L'UE collabore avec d'autres pays de l'OCDE pour proposer l'interdiction des crédits à l'exportation pour les projets d'électricité au charbon

Les pays de l'Organisation de coopération et de développement économiques (OCDE) tiennent une réunion extraordinaire ce mercredi et ce jeudi pour discuter d'une éventuelle interdiction des crédits à l'exportation pour des projets internationaux de production d'électricité au charbon sans mesures de compensation. Les discussions porteront sur une proposition présentée par l'UE et d'autres pays (Canada, République de Corée, Norvège, Suisse, Royaume-Uni et États-Unis) au début du mois. La proposition soutient le verdissement de l'économie mondiale et constitue une étape importante pour aligner les activités des agences de crédit à l'exportation sur les objectifs de l'accord de Paris. Les crédits à l'exportation constituent un élément important de la promotion du commerce international. En tant que participant à l'arrangement de l'OCDE sur les crédits à l'exportation bénéficiant d'un soutien public, l'UE joue un rôle majeur dans les efforts visant à garantir des conditions de concurrence équitables au niveau international et à assurer la cohérence de l'objectif commun de lutte contre le changement climatique. L'UE s'est engagée à mettre un terme à l'aide aux crédits à l'exportation pour le charbon sans mesures de compensation et s'engage en parallèle au niveau international dans une transition juste. En janvier 2021, le Conseil de l'Union européenne a appelé à la suppression progressive, à l'échelle mondiale, des subventions aux combustibles fossiles préjudiciables à l'environnement selon un calendrier clair et à une transformation résolue et juste à l'échelle mondiale vers la neutralité climatique, y compris la suppression progressive du charbon sans mesures de compensation dans la production d'énergie et, dans un premier temps, la fin immédiate de tout financement de nouvelles infrastructures charbonnières dans les pays tiers. Dans son examen de la politique commerciale de février 2021, la Commission européenne s'est engagée à proposer de mettre immédiatement fin au soutien aux crédits à l'exportation en faveur du secteur de l'électricité au charbon. En juin de cette année, les membres du G7 ont également reconnu que la poursuite des investissements mondiaux dans la production d'électricité à partir de charbon sans réduction était incompatible avec l'objectif consistant à limiter le réchauffement de la planète à 1,5 °C et se sont engagés à mettre un terme aux nouvelles aides publiques directes en faveur de la production mondiale d'électricité à partir de charbon à l'échelle internationale d'ici à la fin de 2021, y compris au moyen de financements à l'exportation. EU and ASEAN countries hail strong trade and investment relations at latest bilateral consultation

The European Union and ASEAN Member States met virtually today for the Seventeenth ASEAN Economic Ministers (AEM)-EU Trade Commissioner Consultations. The Consultations were co-chaired by Dato Amin Liew Abdullah, Minister at the Prime Minister's Office and Minister of Finance and Economy II, Brunei Darussalam, and Executive Vice-President Valdis Dombrovskis. The Meeting hailed the strong trade and investment relations between the two regions and endorsed the ASEAN-EU Trade and Investment Work Programme 2020-2021, noting the progress in implementing the activities outlined therein. The Meeting appreciated the continuous support from the EU to the ASEAN Economic Community, through various programmes and initiatives under the ASEAN Regional Integration Support by the EU (ARISE Plus) and the Enhanced Regional EU-ASEAN Dialogue Instrument (E-READI). The co-chairs agreed to make further progress on the Framework setting out the parameters of a future ASEAN-EU Free Trade Agreement, while reaffirming its commitment to an open, free, inclusive, transparent, rules-based, and non-discriminatory multilateral trading system. Lastly, and despite the profound concern regarding the adverse impacts of the COVID-19 pandemic in the world, the AEM Ministers and Executive Vice-President Dombrovskis welcomed the improved outlook of global economic and trade growth, stressing the importance of closer economic engagement to leverage on the momentum, and reaffirmed their commitment to strengthen economic cooperation between ASEAN and the EU. Aides d'État: la Commission autorise un régime d'aides français de 3 milliards d'euros pour soutenir, par des prêts et des investissements en fonds propres, les entreprises touchées par la pandémie du coronavirus

