NextGenerationEU: Commission disburses first payment of €52.3 million to Malta under the Recovery and Resilience Facility

Today's payment of €52.3 million in grants was made possible by Malta's fulfilment of the 16 milestones and 3 targets in the first instalment. The payment request covers important measures such as the adoption of a strategy to reduce waste through recycling in the construction sector, the establishment of office facilities to enable civil servants to work remotely across the country, reforms to boost industrial research and investments, a national anti-fraud and corruption strategy and reforms to digitalise the justice system.

As for all Member States, payments under the Recovery and Resilience Facility (RRF), the key instrument at the heart of NextGenerationEU, are performance-based, and depend on Malta implementing the investments and reforms outlined in its national recovery and resilience plan.

On 19 December 2022, Malta submitted to the Commission a first payment request of €52.3 million under the RRF covering 16 milestones and three targets. On 27 January 2023, the Commission endorsed a positive preliminary assessment of Malta's payment request. The favourable opinion of the Economic and Financial Committee of the Council on Malta's payment request paved the way for the Commission to adopt a final decision on the disbursement of the funds.

Malta's overall recovery and resilience plan will be supported by €258.3 million in grants. The amounts disbursed to Member States are published in the Recovery and Resilience Scoreboard, which shows progress made in the implementation of the RRF as a whole and of the individual recovery and resilience plans. Malta has already received a pre-financing of €41.1 million in December 2021.

EU Cohesion Policy: €160 million for the development of water and wastewater infrastructure in Iași County, Romania

The Commission has approved a contribution of more than €160 million from the Cohesion Fund for larger and better sewage networks in Iași County.

Commissioner for Cohesion and Reforms, Elisa Ferreira, said: “This new major project will improve access to water and sewerage in Iași County. It is a concrete example of how Cohesion Policy improves the life of citizens on the ground. The project will enhance public health and the quality of life of the county's population through clean drinking water and adequate collection and treatment of wastewater leading to less pollutants in the soil, groundwater and rivers.”

The project will lay 256 km of main pipes and 312 km of a distribution network for water supply. It will also build 23 water treatment facilities, 43 water storage tanks and 50 pumping stations of which 43 will be located on the network and 7 within treatment facilities. Finally, it will construct 230 km of discharge pipes, 536 km of gravity sewers and 4 new wastewater treatment plants.

This investment will contribute towards Romania's compliance with the EU Urban Wastewater Directive and create jobs, benefitting all social groups in the area.

The full project is expected to be finalised in 2026 and it complements a project funded in 2007-2013 programme period.

The effort is part of a vaster plan to improve water and wastewater infrastructure across Romania and in the Iași County.

La Commission européenne lève 6 milliards d'euros supplémentaires dans le cadre de sa troisième opération syndiquée pour 2023

La Commission européenne a levé hier 6 milliards d'euros supplémentaires d'obligations de l'UE dans le cadre de sa troisième opération syndiquée pour 2023. L'opération en une seule tranche a consisté en l'émission d'une obligation arrivant à échéance le 4 juillet 2034.

La demande des investisseurs pour les obligations de l'UE est restée forte, l'opération ayant suscité un montant total d'offres de 54 milliards d'euros, ce qui s'est traduit par un taux de sursouscription de 9 fois.

L'opération syndiquée d'hier est la troisième à avoir eu lieu dans le cadre de l'approche unifiée en matière de financement que la Commission a introduite comme sa principale méthode de financement à compter de janvier 2023. Selon cette approche, la Commission émet – au nom de l'Union – des obligations sous l'appellation unique « obligations de l'UE », plutôt que sous des dénominations différentes en fonction des programmes.

Avec l'opération d'hier, la Commission a levé 30 milliards d'euros sur l'objectif de financement de 80 milliards d'euros qu'elle a fixé pour le premier semestre de 2023. Sur cet objectif de financement de 80 milliards d'euros, quelque 70 milliards d'euros seront alloués au programme de relance NextGenerationEU et environ 10 milliards d'euros au programme d'assistance macrofinancière+ en faveur de l'Ukraine.

Laptops for Ukraine: 13,000 more laptops and smartphones to be shipped to Ukraine

13,000 additional laptops, smartphones and tablets have been gathered and will be delivered to Ukraine through the Commission-supported initiative Laptops for Ukraine. Since Russia's invasion of Ukraine, the Commission has helped ship already 12,000 donated devices to Ukraine through the EU Civil Protection Mechanism. The additional 13,000 will be transported in the coming weeks.

As a response to the urgent need for devices in Ukraine's schools, hospitals and municipalities, in December 2022, the Commission helped launch the Laptops for Ukraine initiative, together with the Ukrainian Ministry of Digital Transformation and DIGITALEUROPE, a European organisation that represents the digital technology industry. Digital devices can help maintain basic services in education, healthcare and public administration in Ukraine, where the war has left thousands of people displaced and seeking safety in shelters outside their homes, while hundreds of schools and hospitals have been destroyed.

