REUNION DU COLLEGE: Prix de l'énergie - la Commission présente une boîte à outils de mesures pour faire face à la situation exceptionnelle et à ses impacts

La Commission a adopté aujourd'hui une communication sur les prix de l'énergie, afin de lutter contre la hausse exceptionnelle des prix mondiaux de l'énergie qui sont prévus durer encore tout l'hiver et pour apporter de l'aide immédiate aux citoyens et entreprises européennes. La communication comprend une ‘boîte à outils' que l'UE et ses États Membres peuvent utiliser pour faire face à l'impact immédiat des augmentations de prix actuelles et renforcer davantage la résilience face aux chocs futurs. Les mesures nationales à court terme comprennent un soutien d'urgence au revenu des ménages, des aides d'État aux entreprises et des réductions d'impôt ciblées. La Commission continuera également à soutenir les investissements dans les énergies renouvelables et l'efficacité énergétique; elle examinera les mesures possibles en matière de stockage d'énergie et d'achat de réserves de gaz; et elle évaluera la conception actuelle du marché de l'électricité. Présentant la boîte à outils, la commissaire à l'énergie, Kadri Simson, a déclaré : « La hausse des prix mondiaux de l'énergie est une préoccupation importante pour l'UE. Alors que nous sortons de la pandémie et commençons notre reprise économique, il est important de protéger les consommateurs vulnérables et de soutenir les entreprises européennes. La Commission aide les États membres à prendre des mesures immédiates pour réduire l'impact sur les ménages et les entreprises cet hiver. NextGenerationEU: European Commission disburses pre-financing payments to Slovakia

The European Commission has today disbursed €822.7 million to Slovakia in pre-financing under the Recovery and Resilience Facility (RRF). This payment is equivalent to 13% of the country's total financial allocation under the RRF. The pre-financing payment will help to kick-start the implementation of the crucial investment and reform measures outlined in Slovakia's recovery and resilience plan. The Commission will authorise further disbursements based on the implementation of the investments and reforms outlined in the national recovery and resilience plan. Slovakia is set to receive a total of €6.3 billion in grants under the RRF. Today's disbursements follow the recent successful implementation of the first borrowing operations under NextGenerationEU. By the end of the year, the Commission intends to raise up to a total of €80 billion in long-term funding, complemented by short-term EU-Bills, to fund the first planned disbursements to Member States under NextGenerationEU. The RRF is at the heart of NextGenerationEU which will provide €800 billion (in current prices) to support investments and reforms across Member States. The Slovakian plan is part of the unprecedented EU response to emerge stronger from the COVID-19 crisis, fostering the green and digital transitions and strengthening resilience and cohesion in our societies. REACT-EU: la Commission approuve plus de 268 millions d'euros de ressources supplémentaires pour la relance en Espagne

