Memoranda of Understanding and Terms of Reference signed between all sides. The EU-China Competition Week is part of the Competition Cooperation project, a 5-year EU funded programme offering technical cooperation to competition authorities in Asia. The objective is to exchange experiences and strengthen convergence in competition policy, to the benefit of citizens and businesses in both the EU and Asia.