La Commission européenne a autorisé, en vertu des règles de l'UE en matière d'aides d'État, les projets de la France visant à mettre en place un fonds de 3 milliards d'euros qui investira au moyen d'instruments de dette et de fonds propres et d'instruments hybrides dans des entreprises touchées par la pandémie. La mesure a été autorisée en vertu de l'encadrement temporaire des aides d'État. Le régime sera mis en œuvre au moyen d'un fonds, intitulé «Fonds de transition pour les entreprises touchées par la pandémie de COVID-19», doté d'un budget de 3 milliards d'euros. Dans le cadre de ce régime, le soutien prendra la forme de (i) prêts subordonnés ou participatifs; et (ii) de mesures de recapitalisation, notamment d'instruments de fonds propres hybrides et de parts privilégiées sans droit de vote. La mesure est ouverte aux entreprises établies en France et présentes dans tous les secteurs (à l'exception du secteur financier), qui étaient viables avant la pandémie de coronavirus et qui ont fait la preuve de la viabilité à long terme de leur modèle économique. Entre 50 et 100 entreprises devraient bénéficier de ce régime. La Commission a estimé que les mesures étaient conformes aux conditions énoncées dans l'encadrement temporaire. La Commission a conclu que la mesure était nécessaire, appropriée et proportionnée pour remédier à une perturbation grave de l'économie de la France, conformément à l'article 107, paragraphe 3, point b), du TFUE et aux conditions énoncées dans l'encadrement temporaire. Sur cette base, la Commission a autorisé ces régimes en vertu des règles de l'UE en matière d'aides d'État. Margrethe Vestager, vice-présidente exécutive chargée de la politique de concurrence, a déclaré: «Ce régime de recapitalisation d'un montant de 3 milliards d'euros permettra à la France de soutenir les entreprises touchées par la pandémie de coronavirus en facilitant leur accès au financement en ces temps difficiles. State aid: Commission approves €1.8 million Latvian scheme to support cattle farmers affected by the coronavirus outbreak

The European Commission has approved a €1.8 million Latvian scheme to support farmers active in the cattle-breeding sector affected by the coronavirus outbreak. The scheme was approved under the State Aid Temporary Framework. Under the scheme, the aid will take the form of direct grants. The measure aims at mitigating the liquidity shortages that the beneficiaries are facing and at addressing part of the losses they incurred due to the coronavirus outbreak and the restrictive measures that the Latvian government had to implement to limit the spread of the virus. . The Commission found that the scheme is in line with the conditions of the Temporary Framework. In particular, the aid (i) will not exceed €225,000 per beneficiary; and (ii) will be granted no later than 31 December 2021. The Commission concluded that the measure is necessary, appropriate and proportionate to remedy a serious disturbance in the economy of a Member State, in line with Article 107(3)(b) TFEU and the conditions set out in the Temporary Framework. On this basis, the Commission approved the scheme under EU State aid rules. State aid: Commission approves €500,000 Portuguese scheme to further support the passenger transport sector in Azores in the context of the coronavirus outbreak

The European Commission has approved a €500,000 Portuguese scheme to further support the passenger transport sector in the Region of the Azores in the context of the coronavirus outbreak. The measure was approved under the State aid Temporary Framework. It follows another Portuguese scheme to support the passenger transport sector in Azores that the Commission approved on 4 June 2021 (SA.63010). Under the new scheme, the aid will take the form of direct grants. The measure will be open to collective passenger transport companies of all sizes active in the Azores. The purpose of the measure is to mitigate the sudden liquidity shortages that these companies are facing and to address losses incurred over 2021 due to the coronavirus outbreak and the restrictive measures that the government had to implement to limit the spread of the virus. The Commission found that the Portuguese scheme is in line with the conditions set out in the Temporary Framework. In particular, the aid (i) will not exceed €1.8 million per company; and (ii) will be granted no later than 31 December 2021. The Commission concluded that the measure is necessary, appropriate and proportionate to remedy a serious disturbance in the economy of a Member State, in line with Article 107(3)(b) TFEU and the conditions of the Temporary Framework. Mergers: Commission clears creation of joint venture ALBA Swire by ALBA and John Swire

