European Digital Identity Wallets:  Commission publishes first technical Toolbox towards prototypes

Today, the Commission is publishing the first version of a common EU Toolbox to implement the European Digital Identity Wallet (EUDI Wallet) This technical backbone, developed by Member States in close collaboration with the Commission, will be the basis to engineer a prototype Wallet that can be used for testing in a variety of use-cases.

The Toolbox will complement the legislative proposal on a trusted and secure Digital Identity and is a crucial first step that will enable the creation of a robust framework for digital identification and authentication based on common standards across the EU. It aims to ensure a high level of trust in digital transactions in Europe. Member States will keep working closely with the Commission to continuously update the Toolbox.

The requirements and specifications set out in the Toolbox are not mandatory for Member States until the legislative proposal on the European Digital Identity Wallet has been adopted by the co-legislators.

At the same time, the Commission is also supporting large-scale pilots, under the Digital Programme, with up to EUR 50 million of co-financing to address high-priority use-cases for the Wallet, including the Mobile Driving Licence, eHealth, payments, and education/professional qualifications. The pilots are expected to start in the first half of 2023.

The European Digital Identity Wallet will provide a secure and convenient way for European citizens and business to identify themselves when needed for accessing digital services, at the click of a button on their phone. They will be able to securely store and use data for all sorts of services, such as checking in at the airport, renting a car, opening a bank account, or when logging in to their account on large online platforms. In addition, the EUDI Wallet will allow citizens to store credentials, such as a mobile driving licence, professional licences, eHealth, or educational credentials.

Journée européenne 112: sensibilisation au numéro d'urgence unique européen 112

Demain, le 11 février marquera la Journée européenne annuelle du 112, consacrée à la sensibilisation au numéro d'urgence unique 112 de l'UE et à la reconnaissance du travail de tous ceux qui contribuent aux services d'urgence. En cas de situation d'urgence, les citoyens peuvent atteindre les services d'urgence nationaux depuis n'importe quel endroit de l'UE en composant le même numéro — 112.

Thierry Breton, commissaire au marché intérieur: « Partout dans l'UE, chacun peut accéder facilement et rapidement aux services d'urgence par un numéro — 112. Grâce aux règles de l'UE, ce numéro d'urgence unique de l'Europe sera plus efficace et plus efficient lorsque des personnes demanderont de l'aide en cas d'urgence. Notre objectif est de garantir une application cohérente des technologies les plus récentes qui peuvent améliorer considérablement les communications et préserver la sûreté et la sécurité des citoyens. »

Les progrès technologiques permettent un accès meilleur et plus efficace à l'aide dans les situations d'urgence. En décembre 2022, la Commission a proposé de nouvelles mesures visant à améliorer l'accès aux services d'urgence dans l'ensemble de l'UE. Ces règles invitent les États membres à moderniser les centres de réception des appels d'urgence nationaux en fonction des dernières évolutions technologiques et à améliorer les informations relatives à la localisation de l'appelant, l'accès des utilisateurs finaux handicapés et l'acheminement des communications d'urgence vers les centres de réception des appels d'urgence les plus appropriés. Elles invitent également les États membres à coopérer avec la Commission afin de définir des exigences communes en matière d'interopérabilité pour les applications de communication d'urgence. Les règles proposées ont été transmises au Parlement européen et au Conseil pour une période d'examen minimale de deux mois, après quoi elles entreront en vigueur.

La Commission continue de suivre de près la mise en œuvre du numéro d'urgence 112 dans les États membres, au moyen de rapports réguliers. Selon le dernier rapport, en 2021, les appels vers le numéro d'urgence unique européen 112 représentaient 56 % de l'ensemble des appels d'urgence. Globalement, les appels au 112 ont augmenté de 3 %, passant à 153 millions par rapport à 2019. Dans le même temps, le nombre total d'appels d'urgence, y compris vers les numéros d'urgence nationaux, lorsqu'ils sont toujours utilisés, est resté stable à 270 millions.

Wildfires: EU deploys more than 250 emergency responders to Chile

Following a request for assistance from Chile, France, Portugal and Spain are deploying more than 250 firefighters, coordination experts, and medical personnel to the most affected areas via the EU Civil Protection Mechanism. Numerous wildfires are burning across central and southern Chile due to record high temperatures.

The European civil protection response includes: a team of 141 firefighters, coordination experts, and medical personnel from Portugal; a team composed of 80 firefighters from France; and two Ground Forest Fire teams of 28 people total and a Forest Fire-Fighting Assessment and Advisory Team (FAST) of 10 experts from Spain.

A liaison officer from the EU's Emergency Response Coordination Centre has been deployed to Chile and an EU Civil Protection Team will be sent in the next days.

The European Emergency Response Centre has activated the EU's Aristotle reporting service and the Copernicus Emergency Satellite Mapping Service, producing 15 maps so far.

Earlier this year, the EU already channelled €100,000 in emergency assistance to support the Chilean Red Cross working with people affected by the late December fires in the upper part of the Valparaiso Region, 120 km from Santiago de Chile.

Toutes les transactions relatives aux droits d'accise dans l'UE deviennent entièrement électroniques à partir de lundi

À la suite d'une mise à jour de la directive relative au régime général d'accise, les États membres commenceront à appliquer de nouvelles règles en matière de droits d'accise à partir du 13 février. Ces règles rendront la taxation de l'alcool, du tabac et des produits énergétiques totalement dématérialisée dans l'ensemble de l'UE. Le passage à l'échange d'informations numérisé et immédiat sur la circulation de ces produits dans l'Union aidera les autorités à lutter contre la fraude aux droits d'accise, un problème qui coûte chaque année aux États membres des millions de contributions budgétaires.

