Statement by Commission President von der Leyen

Following yesterday's oral presentation of the ruling by the Polish Constitutional Tribunal, the President of the European Commission Ursula von der Leyen issued the following statement today: “I am deeply concerned by yesterday's ruling of the Polish Constitutional Tribunal. I have instructed the Commission's services to analyse it thoroughly and swiftly. On this basis, we will decide on next steps. The EU is a community of values and laws. This is what binds our Union together and makes it strong. We will uphold the founding principles of our Union's legal order. Our 450 million Europeans rely on this. Our utmost priority is to ensure that the rights of Polish citizens are protected and that Polish citizens enjoy the benefits granted by membership of the European Union, just like all citizens of our Union. Moreover, EU citizens as well as companies doing business in Poland need the legal certainty that EU rules, including rulings of the European Court of Justice, are fully applied in Poland. Our Treaties are very clear. All rulings by the European Court of Justice are binding on all Member States' authorities, including national courts. EU law has primacy over national law, including constitutional provisions. This is what all EU Member States have signed up to as members of the European Union. We will use all the powers that we have under the Treaties to ensure this.” The statement is available online in English and will be online in all EU languages shortly. Macro-financial assistance: EU disburses €125 million to Bosnia and Herzegovina and €50 million to the Republic of Moldova

The European Commission, on behalf of the EU, has carried out another round of disbursements under the €3 billion macro-financial assistance package for ten enlargement and neighbourhood partners. The programme is a concrete demonstration of the EU's solidarity with its partners to help respond to the economic impact of the COVID-19 pandemic. The Commission has disbursed €125 million to Bosnia and Herzegovina and €50 million to the Republic of Moldova. This support is provided through loans at very favourable rates. With these disbursements, the EU has successfully completed five out of the 10 MFA programmes in the €3 billion COVID-19 MFA package, and disbursed the first tranches to all partners. The Commission continues to work closely with the rest of its MFA partners on the timely implementation of the agreed policy programmes. Commission launches structured dialogue with Member States on digital education and skills

The digital transition, a key priority of the European Commission and Member States, relies on a digitally skilled workforce, digitally empowered citizens and a strong digital education system. Following President von der Leyen's call for “leaders' attention and a structured dialogue at top-level” in her 2021 State of the Union address, and delivering on the Digital Education Action Plan and the European Pillar of Social Rights Action Plan, the Commission announced today to kick off such structured dialogue with Member States. At the occasion of a project group meeting of nine involved College Members, Executive Vice-President Margrethe Vestager, Vice-President Margaritis Schinas, and Commissioners Mariya Gabriel, Nicolas Schmit and Thierry Breton declared: “Digital education and skills are a cornerstone of the digital transition. For our Digital Decade, we have set ambitious targets, such as to equip 80% of people with basic digital skills and to have 20 million ICT specialists employed in the EU by 2030. We will only achieve this if we work as one in the EU, at all levels. This is why we are very pleased that the structured dialogue is launched today with a roadmap for action. We have set some ambitious objectives, and only by working all together we will be able to reach our targets.” Member States are invited to join the dialogue and to agree jointly on the key enabling factors to make digital education and training effective and inclusive. It will include different branches and institutions of government, from education and training institutions to infrastructure providers, to private sector, social partners and civil society. The structured dialogue will run until end-2022. Based on its outcomes, the Commission will propose by the end of the same year concrete initiatives on enabling factors for digital education and skills. Agriculture : Les secteurs agricoles impactés différemment par la hausse des prix des matières premières

