Législation européenne sur la liberté des médias: La Commission propose des règles visant à protéger le pluralisme et l'indépendance des médias dans l'UE
La Commission européenne a adopté aujourd'hui une loi européenne sur la liberté des médias, un nouvel ensemble de règles visant à protéger le pluralisme et l'indépendance des médias dans l'UE. La proposition de règlement prévoit, entre autres, des garanties contre les ingérences politiques dans les décisions éditoriales et contre la surveillance. Elle met l'accent sur l'indépendance et la stabilité du financement des médias de service public, ainsi que sur la transparence de la propriété des médias et de l'attribution de la publicité publique. La proposition prévoit également des mesures visant à protéger l'indépendance des éditeurs et à révéler les conflits d'intérêts. Enfin, la loi abordera la question de la concentration des médias et créera un nouveau conseil européen indépendant pour les services de médias, composé des autorités nationales chargées des médias. La Commission a également adopté une recommandation complémentaire visant à encourager les garanties internes en matière d'indépendance éditoriale. La recommandation définit un certain nombre de bonnes pratiques volontaires recueillies auprès du secteur visant à promouvoir l'indépendance éditoriale et une plus grande transparence en matière d'appropriation. La recommandation fournit une panoplie de mesures volontaires que les médias pourront envisager, telles que les conditions de création indépendante de contenus éditoriaux, des mesures pour donner aux journalistes les moyens de participer à des décisions cruciales pour le fonctionnement des médias ou encore des stratégies visant à garantir la stabilité à long terme de la production de contenus d'information. Nouveau Bauhaus européen : la Commission se félicite du soutien appuyé du Parlement
À la suite d'un vote en plénière mercredi, la Commission se félicite du soutien considérable du Parlement européen au Nouveau Bauhaus européen (NEB), qui fête ses deux ans d'existence. Le rapport du Parlement appelle notamment à un renforcement du financement de l'initiative. Dans le prochain programme de travail Horizon Europe 2023-2024, la Commission a l'intention d'augmenter considérablement le financement des sujets consacrés au NEB, avec un budget prévu de plus de 100 millions d'euros. Au cours des deux années qui se sont écoulées depuis que la présidente von der Leyen l'a annoncé dans son premier discours sur l'état de l'Union, le NEB a commencé à montrer des résultats tangibles sur le terrain, conformément à son objectif de faire entrer le Pacte vert dans notre vie quotidienne et nos espaces de vie. Parmi les résultats, citons une première vague de projets NEB à large portée géographique. Les prix NEB de 2021 et 2022 ont célébré les bonnes pratiques, les exemples et les concepts qui illustrent les valeurs du NEB - durabilité, esthétique et inclusion. En juin, la Commission a également organisé le tout premier festival NEB et a atteint près de 200 000 personnes en ligne et sur place. La communauté NEB compte désormais plus de 500 partenaires officiels. En outre, la table ronde de haut niveau constitue un élément important du NEB. Elle est composée de penseurs et de professionnels qui sont des sources d'inspiration et des ambassadeurs. Trois nouveaux membres rejoignent le groupe aujourd'hui : Francis Kéré, architecte de renommée internationale récemment récompensé par le prix Pritzker; Hilda Flavia Nakabuye, militante pour le climat, l'égalité des sexes et les droits environnementaux ; et Emeka Ogboh, artiste et producteur de musique. Ils apporteront de nouvelles perspectives et de nouveaux points de vue au mouvement, tels que l'expérience de Francis Kéré dans la création d'un environnement bâti respectueux du climat, économe en énergie et positif pour la nature. Commission seeks public's views on better protection for passengers
The Commission is seeking the public's views in order to consolidate and simplify the EU's laws on passenger rights, drawing lessons from the COVID-19 pandemic and make it more fit for future crises. While, the current laws protect passengers on all collective modes of transport before, during and after their journey, challenges remain. These include, for example, the practicalities of applying passenger rights regulations, and problems due to delayed or cancelled flights around the EU in the summer of 2022. Commissioner for Transport Adina Vălean said: “In the wake of two years of pandemic-related disruptions with serious impacts on our travel plans, it is important to gather passengers' views on the rights that protect them. We need to learn from recent experience and see how we can ensure the system's resilience to extensive travel disruptions, across modes.” The consultation covers five key topics: 1) improved financial protection for air passengers against the risk of airline insolvencies and liquidity crises, 2) reimbursement of air passengers who book through an intermediary ticket vendor, 3) reimbursement in case an air passenger cancels because of a major crisis such as a pandemic or a natural disaster, 4) passenger rights for journeys involving more than one transport mode, and 5) improved enforcement of passenger rights in all transport modes. EU Cohesion Policy: €817 million to Malta to support a more competitive, inclusive, green, and digital economy