The European Commission has approved, under the EU Merger Regulation, the creation of ALBA Swire, a new joint venture based in Hong Kong, by ALBA group (‘ALBA') of Germany and John Swire & Sons Ltd (‘John Swire') of the UK. The joint venture will be active in sourcing, collection, recovery, recycling and reprocessing of PET and high-density polyethylene (‘HDPE') plastic waste in Asia. ALBA is active in various areas of recycling, including used glass, waste wood, e-waste, organic waste, waste paper, plastics, metals and residual waste. John Swire is a conglomerate active in various sectors, including beverages and the food chain, aviation, marine services, trading and industry, and property. The Commission concluded that the proposed acquisition would raise no competition concerns, given that the joint venture has negligible foreseen activities within the territory of the European Economic Area. The transaction was examined under the simplified merger review procedure. Ahead of the International Day of Democracy, High Representative/Vice-President Josep Borrell and Vice-President Dubravka Šuica issued a joint statement: “Whether you care about climate change, jobs, the economy, or racial and social justice, your voice will only be heard and your vote will only count if you live in a democracy. Protection des biens culturels : le vice-président Schinas participe à une conférence organisée par l'UE et l'UNESCO

Le vice-président chargé de la promotion de notre mode de vie européen, Margaritis Schinas, et la directrice générale de l'UNESCO, Audrey Azoulay, ouvrent aujourd'hui une conférence organisée par l'UNESCO et l'UE sur la lutte contre le trafic illicite de biens culturels : pour un dialogue mondial renforcé. Le vice-président Schinas a déclaré : « Le trafic illicite de biens culturels est un fléau mondial. Il appauvrit les pays d'origine et alimente le blanchiment d'argent, l'évasion fiscale ainsi que le financement du terrorisme. L'Europe étant un marché majeur de destination et de transit de biens culturels, la Commission européenne, en étroite coopération avec l'UNESCO et les acteurs du marché, présentera un Plan d'action pour augmenter la transparence, la traçabilité et la confiance. » Les participants discuteront de la nécessité d'une approche collaborative pour renforcer la lutte contre ce trafic au niveau mondial et sur les actions concrètes à entreprendre. En avril 2021, la Commission européenne a présenté une nouvelle stratégie en matière de lutte contre la criminalité organisée. L'adoption en 2022 d'un plan d'action contre le trafic de biens culturels figure parmi les priorités de la stratégie. Ce plan d'action, dont la conférence d'aujourd'hui est un des événements préparatoires, visera notamment à renforcer la coopération entre les forces de l'ordre et les experts du patrimoine culturel, la sensibilisation et la mobilisation des acteurs du marché de l'art et des citoyens, ainsi que l'amélioration de l'échange d'informations et de la coopération, y compris avec les pays tiers. La lutte contre le trafic illicite de biens culturels est l'une des priorités de la coopération internationale de l'UE en matière de patrimoine culturel, qui travaille étroitement avec l'UNESCO sur ces sujets. L'Union européenne finance actuellement deux projets mis en œuvre par l'UNESCO pour, entre autres, renforcer les compétences des professionnels concernés et améliorer la sécurité des sites. Circular economy: first high-level meeting of the Global Alliance on Circular Economy and Resource Efficiency

Today, the first high-level meeting of the Global Alliance on Circular Economy and Resource Efficiency (GACERE) takes place at the World Circular Economy Forum.  The creation of the Alliance was announced in the EU's new Circular Economy Action Plan. It has the objective to advocate and accelerate the circular economy transition as a contribution to solving the climate, biodiversity and pollution crises. Commissioner for the Environment, Oceans and Fisheries, Virginijus Sinkevičius, said: “The EU is setting the example globally with actions under the European Green Deal for more resource efficient and climate neutral societies. In July, a new law entered into force to help reduce plastic litter across the EU. We stimulate also efforts internationally and see increasing support around the world for a new legally binding global agreement to combat plastic pollution. And we're building key alliances on circular economy and resource efficiency. I am pleased that, six months after its launch, the Global Alliance family is continuing to grow, having a strong united voice at international meetings.” The high-level GACERE meeting is co-organised by the EU, the United Nations Environment Programme (UNEP) and the United Nations Industrial Development Organization (UNIDO). Participants will focus on the role of the Alliance, notably ahead of three key meetings for the future of our planet: COP15 on biodiversity and COP26 on climate change, as well as UN Environment Assembly 5.2 on strengthening actions for nature to achieve the Sustainable Development Goals. The momentum for global circular economy for plastics is also growing. More than 100 member states of the UN have called for the launch of negotiations for a new global agreement at the next session of the United Nations Environment Assembly in February next year.