La Commission a publié aujourd'hui l'édition d'automne 2021 du rapport sur les perspectives à court terme, qui présente un aperçu détaillé des dernières tendances et des perspectives futures pour chaque secteur agroalimentaire. Suite à la reprise des économies de l'UE, des États-Unis et de la Chine, les prix des matières premières ont considérablement augmenté. En particulier, les prix de l'énergie ont un impact important sur les prix des engrais. De plus, la propagation de la variante COVID-19 Delta, en particulier en Asie, a un impact sur les chaînes d'approvisionnement à travers le monde, ajoutant aux tensions sur les marchés des matières premières. Néanmoins, avec des perspectives positives et des prix élevés en 2021, les producteurs de grandes cultures de l'UE devraient être en mesure d'atténuer cette hausse des prix. En ce qui concerne les cultures spécialisées, la production de pommes de l'UE devrait augmenter considérablement en 2021, ce qui exercera une pression sur les prix, mais la consommation restera forte. La production d'huile d'olive de l'UE devrait rester stable pour 2021/22, tandis que la production d'orange devrait légèrement diminuer. La situation des marchés des produits animaux est contrastée. Les prix dans les secteurs du bœuf, de la volaille et des produits laitiers sont bons. Cependant, avec la hausse des prix des aliments pour animaux et des intrants, les marges des producteurs pourraient être réduites. Food safety: EU to ban the use of Titanium Dioxide (E171) as a food additive in 2022

Today, Member States approved the European Commission's proposal to ban the use of Titanium Dioxide (E171) as a food additive from 2022. Titanium Dioxide is used as a colorant in a number of products such as chewing gum, pastries, food supplements, soups and broths. Commissioner Stella Kyriakides, in charge of Health and Food Safety, said: “The safety of our food and the health of our consumers is not negotiable. Today, we act decisively with our Member States, based on sound science, to remove a risk from a chemical used in food”. The Commission's proposal is based on a scientific opinion by the European Food Safety Authority, which concluded that E171 could no longer be considered as safe when used as a food additive, in particular due to the fact that concerns regarding genotoxicity cannot be ruled out. Unless an objection is adopted by the end of the year by either the Council or the European Parliament, the text will enter into force in early 2022. This will then kick-off a 6-month phasing out period after which a full ban will apply in food products. Concentrations: La Commission autorise l'acquisition de Bruneau par TowerBrook

La Commission européenne a approuvé, en vertu du règlement européen sur les concentrations, l'acquisition de JM Bruneau SAS (« Bruneau »), basée en France, par TowerBrook Capital Partners L.L.P. (« TowerBrook »), basée aux États-Unis. Bruneau vend des fournitures de bureau par le biais de ventes en ligne à des clients professionnels, principalement des petites et moyennes entreprises. TowerBrook investit dans des entreprises actives dans les secteurs des biens et services de consommation, des services financiers et des soins de santé, entre autres. La Commission a conclu que la concentration envisagée ne soulèverait pas de problème de concurrence, compte tenu de l'absence de chevauchements ou de liens verticaux entre les activités des entreprises. La transaction a été examinée dans le cadre de la procédure simplifiée de contrôle des concentrations. Mergers: Commission clears acquisition of joint control of Agrícola Neufun by Forestal Arauco and OTPPB

The European Commission has approved, under the EU Merger Regulation, the acquisition of joint control of Agrícola Neufun SpA by Forestal Arauco S.A., both of Chile, and Ontario Teachers' Pension Plan Board (‘OTPPB') of Canada. Agrícola Neufun will be active in the horticulture sector and will commercialise hazelnuts and walnuts. Forestal Arauco is active in the forestry, agricultural and livestock sectors. OTPPB manages the pension benefits and investment assets on behalf of active and retired teachers in the province of Ontario, Canada. The Commission concluded that the proposed acquisition would raise no competition concerns, as Agrícola Neufun will have no activities in the European Economic Area in the near future. Mergers: Commission clears acquisition of Hitachi Metals by Bain Capital

The European Commission has approved, under the EU Merger Regulation, the acquisition of sole control of Hitachi Metals, Ltd. of Japan by Bain Capital Investors, LLC (‘Bain Capital') of the US. Hitachi Metals provides metal products and materials, electronics and information components, as well as functional components globally. Bain Capital is a private equity investment firm with investments across several industries globally. The Commission concluded that the proposed acquisition would raise no competition concerns because the companies are not active in the same markets and their market positions in vertically related markets are limited. The transaction was examined under the simplified merger review procedure. Mergers: Commission clears the acquisition of joint control of Dynamo by Blackstone and Francisco Partners