Malta will benefit from €817 million in Cohesion Policy funding in 2021-2027 to support the sustainable development of its economy as set out in the Partnership Agreement just adopted by the Commission. Following the important achievements of Malta during the past programming periods, Cohesion Policy investments will further contribute to address the disparities in the country and make the Maltese economy more innovative and competitive. EU funds will also support the country's green transition and energy security and its digital transformation and will improve people's skills, employment and social inclusion. Under Cohesion Policy, and in cooperation with the Commission, each Member State prepares a Partnership Agreement, a strategic document for investments under the Cohesion Policy funds, the Just Transition Fund and the European Maritime, Fisheries and Aquaculture Fund during the Multiannual Financial Framework. The Partnership Agreements focus on EU priorities, laying down the strategy and investment priorities identified by each Member State. Moreover, the Partnership Agreement reflects the Member State's strong commitment to the coordinated use of the Cohesion Policy funds with the Recovery and Resilience Facility. Semaine européenne de la mobilité : de meilleures connexions pour une mobilité urbaine durable
Environ 3 000 villes européennes participent cette année à la Semaine européenne de la mobilité, qui commence aujourd'hui et se termine le 22 septembre. Il n'a jamais été aussi important qu'aujourd'hui que chacun adopte la mobilité active, les transports publics et autres solutions de transport propres et intelligentes. Ces choix éclairés permettent de réduire la consommation d'énergie et les émissions, d'économiser de l'argent et de promouvoir un mode de vie sain. La commissaire aux transports Adina Vălean a déclaré : « Chaque ville a ses propres particularités, et les meilleures solutions sont celles qui servent au mieux ses habitants. Cette année encore, quelque 3 000 villes et communes de plus de 40 pays participent à la Semaine européenne de la mobilité, témoignant ainsi de leur engagement en faveur de meilleurs infrastructures et services de transport pour davantage connecter leurs citoyens, au sein des villes elles-mêmes, mais aussi avec leurs régions et le reste de l'Europe. Je tiens tout particulièrement à saluer les villes ukrainiennes qui nous rejoignent cette année, alors même que leur pays se défend contre la guerre d'agression de la Russie. » Parmi les activités organisées dans toute l'Europe cette semaine figurent la journée sans voiture, des festivals autour du vélo, des expositions de véhicules électriques et des ateliers. L'événement de cette année coïncide également avec la conférence des Journées de la mobilité urbaine du 20 au 22 septembre à Brno, organisée en coopération avec la présidence tchèque du Conseil de l'Union européenne. De plus, les Journées de la sécurité ROADPOL ont lieu au même moment, avec pour objectif de réduire le nombre de décès sur les routes européennes. NextGenerationEU: la Commission européenne approuve une évaluation préliminaire positive concernant la première demande de paiement de la Roumanie
La Commission européenne a approuvé hier une évaluation préliminaire positive concernant la première demande de la Roumanie visant à obtenir le paiement d'une subvention de 2,6 milliards d'euros, dont 1,8 milliard sous forme de subventions et 0,8 milliard sous forme de prêts, au titre de la facilité pour la reprise et la résilience (FRR), l'instrument clé au cœur de NextGenerationEU. Le 31 mai 2022, la Roumanie a présenté à la Commission une demande de paiement fondée sur la réalisation des 21 jalons et cibles retenus dans la décision d'exécution du Conseil pour la première tranche. Ces jalons couvrent les réformes dans les domaines suivants: transports durables, décarbonation, sécurité routière, marché de l'électricité, remplacement du charbon dans le bouquet énergétique, amélioration des processus de l'administration fiscale, intensification de la lutte contre la corruption, réformes du système d'enseignement obligatoire en vue de prévenir et réduire le décrochage scolaire, et réforme du système d'audit et de contrôle de la Roumanie pour la mise en œuvre de la FRR. Dans leur demande, les autorités roumaines ont fourni des éléments de preuve détaillés et complets démontrant que les 21 jalons et cibles ont été atteints. À la suite de l'avis du comité économique et financier (CEF), qui doit être rendu dans un délai maximal de quatre semaines, la Commission adoptera la décision finale sur le versement de la contribution financière. InvestEU: support for Belgian growth fund investing into energy transition projects
The European Investment Fund (EIF) has provided a €30 million contribution to the new energy fund of the Belgian growth equity fund Junction, with a first close reached at €75 million. The EIF participation in the fund is made possible through the support of the new InvestEU programme, as well as the Dutch Future Fund. Junction's new fund is focused on impact-driven companies developing software and hardware solutions that enable the energy transition. Notably, it will invest in clean energy production enabling technologies and in energy efficiency technologies for the building and renovation industries. In its investments, Junction will focus on companies in the Benelux countries and Germany, but remains open to applications from other countries. Paolo Gentiloni, Commissioner for the Economy, said “InvestEU is making an important contribution to achieving our green objectives. I am delighted that, with this agreement, InvestEU will grant companies in the energy sector access to the finance they need to innovate, grow and create jobs. I am proud that InvestEU will play an important role in helping these companies achieve their full potential.” The InvestEU programme provides the EU with crucial long-term funding by leveraging substantial private and public funds in support of a sustainable recovery. It also helps mobilise private investments for EU policy priorities, such as the European Green Deal and the digital transition. The InvestEU Fund is implemented through financial partners who will invest in projects using the EU budget guarantee of €26.2 billion. The entire budgetary guarantee will back the investment projects of the implementing partners, increase their risk-bearing capacity and thus mobilise at least €372 billion in additional investment. Trade and Labour Ministers of the US, Japan and the EU release a joint Statement on the International Labour Organization's Global Forced Labour Estimates