La Commission a accordé plus de 268 millions d'euros à l'Espagne à la suite de la modification de quatre programmes opérationnels (PO) du Fonds social européen (FSE) et du Fonds européen d'aide aux plus démunis (FEAD) au titre de l'Aide à la relance pour la cohésion et le territoires en europe (REACT-EU). Le PO national FEAD recevra 40 millions d'euros pour fournir une aide alimentaire aux personnes les plus démunies. Le PO du FSE dans les Asturies recevra 102,4 millions d'euros supplémentaires pour préserver l'emploi et soutenir les travailleurs indépendants et permettra le recrutement de personnel éducatif supplémentaire pendant la pandémie. Il renforcera également la protection des groupes vulnérables, principalement des personnes âgées, en assurant des soignants supplémentaires, ainsi que des produits de santé et d'hygiène. Le PO du FSE País Vasco recevra 93 millions d'euros pour financer des subventions pour former et recruter des chômeurs et insérer des personnes vulnérables sur le marché du travail. Le financement soutiendra également l'économie sociale, notamment les opportunités d'emploi pour les personnes handicapées et les personnes à risque d'exclusion sociale, en vue de soutenir leur transition vers le marché du travail régulier. De plus, les fonds aideront les travailleurs indépendants à maintenir leur activité et financeront l'embauche de personnel de santé et d'éducation supplémentaire pendant la pandémie. Le PO FSE de Navarre recevra 33 millions d'euros supplémentaires pour financer des activités d'apprentissage telles que des cours spécialisés pour le développement de logiciels ou la requalification des soignants dans les maisons de retraite, ciblant les chômeurs et les personnes risquant de perdre leur emploi. Les fonds soutiendront également l'entrepreneuriat et les start-ups avec un soutien financier pour le développement de projets d'entreprise, de stratégies et de parrainage, ciblant notamment des jeunes. En outre, l'argent soutiendra l'intégration sur le marché du travail des personnes vulnérables, par exemple des personnes handicapées. REACT-EU fait partie de NextGenerationEU et fournit 50,6 milliards d'euros de financement supplémentaire (en prix courants) au cours de 2021 et 2022 aux programmes de la politique de cohésion. Biodiversity: New report shows progress made on invasive alien species but challenges remain

The European Commission has today published the first Report on the application of the Invasive Alien Species (IAS) Regulation, which aims to minimise the threat posed by these species to native animals and plants. The report finds that the IAS Regulation is delivering on its objectives, as prevention and management measures, information-sharing and awareness of the problem have improved. Yet, implementation is a challenge in several respects. Virginijus Sinkevičius, Commissioner for the Environment, Fisheries and Oceans, said: "Invasive alien species are a major driver of biodiversity loss in Europe. Today's report shows that taking action at EU level has real added value. This Regulation will be an essential tool to continue to address this threat and put biodiversity on the path of recovery under the EU Biodiversity Strategy for 2030.” The projected increase in global trade and travel, together with climate change, are expected to increase the risk of the spread of invasive alien species for instance plants such as the water hyacinth, and animals like the Asian hornet or the raccoon. This may lead to increased adverse impacts on biodiversity and ecosystems, human health and the economy. Based on the analysis of data from 2015 to 2019, the report shows that Member States have often taken effective measures to prevent the intentional or unintentional introduction of invasive alien species of concern into the EU. Nevertheless, the report also reveals that that there remain numerous challenges and areas for improvement. The Commission will take steps to improve compliance with the IAS Regulation. EU Cohesion policy: First Gender Equality Report maps female achievements and disadvantages in EU regions

Today, the Commission has published the first Regional Gender Equality Monitor of the EU. It provides an accurate picture of where women achieve the most at regional level in Europe, and where they face the largest disadvantages. Commissioner for Cohesion and Reform, Elisa Ferreira, said: “I am delighted to bring forward this ground-breaking work on mapping the glass ceiling that women face at regional level in Europe. The report demonstrates that there is still a lot to do to help women achieve the same opportunities as men. The Commission will continue working hard towards a gender-equal Europe.” The paper is based on two specially developed indices: the ‘Female Achievement Index' and the ‘Female Disadvantage Index'. They reveal both the regions where women are achieving more and where they are at a disadvantage compared to men. The paper shows that, on average, women in more developed regions are able to achieve more and are at less of a disadvantage, while most women in less developed regions face big challenges. Within countries, women in capital regions tend to achieve more and are at less of a disadvantage. In general, regions with a lower female achievement index have a lower gross domestic product per capita, while regions with a higher level of female achievement have a higher level of human development. Finally, the quality of government is higher in regions where women achieve more. Commission announces winners of Megalizzi – Niedzielski prize 2021 for aspiring journalists and launches a new call for proposals

