Rule of law in Poland: debate with Prime Minister Morawiecki and Commission President von der Leyen.

Starting at 9.00, MEPs will assess the consequences of the Polish Constitutional Tribunal’s recent ruling, which puts into question the primacy of EU law, with Polish Prime Minister Mateusz Morawiecki and Commission President Ursula von der Leyen. A resolution will be put to the vote on Thursday.

Situation in Tunisia and the need for inclusive dialogue

MEPs will discuss with EU Foreign Policy Chief Josep Borrell the political crisis in Tunisia, where President Kais Saied is holding most of the institutional powers in the country after he suspended both parliament and the constitution and appointed a new government by decree. A resolution will be put to the vote on Thursday.

EU-Taiwan cooperation

Plenary is set to call for closer relations with Taiwan. The tensions across the Taiwan Strait and the importance of trade and economic flows, including crucial cooperation on key supplies such as semiconductors, will feature in the discussion. MEPs will vote on a resolution on Wednesday (results Thursday).

In brief:

Commission Work Programme for 2022. In a debate at 15.00 with EC Vice-President Šefčovič, MEPs will look into the European Commission’s work plans and legislative priorities for next year.

EU budget for 2022. Plenary will debate its priorities for next year’s budget. MEPs will then adopt their negotiating position (announcement of vote results on Thursday) ahead of talks with the member states’ ministers.

Votes

There will be two voting sessions, from 13.00 to 14.15, with results announced at 19.00, and from 20.00 to 21.15, with results announced on Wednesday at 9.00.


In the first voting session, MEPs will vote on:

  • new rules on credit services and purchasers, and
  • the 2019 discharge of the Council and the European Council.

They will also vote on amendments to the following reports:

  • Farm to Fork strategy;
  • employment and social policies of the euro area;
  • protecting workers from asbestos;
  • support to European media,
  • and the situation of artists and cultural workers.

The final vote on those five reports will take place in the second voting session, when MEPs will also vote on the amendments to the report on EU-Taiwan political relations and cooperation.