Dans le même temps, le nouveau système électronique normalisé simplifiera la vie des commerçants, en particulier des fournisseurs d'énergie et des petits producteurs d'alcool, et contribuera à accélérer les échanges dans les secteurs concernés. Auparavant, les procédures d'accise numérique n'étaient accessibles qu'aux opérateurs opérant dans le cadre de la procédure dite de « suspension de droits ». Jusqu'à présent, les marchandises devaient être accompagnées de déclarations physiques sur papier lorsque les droits d'accise étaient immédiatement comptabilisés à destination.

En vertu des nouvelles mesures qui entreront en vigueur lundi, tous les opérateurs qui déplacent des produits soumis à accise d'un État membre à un autre dans l'UE ne devront soumettre que des informations numériques sur les transactions dans le système d'informatisation des mouvements et des contrôles des produits soumis à accise (EMCS). Le système permettra de recueillir et de traiter les informations relatives aux mouvements en ligne, de valider les données saisies et de permettre la notification en temps réel de l'expédition et de la réception des produits soumis à accise. Il permettra également l'échange immédiat de messages en ligne sécurisés contenant des informations spécifiques sur les envois et les mouvements entre les États membres, ce qui libère les entreprises des coûts administratifs, du temps et des ressources et donne aux autorités les informations dont elles ont besoin pour lutter plus efficacement contre la fraude.

La directive actualisée relative au régime général d'accise (la « directive horizontale sur les accises ») définit le régime général applicable aux produits soumis à accise, y compris ceux relatifs à la production, au stockage et à la circulation des produits soumis à accise sur le territoire de l'UE. Associée à une série d'autres mesures relatives aux droits d'accise, la directive soutiendra un marché unique plus étroit en numérisant les déclarations, en réduisant la charge administrative pesant sur les opérateurs soumis à accise et en prévenant davantage la fraude fiscale.

Mergers: Commission clears creation of joint venture by Proximus and Ethias

The European Commission has approved, under the EU Merger Regulation, the creation of a joint venture by Proximus NV/SA and Ethias NV/SA, both of Belgium.

The joint venture, Glasfaser Ostbelgien – GO Fiber will roll-out and operate a passive, open Point-to-Point Fiber-To-The-Home network throughout the territory of the German-speaking Community of Belgium. The deployment and the operation of this network will constitute a service of general economic interest within identified areas of this territory. Proximus is active in fixed and mobile electronic communication services and networks for residential and business customers in Belgium. Ethias is a life and non-life insurance company, mostly active in Belgium.

The Commission concluded that the proposed acquisition would raise no competition concerns, because the revenues and the amount of assets of the joint venture will remain limited within the European Economic Area. The transaction was examined under the simplified merger review procedure.

Commissioner Lenarčič travels to Spain as Emergency Response Coordination Centre awarded Gold Medal

The European Emergency Response Coordination Centre (ERCC) is receiving today along with the State Emergency Service of Ukraine, the Spanish Gold Medal of Merit for Civil Protection for their efforts to respond to the war in Ukraine. Commissioner for Crisis Management, Janez Lenarčič, is joining the Minister of Interior of Spain, Fernando Grande-Marlaska, for the award ceremony in Madrid.

EU assistance to Ukraine is the largest, longest and most innovative EU civil protection operation ever. So far the EU has provided Ukraine with a lifeline of more than 82,000 tons of supplies worth more than half a billion euro. In 2022, the EU Civil Protection Mechanism was activated 106 times. However, one single activation from Ukraine involved 126 requests or updated requests for assistance, bringing the total to 232. This has doubled the number of requests compared to 2020 and 2021.

Commissioner Lenarčič and Minister Grande-Marlaska will also discuss plans for the Spanish Presidency of the Council of the EU later this year, the preparedness of the EU and Member States for future emergencies, with this week's adopted recommendations on Disaster Resilience Goals and the preparedness for the next fire season. During his visit to Spain, the Commissioner will also meet with the Minister of Foreign Affairs, José Manuel Álbares, to discuss of common interest such as the relations between the EU and Latin American countries, in particular the upcoming conference on solidarity with Venezuelan refugees and migrants, the situation in Afghanistan and humanitarian diplomacy.

Commissioner Simson to visit Egypt to discuss energy security

On Monday 13 February, Commissioner for Energy Kadri Simson will be in Egypt to discuss the global energy security situation with partners, and advance work on the trilateral Memorandum of Understanding signed between the EU, Egypt and Israel to support our REPowerEU Plan to reduce Europe's imports of Russian gas. The Commissioner will meet Tarek El Molla, Minister of Petroleum and Mineral Resources of Egypt, and Israel Katz, Minister of Energy of Israel, to further the implementation of the MoU which was signed in June last year.

The Commissioner will also participate in the Egypt Petroleum Show and Exhibition Strategic Conference 2023 hosted by Egyptian President, Abdel Fattah El-Sisi. The event convenes government representatives and energy industry leaders from the African and Mediterranean region to debate the energy transition.  Commissioner Simson will deliver a keynote speech and participate in a panel discussion on “Managing supply and demand in volatile times – supporting global economies and energy security” with the Egyptian Minister of Petroleum and Mineral Resources, Tarek El Molla, and the Commissioner for Energy and Infrastructure of the African Union Commission, Amani Abou Zeid. In Cairo, the Commissioner will meet bilaterally with Minister El Molla and with the Secretary General of the EastMed Gas Forum, Osama Mobarez.