The European Commission has approved, under the EU Merger Regulation, the acquisition of joint control of Dynamo Software Group (‘Dynamo') by Blackstone and Francisco Partners Management L.P. (‘Francisco Partners'), all of the US. Dynamo provides software for alternative asset management companies and a cloud-based solution that helps investors and alternative asset managers maintain investor relationships through compliance processes. Blackstone is an asset management company active across a wide range of assets classes including, among others, private equity, real estate and public debt and equity. Francisco Partners are active in private equity investments exclusively focused on technology and technology-enabled businesses. The Commission concluded that the proposed acquisition would raise no competition concerns given the marginal activities of Dynamo in the European Economic Area. Les commissaires Gabriel, Schmit, Kyriakides, Dalli, et Sinkevičius participent à la Rencontre des jeunes européens 2021

L'édition 2021 de la Rencontre des Jeunes Européens, qui se déroule le 8 et 9 octobre au Parlement européen à Strasbourg, est l'occasion pour des milliers de jeunes de toute l'Union européenne et d'ailleurs de se rassembler, participant à des débats, à des ateliers ou à des activités sportives, d'interagir et d'échanger avec des experts, des militants, des influenceurs et des décideurs politiques européens. Sous le slogan « L'avenir nous appartient », des activités en ligne et physiques, des concours et des jeux auront lieu tout au long de ces deux jours. Ces rencontres permettront la collecte des idées des jeunes, qui viendront alimenter la Conférence sur l'avenir de l'Europe. La Commission européenne sera représentée lors de ces deux jours par les commissaires Gabriel, Schmit, Kyriakides, Dalli, et Sinkevičius. Le vendredi 8 octobre, la commissaire à la santé et sécurité alimentaire, Stella Kyriakides, interviendra dans un débat sur « L'après COVID-19 : Unis dans la santé ? », tandis que le commissaire à l'environnement, océans et pêche, Virginijus Sinkevičius, échangera sur le thème « L'autre crise: Le changement climatique et la nature, ont-ils été relégués au second plan? » La commissaire à l'innovation, recherche, culture, éducation et jeunesse, Mariya Gabriel, accueillera les participants de la session sur « Un nouveau départ avec Erasmus+. » Le samedi 9 octobre, le commissaire à l'emploi et aux droits sociaux, Nicolas Schmit, participera à une table ronde sur « L'avenir du travail: Emplois et compétences après la COVID-19. » Helena Dalli, commissaire chargée de l'égalité aura un message enregistré dans le panel « Lutte contre les discriminations, vers une société plus inclusive. » La présidente von der Leyen a proposé dans son discours sur l'état de l'Union le mois dernier de faire de 2022 l'année européenne de la jeunesse. La Semaine européenne des régions et des villes 2021 est sur le point se lancer: dernière chance pour s'inscrire

Du lundi 11 au vendredi 15 octobre, Bruxelles accueillera la Semaine européenne des régions et des villes 2021 (#EURegionsWeek), le plus grand événement annuel dédié à la politique de cohésion. La commissaire chargée de la cohésion et des réformes, Elisa Ferreira, a déclaré: « Je suis ravie que nous puissions nous rencontrer à nouveau en ligne et en personne afin d'échanger des idées, de réfléchir ensemble au rôle crucial de la cohésion et de promouvoir l'apprentissage politique et les meilleures pratiques avec des acteurs de toute l'UE, comme il en a été ces 18 dernières années. » La #EURegionsWeek 2021 hébergera 300 sessions, avec près de 850 intervenants de toute l'UE et au-delà, 365 heures de conférences interactives, plus de 100 clips vidéo et 30 stands présenteront des histoires et des témoignages concernant des projets sur le terrain. Sous le label ‘Ensemble vers la relance', le programme de cette année s'appuie sur quatre thèmes: Cohésion, Transition verte, Transition numérique et Engagement citoyen. La #EURegionsWeek sera inaugurée  par la commissaire Ferreira et le président du Comité européen des régions, Apostolos Tzitzikostas, lors d'une conférence de presse le 11 octobre à 11h00.
