The Russian attack on Ukraine: debate with Estonian Prime Minister Kallas

The EU’s role in a changing world and Europe’s security situation in the wake of the Russian aggression against Ukraine will be the focus of a debate with Estonian Prime Minister Kaja Kallas and EU foreign policy chief Josep Borrell, as of 10.30.

A press conference with EP President Roberta Metsola and Prime Minister Kallas will take place at the end of the debate, around 12.30, in the Daphne Caruana Galizia EP pressroom and remotely.

At the initiative of Strasbourg’s Mayor Jeanne Barseghian, a gathering in support of Ukraine will take place at 18.30 in Parliament’s Geremek courtyard. EP President Metsola, Ms Barseghian and the Ukrainian Ambassador to the Council of Europe, Borys Tarasyuk, will speak briefly.

New EU rules for batteries

Plenary will discuss with Commissioner Sinkevičius from 15.00 new measures to regulate the design, production and disposal of batteries. MEPs will vote on their negotiating position to start talks with EU governments on the final form of the legislation on Thursday.

The EU’s economic recovery

In a debate starting at 8.30, MEPs are set to call for fairness and modernisation to be at the heart of the green transition and the EU’s economic recovery, with a careful eye also on the effects of the invasion of Ukraine on Europe’s economies. They will then summarise in two reports their priorities for this year’s “European Semester”, the EU’s mechanism to supervise and coordinate economic and employment policies across member states. The vote will take place on Thursday.

Ban on ‘golden passports’: vote results and press conference

A press conference will be held, in the Daphne Caruana Galizia EP pressroom and remotely, at 9.30 in the morning, on the legislative initiative to ban citizenship-by-investment schemes and regulate residency-by-investment programmes. The results of Tuesday’s final vote will be announced in plenary at 19.00.


Votes


There will be two remote voting sessions.


In the first voting session, from 12.30 and 13.45, with results announced at 19.00, MEPs will hold the final vote on:

  • recommendations of the Special Committee on Foreign Interference and Disinformation;
  • the legislative initiative report on citizenship and residence by investment schemes,
  • and the right to petition, to refer to the European Ombudsman and the European Citizens’ Initiative.

They will also vote on amendments on:

  • the establishment of a special committee on foreign interference and disinformation;
  • the establishment of a special committee on the COVID-19 pandemic;
  • the EU Gender Action Plan;
  • gender mainstreaming in the European Parliament, and
  • a resolution on rule of law and the consequences of the 16 February ruling by the EU Court of Justice.

In the second voting session, from 20.00 to 21.15, with results announced on Thursday at 9.00, plenary will take final votes on the abovementioned files (the two special committees on foreign interference and the COVID-19 pandemic, Gender action plan, gender mainstreaming and rule of law) as well as on:

  • the establishment of an inquiry committee on the Pegasus spyware;
  • the EU Environment Action Programme to 2030, and
  • a new EU framework on health and safety at work post 2020.

They will also vote on amendments to the reports on batteries, and the European Semester for economic policy coordination.