The Commission has announced the winners of the 2021 Megalizzi – Niedzielski prize for aspiring journalists: Irene Barahona Fernández from Spain and Jack Ryan from Ireland. Irene and Jack received the prize for their promising work, dedication to quality journalism and attachment to EU values. Commissioner for Cohesion and Reforms, Elisa Ferreira, said: “We are glad to see that European young journalists are full of energy and show interest in the EU. Once again, during the Covid crisis, we have seen the importance of accurate and informative media. A free press, like all the institutions of democracy, must not be taken for granted; we must water the plant of democracy if we want it to continue to benefit from its fruit. It is important to think of the future of journalism, and to support and nurture young journalists. That is why we have launched another round of support for media.” During the awards ceremony, the Commission has launched the 5^th call for proposals supporting information measures relating to EU Cohesion policy, with an overall budget of €7 million. Media, as well as universities, communication agencies and other private entities and public bodies are invited to submit their proposals for editorially independent reporting on Cohesion policy. The Commission will cover 80% of the cost of the projects, with grants up to €300,000 for selected beneficiaries. The deadline for application is 11 January 2022. The Megalizzi – Niedzielski prize for aspiring journalists was launched in 2019 and honours the memory of Antonio Megalizzi and Bartek Pedro Orent-Niedzielski, young European journalists with strong attachment to the EU and its values, who lost their lives after a terrorist attack in Strasbourg in late 2018. Afghanistan: la Commission annonce un ensemble de mesures d'aide aux Afghans d'un milliard d'euros

Lors de la réunion du G20 consacrée à l'Afghanistan, la présidente de la Commission européenne, Ursula von der Leyen, a annoncé un paquet de soutien de près d'un milliard d'euros en faveur du peuple afghan et des pays limitrophes, qui vise à répondre aux besoins urgents dans le pays et la région. Alors que l'hiver approche, la détérioration de la situation socio-économique en Afghanistan met en danger la vie de centaines de milliers d'Afghanes et d'Afghans. Toutefois, l'aide humanitaire ne suffira pas, à elle seule, à éviter une famine et une crise humanitaire majeure. La présidente Ursula von der Leyen a déclaré à cette occasion: « Nous devons tout mettre en œuvre pour éviter un effondrement humanitaire et socio-économique majeur en Afghanistan. Nous devons agir rapidement. Nous avons clairement fait part des conditions, dont le respect des droits de l'homme, dans lesquelles nous serions disposés à nous engager avec les autorités afghanes. Jusqu'à présent, les rapports parlent d'eux-mêmes. Le peuple afghan ne devrait toutefois pas faire les frais des actions des talibans. NextGenerationEU: La Commission européenne lance avec succès la première émission d'obligations vertes pour financer une reprise durable

La Commission européenne a lancé hier la première émission d'obligations vertes NextGenerationEU, levant ainsi 12 milliards d'euros exclusivement destinés à des investissements verts et durables sur tout le territoire de l'Union. Il s'agit là de la plus importante émission d'obligations vertes au monde jamais réalisée. Grâce aux obligations vertes NextGenerationEU, l'Union européenne va devenir le premier émetteur d'obligations vertes au monde, ce qui donnera un élan considérable aux marchés de la finance durable et procurera des fonds pour financer une reprise européenne plus verte après la pandémie. Marquée par un niveau de sursouscription très élevé et des conditions tarifaires excellentes, l'émission d'obligations d'hier constitue un début prometteur pour le programme d'obligations vertes NextGenerationEU, dont le montant devrait atteindre 250 milliards d'euros à la fin de 2026. Pour l'obligation à 15 ans arrivant à échéance le 4 février 2037, les demandes de souscription ont dépassé de plus de 11 fois les capacités, avec un carnet d'ordres de plus de 135 milliards d'euros. Johannes Hahn, commissaire chargé du budget et de l'administration, a déclaré à ce propos: « L'émission d'obligations d'hier constitue un très bon départ pour le programme d'obligations vertes NextGenerationEU. Destiné à faire de l'Union le plus grand émetteur d'obligations vertes au monde, ce programme constitue un signal fort de l'engagement de l'Union en faveur de la durabilité. Notre avenir est vert. Aussi est-il essentiel que nous saisissions l'occasion de montrer clairement aux investisseurs que leurs fonds seront utilisés pour financer une reprise européenne durable. » Il s'agit de la cinquième opération menée en syndication depuis le lancement des opérations de financement NextGenerationEU en juin 2021. À ce jour, ces opérations ont permis à la Commission de lever 68,5 milliards d'euros de financements à long terme au moyen d'obligations. À cela s'ajoutent les quelque 14 milliards d'euros de titres de créance à court terme de l'UE émis à ce jour par la Commission à la suite du lancement des adjudications à la mi-septembre 2021. Dans le courant de 2021, la Commission prévoit de lever quelque 80 milliards d'euros sous forme d'obligations, qui seront complétées par des titres de créance à court terme de l'UE. Mergers: Commission clears creation of a joint venture by Beteiligungsgesellschaft Kreis Düren, Messer Industriegase, RWE Generation and Siemens

