Digital Markets Act: EP discusses its position ahead of talks with Council

In a debate shortly after 9.00 with EC Vice-President Vestager and Commissioner Breton, plenary will discuss how to end the unfair practices used by big online platforms and thereby ensure fair competition in the EU’s market. Parliament will then adopt its position on the proposal for a Digital Markets Act ahead of negotiations with the Council of the EU, due to start under the French Council presidency in 2022. The final vote will take place on Wednesday.

The threat of a Russian invasion of Ukraine

Geopolitical tensions at the Russia-Ukraine border, where the Russian government is gathering thousands of troops and raising fears of an imminent invasion, will be the focus of an afternoon debate with EU Foreign Policy Chief Josep Borrell. Plenary’s view will be summarised in a resolution to be voted on by MEPs on Thursday.

Ending discrimination of EU firms in international procurement

MEPs will adopt their position on a new international procurement instrument to push third countries to open their procurement markets to EU firms. Once plenary confirms the negotiating mandate, talks with EU member states on the law’s final form can start immediately.

In brief:

Sakharov Prize 2021: press seminar. Ahead of Wednesdays’ award ceremony for 2021 recipient Alexei Navalny, his daughter, Daria Navalnaya, and Leonid Volkov, one of his political advisers who served as his chief of staff during the 2018 presidential election campaign, will participate in a seminar for journalists at 15.30.

EU’s response to the authoritarian Nicaraguan regime. At 15.00, plenary will discuss the deeply worrisome political and human rights situation in Nicaragua with EU Foreign Policy Chief Josep Borrell. In a resolution set to be adopted on Thursday, MEPs are likely to reiterate their position that the 7 November presidential elections were “a farce”.

European Year of Youth in 2022. Following a debate in the morning with Commissioner Gabriel, plenary is expected to vote to confirm 2022 as a year the EU will listen to, and focus on, the needs of young people and engage with them in policymaking at the EU and national levels.

There will be a remote voting session, between 12.30 and 13.45, with results announced at 19.00.


MEPs will cast final votes on:

  • the International Procurement Instrument
  • gender based cyber-violence,
  • 2022 European Year of Youth, and
  • financial aid to Croatia (from the EU Solidarity Fund), and Italy and Spain (from the EU Globalisation Fund).

They will also vote on amendments on:

  • the Digital Markets Act,
  • gender equality,
  • energy performance of buildings, and
  • multilateral weapons of mass destruction disarmament regimes.
