Marché unique: premier espace de données à l'échelle de l'UE pour simplifier l'échange de documents officiels au profit des citoyens et des entreprises

Aujourd'hui, la Commission prépare le terrain pour la mise en place du premier espace de données à l'échelle de l'UE, qui permettra le partage d'informations entre les administrations publiques par-delà les frontières entre les pays de l'UE. Disponible à partir de la fin de 2023, le système « Once Only Technical System » (OOTS) permettra aux autorités publiques de toute l'UE d'échanger des documents et des données officielles à la demande des citoyens et des entreprises de manière simplifiée et efficace. Grâce au système OOTS, qui relie les portails nationaux, les citoyens devraient pouvoir fournir un document une seule fois à une autorité publique. Si une autre autorité publique de l'UE a besoin d'avoir accès au même document et avec l'autorisation explicite du citoyen, elle pourra le récupérer via le système technique OOTS. Aujourd'hui, en raison d'un manque d'interopérabilité et d'obstacles numériques entre les États membres, un nombre croissant d'Européens sont contraints de fournir les mêmes informations à différentes autorités, même si l'une d'entre elles détient déjà ces informations sous forme électronique. Par exemple, lorsqu'ils postulent à un master dans une université en ligne, les étudiants doivent fournir une copie de leur licence, même si ce document est détenu électroniquement par l'université lorsque le citoyen a obtenu son diplôme. Le commissaire chargé du marché intérieur, Thierry Breton, a indiqué pour sa part: « Il s'agit d'une étape très attendue vers un marché unique efficace sans barrières numériques. Avec le système technique unique, nous sommes mieux équipés pour améliorer la vie des citoyens et des entreprises européens et accroître l'efficacité du marché unique en réduisant considérablement les formalités administratives. » Une fois disponible, l'OOTS fonctionnera sur la plateforme du portail numérique unique, une initiative européenne multiforme qui s'efforce de créer une infrastructure numérique transfrontière. Pour ce faire, la Commission a publié aujourd'hui le règlement d'exécution relatif au système technique unique, à la suite d'un accord intervenu au niveau des États membres. Bosnia and Herzegovina joins the EU Civil Protection Mechanism

Today Bosnia and Herzegovina becomes a full member of the EU Civil Protection Mechanism – the European solidarity framework that helps countries overwhelmed by a disaster. Commissioner for Crisis Management, Janez Lenarčič, is in Sarajevo to officially sign an agreement on behalf of the European Union to grant the country official membership of the Mechanism. Bosnia and Herzegovina was already benefitting from the EU Civil Protection Mechanism as a receiving country, but now by being a full member they will also be able to actively dispatch assistance via the Mechanism wherever it is needed. Janez Lenarčič, Commissioner for Crisis Management said: “Today we are taking an important step towards stronger European crisis response – Bosnia and Herzegovina is joining the EU Civil Protection Mechanism as a fully participating member. This comes at the time when natural hazards are on the rise in Europe, and elsewhere in the world. This year we endured one of the toughest summers with forest fires blazing across Europe. We saw once again that EU disaster response is the strongest when we act together. Fully fledged participation in the EU Civil Protection Mechanism is a recognition of the significant progress Bosnia and Herzegovina has made over the years in building a resilient civil protection system. I am confident that soon other countries in need will reap the benefits of this accession.” During his visit, the Commissioner will meet with the Members of the Presidency of Bosnia and Herzegovina and the Minister of Foreign Affairs, Bisera Turković as well as Minister for Security, Selmo Cikotić. The EU Civil Protection Mechanism aims to strengthen cooperation between the 27 EU countries and seven participating States (Iceland, Norway, Serbia, North Macedonia, Montenegro, Turkey, and most recently Bosnia and Herzegovina) on civil protection to improve prevention, preparedness, and response to disasters. Eurobaromètre : Confiance dans l'UE à la hausse – Large soutien à la réponse à l'invasion de l'Ukraine par la Russie et aux politiques énergétiques de l'UE