The European Commission has approved, under the EU Merger Regulation, the creation of a new joint venture by Beteiligungsgesellschaft Kreis Düren, Messer Industriegase, RWE Generation and Siemens, all of Germany. The joint venture will be active in the planning, development, construction and operation of a plant and filling stations for the production and sale of hydrogen in Jülich. Beteiligungsgesellschaft Düren administers the shareholdings of the district of Düren. Messer Industriegase is a manufacturer of industrial and special gas. RWE Generation is active in the generation of electricity. Siemens provides products and services in the field of industry, mobility, infrastructure and healthcare. The Commission concluded that the creation of the joint venture would raise no competition concerns, because of its limited business operations. Mergers: Commission clears acquisition of AR Packaging by Graphic Packaging Holding Company

The European Commission has approved, under the EU Merger Regulation, the acquisition of sole control of AR Packaging Group (‘ARP') of Sweden by Graphic Packaging Holding Company (‘GPK') of the US. ARP provides sustainable fibre-based packaging solutions for the food and consumer goods, beauty and cosmetic, confectionary, food service, tobacco, the pharmaceutical and medical industries globally. GPK manufactures and provides paperboard and sustainable paper-based packaging solutions for a wide variety of customers globally. The Commission concluded that the proposed acquisition would raise no competition concerns, given the limited overlaps between the companies' activities and the limited increment in market share resulting from the transaction. High Representative/Vice-President Borrell travels to Washington

High Representative/Vice-President Josep Borrell will travel to Washington D.C. from 13 to 15 October. He will hold a number of high-level meetings focused on the relationship between the European Union and the United States of America, on advancing the transatlantic agenda and on pressing international developments. This will be the first official visit by High Representative Borrell to Washington since the new US administration took up office. On Thursday, 14 October, High Representative Borrell will meet with the US Secretary of State Antony Blinken to discuss current foreign policy issues and initiatives to deepen further the EU-US strategic partnership and advance an already close cooperation on foreign and security policy. He will also hold a meeting with the US Deputy Secretary of Defence Kathleen Hicks to discuss how to pursue enhanced bilateral cooperation in the field of security and defence. Vice-President Jourová in Italy

Vice-President Věra Jourová is in Rome today, where she will meet the Italian Media Authority and representatives of the General Confederation of Italian Industry (Confindustria). She will also participate in a Citizens' dialogue with youth on the future of Europe. Tomorrow, the Vice-President will meet Undersecretary for European Affairs, Vincenzo Amendola, and participate in the hearing of the Foreign Affairs and EU Affairs Committees of the Italian Chamber of Deputies and the Senate. Vice-President Jourová will also give a keynote speech on European policies on gender equality during the event on ‘COVID-19 and female empowerment: there is no turning back' hosted by the Italian Senate. On Friday, the Vice-President will be in Florence, where she will meet Justice Minister Marta Cartabia and participate in a policy dialogue on ‘How to secure compliance with rule of law?' organised by the European University Institute.