Valdis Dombrovskis, Executive Vice-President and Commissioner for Trade and Nicolas Schmit, Commissioner for Jobs and Social Rights, along with Ambassador Katherine Tai, United States Trade Representative; Secretary Marty Walsh, U.S. Department of Labor; Mr Nishimura Yasutoshi, Minister of Economy, Trade and Industry of Japan; and Mr Kato Katsunobu, Minister of Health, Labour and Welfare of Japan released a joint statement yesterday. The parties share a strong concern about the global situation on forced labour and the newly released forced labour estimates from the International Labour Organization (ILO). There are an estimated 28 million individuals in forced labour, and the number has increased by 3 million since 2016. Therefore they re-emphasised their commitment to eradicating all forms of forced labour, including state-sponsored forced labour, from our rules-based multilateral trading system, and resolved to strengthen national and international efforts to meet this commitment. They also acknowledge that a majority of forced labour involves the private sector and commit to continue working towards enhancing clarity and predictability for businesses by clearly communicating their responsibilities in addressing forced labour in global supply chains and encouraging stronger action by them. Mergers: Commission clears acquisition of DFMG by Deutsche Telecom, DigitalBridge and Brookfield
The European Commission has approved, under the EU Merger Regulation, the acquisition of joint control of DFMG Holding GmbH (‘DFMG') by Deutsche Telekom AG, both of Germany, DigitalBridge Group, Inc. (‘DigitalBridge') of the US, and Brookfield Asset Management Inc. (‘Brookfield') of Canada. DFMG owns and operates passive wireless telecommunications infrastructure and provides telecommunication infrastructure hospitality services in Germany and Austria. Deutsche Telecom is an integrated telecommunications and information technology service provider with activities worldwide. DigitalBridge is a global digital infrastructure investment firm. Brookfield is a global asset manager that offers a range of public and private investment products and services. The Commission concluded that the proposed acquisition would raise no competition concerns in the European Economic Area, given the absence of horizontal overlaps and vertical relationships between the activities of the companies. The European Commission has approved, under the EU Merger Regulation, the acquisition of Groendus Groep B.V. (‘Groendus') by OMERS Infrastructure European Holdings 2 B.V. (‘OMERS Infrastructure') and APG Asset Management N.V. (‘APG'), all three of the Netherlands. Groendus is active in the Netherlands and provides services to enterprises to assist with the transition to sustainable energy consumption. OMERS Infrastructure and APG are global investment managers. The Commission concluded that the proposed acquisition would raise no competition concerns, given the lack of horizontal and vertical overlaps between the companies' activities. The transaction was examined under the simplified merger review procedure. The European Commission has approved, under the EU Merger Regulation, the acquisition of Norgine Europe B.V., together with its subsidiaries (‘Norgine Group') of the Netherlands by the Goldman Sachs Group, Inc. (‘Goldman Sachs') of the US. The Norgine Group is a European specialist pharmaceutical company that develops, manufactures and markets pharmaceutical goods. Goldman Sachs is a global investment banking, securities and investment management firm that provides a range of banking, securities and investment services worldwide. The Commission concluded that the proposed acquisition would raise no competition concerns, given the lack of overlaps between the companies' activities and the fact that they are not active on related markets. The transaction was examined under the simplified merger review procedure. Commissioner Gabriel participates in high-level conference on Horizon Europe in Romania
On Monday 19 September, Mariya Gabriel, Commissioner for Innovation, Research, Culture, Education and Youth, will be a keynote speaker at a high-level conference on Horizon Europe funding opportunities for Romanian researchers and enterprises in Galați, Romania. On the same day, the Commissioner will undertake a field visit to the research infrastructure REXDAN at the ”Dunărea de Jos” University of Galați. Co-financed by the European Regional Development Fund through the Competitiveness Operational Programme 2014-2020, this research infrastructure covers interdisciplinary research in the fields of energy, environment and climate change. At the university, the Commissioner will also participate in an exchange of views with Ukrainian students and academics as well as in a joint press point at 15:00 local time with Dan Nica, Member of the European Parliament and rapporteur for Horizon Europe.