L'Eurobaromètre standard réalisé cet été et publié aujourd'hui indique que 65 % des Européens sont optimistes sur le futur de l'UE, trois points de plus qu'en début d'année, avant l'agression russe contre l'Ukraine. 47 % ont une image positive de l'UE (+3), 36 % une image neutre et 16 % une image négative. La confiance dans l'UE progresse également, à 49 % (+2). Le soutien à l'euro atteint le plus haut niveau jamais enregistré : 72 % y sont désormais favorables (+3), et même 80 % dans la zone euro (+3). Cette enquête confirme par ailleurs le niveau élevé de soutien à la réponse de l'Union face à l'invasion de l'Ukraine par la Russie : 92 % approuvent l'action humanitaire, 90 % l'accueil par l'UE des personnes fuyant la guerre, 78 % les sanctions économiques et 68 % l'achat et la livraison d'équipements militaires à l'Ukraine. Une très forte proportion estime que l'UE devrait investir massivement dans les énergies renouvelables (87 %) et réduire dès que possible sa dépendance à l'égard de l'énergie provenant de Russie (86 %). 85 % considèrent qu'une meilleure efficacité énergétique réduira notre dépendance, 83 % pensent que les États membres de l'UE devraient acheter de l'énergie en commun pour obtenir de meilleurs prix et 78 % indiquent qu'ils ont déjà pris des mesures pour réduire leur propre consommation d'énergie, ou qu'ils prévoient de le faire prochainement. En revanche, la perception de la situation économique européenne se dégrade, 51 % la jugeant mauvaise (+6) et 40 % bonne (-5). Pour les personnes interrogées, l'inflation arrive désormais en tête des problèmes les plus importants pour l'UE (34 %, +10), devant l'approvisionnement énergétique et la situation internationale (28 % chacun). Le commerce agroalimentaire de l'UE continue de s'adapter à la flambée mondiale des prix des produits de base

Le dernier rapport mensuel sur le commerce agroalimentaire publié aujourd'hui par la Commission européenne montre que le commerce agroalimentaire de l'UE a atteint une valeur totale de 34,9 milliards d'euros en mai 2022, soit une augmentation de 11 % d'un mois à l'autre et de 32 % par rapport à mai de l'année dernière. Cette évolution s'explique en grande partie par la hausse continue des prix des matières premières. Les exportations ont été évaluées à 19,4 milliards d'euros. Cette évolution reflète une croissance de 8 % d'un mois à l'autre et de 21 % par rapport à mai 2021, avec des volumes plus élevés de blé et de maïs, mais des volumes plus faibles pour les autres céréales. Les importations ont atteint une valeur de 15,6 milliards d'euros, soit une augmentation de 15 % par rapport à avril et de 48 % par rapport à mai de l'année dernière. Cela s'explique principalement par les fortes augmentations des volumes d'importation de maïs et par la hausse des prix du café et des fruits à coque. European Newsroom project officially launched

Today, the European Newsroom project, is formally launched by Vice-President Jourová and Vice-President Schinas. Following the publication of a €1.76 million open call for proposals, a consortium of European news agencies was selected in December 2021 to carry out independent reporting on EU affairs. The European Newsroom hosts correspondents of 18 press agencies under the coordination of the Deutsche Presse-Agentur and has set up its home base in the premises of Belga, the Belgian press agency in Brussels. The editorial work already started in July 2022. Next to their regular work for their agency, correspondents jointly produce news digests on European affairs, feeding one another's news wires and dissemination channels, therefore offering a comprehensive, multilingual and pan-European perspective on EU affairs to audiences across the continent, under high professional standards. The European Newsroom also provides training, with a view to equipping correspondents to counteract growing disinformation. It recently opened its doors to Ukrinform, the Ukrainian press agency, which will not pay fees to access the services of the European Newsroom. European Research Council supports researchers to explore the commercial potential of their work

55 grantees of the European Research Council (ERC) have been awarded ERC Proof of Concept Grants to explore the commercial or societal potential of their research findings. Worth €150,000 each, this top-up funding is part of the EU's research and innovation programme, Horizon Europe. The selected projects cover a variety of topics, for example using sound fields to separate blood components as an alternative to centrifuge, and a new type of time-temperature indicators for cold-chain transport of food and pharmaceutical products such as vaccines. The new projects will be carried out in 14 countries across Europe. Since 2011, the ERC has funded some 1,575 Proof of Concept grants. These additional funds help ERC grantees verify the practical viability of scientific concepts, explore business opportunities or prepare patent applications. The overall budget for this type of funding in 2022 is €50 million. State aid: Commission approves Greek scheme under Recovery and Resilience Facility to support development of electricity storage facilities

