Vaccins contre le COVID-19: La Commission et Moderna adaptent les délais de livraison pour la fin de l'été et l'hiver

La Commission européenne et Moderna sont parvenues à un accord pour mieux répondre aux besoins des États membres en vaccins contre le COVID-19 pour la fin de la période estivale et hivernale. Cela permettra aux autorités nationales d'avoir accès aux vaccins, y compris aux vaccins adaptés aux variants s'ils sont autorisés, au moment où ils en auront besoin pour leurs propres campagnes de vaccination et pour soutenir leurs partenaires mondiaux. Cet accord adaptera les délais de livraison contractuels initialement convenus. Les doses initialement prévues pour l'été seront désormais livrées en septembre et au cours de la période d'automne et d'hiver 2022, lorsque les États membres auront plus de chances de disposer de stocks supplémentaires de vaccins pour les campagnes nationales et de respecter leurs engagements de solidarité internationale. Stella Kyriakides, commissaire à la santé et à la sécurité alimentaire, a déclaré: « L'augmentation de la vaccination contre le COVID-19 et les taux de relance seront essentiels dans la mesure où nous prévoyons d'aller de l'avant pour les mois d'automne et d'hiver. Pour garantir au mieux notre préparation commune, les États membres doivent disposer des outils nécessaires. Cela inclut les vaccins adaptés aux variants, au fur et à mesure de leur autorisation par l'Agence européenne des médicaments. Cet accord garantira que les États membres auront accès aux doses de vaccin dont ils ont besoin en temps utile pour protéger nos citoyens ». L'accord garantit également que, si un ou plusieurs vaccins adaptés reçoivent une autorisation de mise sur le marché, les États membres peuvent choisir de recevoir ces vaccins adaptés dans le cadre du contrat actuel. Dans ce contexte, à la demande de certains États membres, l'accord garantit également 15 millions de doses de rappel supplémentaires de candidats vaccins contenant Omicron par Moderna, sous réserve d'une autorisation de mise sur le marché dans des délais permettant l'utilisation de ces doses pour leurs campagnes de vaccination. Palestine: EU announces €261 million in support of UNRWA's operations

The European Union confirmed today its role as a long-standing, predictable and reliable partner of the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA) and one of its largest donors. The European Commission adopted €261 million as the multiannual contribution that will allow to secure predictable financial resources to the Agency for the provision of essential services to Palestine refugees. In line with the EU-UNRWA Joint Declaration 2021-2024, it includes the EU's three-year funding for UNRWA for a total of €246 million, coupled with an additional €15 million from the Food and Resilience Facility to address food insecurity and mitigate the impact of the Ukraine war. Aide humanitaire: L'UE alloue 8 millions d'euros supplémentaires en République démocratique du Congo

L'UE a alloué une aide humanitaire supplémentaire de 8 millions d'euros à la République démocratique du Congo (RDC), à la suite de la détérioration de la situation sécuritaire dans l'est du pays, liée à une violence accrue impliquant des forces régulières et des groupes armés non étatiques, avec des conséquences dévastatrices pour les civils. Janez Lenarčič, commissaire chargé de la gestion des crises, a déclaré: « La détérioration de la situation en matière de sécurité dans les provinces de l'Ituri, du Nord-Kivu et du Sud-Kivu en RDC a contraint plus de 700 000 personnes à fuir leur foyer depuis le début de l'année. Le financement supplémentaire permettra à nos partenaires humanitaires de répondre aux besoins les plus urgents, notamment en soutenant les personnes nouvellement déplacées. » Le montant supplémentaire porte le financement total pour la RDC en 2022 à 54,4 millions d'euros. Antitrust: Commission seeks feedback on performance of exemption for liner shipping consortia

The European Commission has launched today a call for evidence inviting feedback on the performance of the EU legal framework which exempts liner shipping consortia from EU antitrust rules (Consortia Block Exemption Regulation or ‘CBER'). Today, the Commission has also sent targeted questionnaires to interested parties in the maritime liner shipping supply chain (i.e. carriers, shippers and freight forwarders, port and terminal operators) on the impact of consortia between liner shipping companies, as well as of the CBER on their operations since 2020. Interested parties can provide comments for eight weeks, until 3 October 2022. EU antitrust rules generally ban agreements between companies that restrict competition. However, the CBER allows, under certain conditions, shipping lines with a combined market share of below 30% to enter into cooperation agreements to provide joint cargo transport services, also known as ‘consortia'. The CBER is due to expire on 25 April 2024. The Commission therefore needs to carry out an evaluation of the CBER on how it has functioned since 2020. Today's call for evidence and targeted questionnaires are part of the evaluation of the CBER. The feedback collected by the Commission will complement the evidence it has collected as part of its sectoral monitoring activities. The evaluation will help the Commission decide whether the CBER should expire or be extended again, with or without amendments. The Commission will summarise the results of the evaluation in a Staff Working Document that is planned to be published in the last quarter of 2022. A press release is available online. State aid: Commission approves a €358 million Romanian scheme to support companies affected by the coronavirus pandemic

The European Commission has approved a Romanian scheme of up to €358 million (approximately RON 1.7 billion) to support companies in the context of the coronavirus pandemic. The scheme was approved under the State aid Temporary Framework. The measure will be open to micro, small and medium-sized companies affected by the coronavirus pandemic and active in sectors, such as manufacturing, wholesale and retail trade, and accommodation. Under the scheme, the aid will take the form of direct grants. The measure aims at helping companies finance investments in tangible and intangible assets to overcome the investment gap accumulated in the economy due to the coronavirus crisis. The measure is expected to benefit about 1,000 companies. The Commission found that the Romanian scheme is in line with the conditions set out in the Temporary Framework. In particular: the aid (i) will not exceed 1% of the total budget of the scheme per beneficiary; (ii) will benefit investments in tangible and intangible assets but not financial investments; (iii) will not exceed the maximum aid intensities, set out in the Temporary Framework; and (iv) will be granted no later than 31 December 2022. The Commission concluded that the measure is necessary, appropriate and proportionate to facilitate the development of certain economic activities, which are of importance for a sustainable recovery of the economy, in line with Article 107(3)(c) TFEU and the conditions set out in the Temporary Framework. On this basis, the Commission approved the measure under EU State aid rules. Mergers: Commission clears acquisition of ContourGlobal by KKR

The European Commission has approved, under the EU Merger Regulation, the acquisition of ContourGlobal of the UK, by KKR of the US. ContourGlobal acquires and develops wholesale power generation assets, operating 138 power plants across 20 countries. KKR is a globally active investment firm. The Commission concluded that the proposed acquisition would raise no competition concerns, because the overlaps between the companies' activities are very limited. The transaction was examined under the simplified merger review procedure. Concentrations: La Commission autorise l'acquisition de Ondura par Kingspan

La Commission européenne a approuvé, en vertu du règlement européen sur les concentrations, l'acquisition de Ondura, basée en France, par Kingspan, basée au Royaume-Uni. Kingspan est active dans la fabrication et la commercialisation de panneaux sandwich isolants, de revêtements de sol et de solutions d'éclairage et de ventilation. Ondura est active dans la fabrication et la commercialisation de systèmes légers de toiture et de solutions d'étanchéité. La Commission a conclu que la concentration envisagée ne soulèverait pas de problème de concurrence, compte tenu de son impact très limité sur la structure du marché. La transaction a été examinée dans le cadre de la procédure simplifiée de contrôle des concentrations.