The European Commission has approved, under EU State aid rules, a Greek measure with an estimated budget of €341 million to support the construction and operation of storage facilities in the electricity system. The measure will be partly funded by the Recovery and Resilience Facility (‘RRF'), following the Commission's positive assessment of the Greek Recovery and Resilience Plan and its adoption by the Council. The measure aims at allowing a smooth integration in the Greek electricity system of an increasing share of renewable energy coming from wind and solar sources. The scheme will also contribute to the EU's strategic objectives relating to the EU Green Deal. The scheme will promote the establishment of several electricity storage facilities, with a joint capacity of up to 900 MW, connected to the high-voltage network. The aid will be granted, cumulatively, in the form of: (i) an investment grant, which will be paid during the construction phase of all supported projects; and (ii) an annual support to be paid during the operations phase of the projects, for a 10-year period. The Commission assessed the measure under EU State aid rules, in particular Article 107(3)(c) of the Treaty on the Functioning of the European Union, which enables EU countries to support the development of certain economic activities subject to certain conditions, and the Guidelines on State aid for climate, environmental protection and energy 2022. On this basis, the Commission approved the measure under EU State aid rules. Executive Vice-President Margrethe Vestager, in charge of competition policy, said: “Increasing available electricity storage capacity in the system is key to make grids more flexible and better prepared for a future in which renewables form the backbone of the decarbonised electricity mix. The Greek aid measure we have approved today, which will be partly funded by the Recovery and Resilience Facility, will contribute to the development of competitive markets for electricity system services, while helping Greece meet its emission reduction targets.” A press release is available here. Commissioner for Home Affairs Ylva Johansson visits Latvia and Finland  

Commissioner for Home Affairs, Ylva Johansson travels to Latvia and Finland to discuss the security and migration situation in the region. The Commissioner is in Riga tomorrow, where she will meet with the Minister of the Interior, Kristaps Eklons to discuss the reception situation, arrival of Russian citizens, the EU's visa policy, as well as the general situation at the borders with Belarus and Russia. Commissioner Johansson will also meet with the Director of the Constitution Protection Bureau, Egils Zviedris and several members of the Parliament from the European Affairs Committee and the Citizenship, Migration and Social Cohesion Committee. On Thursday, Commissioner Johansson will be in Finland, where together with the Minister of the Interior, Krista Mikkonen, she will visit the Joutseno Reception Centre to discuss the challenges on the EU's eastern border, cooperation with the Russian Border Guard Service and combatting human trafficking in Finland. On Friday, after the visit to the the Nuijamaa Border Crossing Point, the Commissioner will hold a press point that can be followed online at 10:30 EEST. In the afternoon, Commissioner Johansson will meet the Prime Minister of Finland, Sanna Marin. In the margins of the mission she will also hold a meeting with the Permanent Secretary of the Ministry of the Interior, Kirsi Pimiä, and Director of the Finnish Security and Intelligence Service, Antti Pelttari, to discuss cybersecurity and potential hybrid threats for the border management. Commissioner Simson in New Delhi to boost EU-India cooperation on renewable energy

Commissioner for Energy, Kadri Simson, will be in New Delhi, India on Wednesday and Thursday, 7-8 September, to strengthen the EU's cooperation with the country in the field of renewable energy. On Wednesday, Commissioner Simson will participate in an event on EU-India cooperation in the area of solar energy with Inidia's Minister of State for New and Renewable Energy and Chemical and Fertilizer, Bhagwath Khuba. She will also hold bilateral meetings with the Minister of Coal, Mines and Parliamentary Affairs, Pralhad Joshi; and the Director General of International Solar Alliance, Ajay Mathur. On Thursday, the Commissioner will chair the EU-India Green Hydrogen Forum, where she will deliver a keynote address, with the Minister of Power and New and Renewable Energy, Raj Kumar Singh.