Companies and individuals can still donate spare, functioning devices in one of the 17 collection hubs in Belgium, Czechia, Germany, Estonia, Spain, France, Lithuania, Hungary, Romania and Slovenia. Moreover, new collection hubs are being launched. Citizens are invited to donate through one of the hubs and private companies can get in contact with the Commission to organise the transfer of larger donations.

Global Gateway: Call for applications launched for the Business Advisory Group

The European Commission launched today a call for applications to enrol up to 60 members for the Global Gateway Business Advisory Group. The group will gather CEOs or senior executives of European companies and business associations for exchanges with the President of the Commission and relevant members of the College on the roll-out of Global Gateway. It will assist the European Commission in strengthening cooperation with the European private sector in a structured way as part of the Global Gateway strategy and its implementation. The call for applications is open until 20 April 2023.

European Commission President von der Leyen said: “Thanks to Global Gateway, the EU is investing in smart, clean and sustainable connections across the globe to boost trade, strengthen value chains and expand economic opportunities, for the EU and our partners. We need both public and private investments to deliver faster on the green and digital transitions and the global recovery. The Global Gateway Business Advisory Group will help to work closer together to fully take advantage of their expertise and deliver transformative impact for our partners.”

The group will consist of EU private sector organisations with relevant experience in sectors covered by Global Gateway and an interest in engaging in Global Gateway projects. The call for applications, the terms of reference and other information can be found here.

Agriculture : la Commission approuve les nouvelles dénominations « Dalmatinska janjetina » de Croatie et « Azeitona Galega da Beira Baixa » du Portugal

Aujourd'hui la Commission a approuvé la « Dalmatinska janjetina » de Croatie dans le registre des Appellations d'origine protégée (AOP) et l'« Azeitona Galega da Beira Baixa » du Portugal dans le registre des Indications géographiques protégées (IGP).

La « Dalmatinska janjetina » est la viande des agneaux de la race ovine Dalmatinska pramenka originaire de Croatie. Le nom « Dalmatie » est en fait étroitement lié à la tradition de l'élevage ovin dans la région. La manière traditionnelle de préparer la « Dalmatinska janjetina » et le mode traditionnel d'élevage des moutons et des agneaux lui confère un arôme et un goût caractéristiques.

La dénomination « Azeitona Galega da Beira Baixa » désigne les olives de conserve obtenues à partir de la variété Galega. Elles sont plongées directement dans un bain de saumure, auquel peuvent être ajoutés d'autres produits, tels que des fines herbes (laurier, origan, thym), du citron et de l'ail. Le procédé traditionnel de fermentation utilisé se transmet de génération en génération dans les communautés locales. La culture de l'olivier est intimement liée à la région de la Beira Baixa et l'« Azeitona Galega da Beira Baixa » occupe depuis longtemps une place importante tant dans l'alimentation des habitants que dans le développement de l'économie locale.

Ces nouvelles dénominations seront ajoutées à la liste des 1 611 produits agricoles déjà protégés. Antitrust: Commission confirms unannounced inspections in the fragrance sector

On 7 March 2023, the European Commission carried out unannounced inspections at the premises of companies and an association active in the fragrance industry in various Member States. In parallel, the Commission has sent out formal requests for information to several companies active in the same sector.

The inspections and requests for information concern possible collusion in relation to the supply of fragrances and fragrance ingredients.

The Commission has concerns that companies and an association in the fragrance industry worldwide may have violated EU antitrust rules that prohibit cartels and restrictive business practices (Article 101 of the TFEU).

The Commission has been in contact with the Antitrust Division of the US Department of Justice, the UK Competition and Markets Authority and the Swiss Competition Commission in relation to this matter and the inspections were conducted in consultation with them.

 The fact that the Commission carries out such inspections does not mean that the companies are guilty of anti-competitive behaviour nor does it prejudge the outcome of the investigation itself.

Le commissaire Schmit participe au lancement de l'Académie UE-OCDE sur la politique de l'entrepreneuriat des jeunes

Demain, le commissaire à l'Emploi et aux Droits sociaux, Nicolas Schmit, assistera la conférence de lancement de l'Académie UE-OCDE sur la politique de l'entrepreneuriat des jeunes (YEPA, ou « EU-OECD Youth Entrepreneurship Policy Academy »). Au cours des trois prochaines années, l'Académie réunira des jeunes entrepreneurs, des entrepreneurs sociaux, des décideurs politiques et des experts de l'UE pour discuter des politiques et actions nécessaires pour soutenir l'entrepreneuriat des jeunes dans les pays de l'UE et de l'OCDE.

Selon la dernière enquête Eurobaromètre Flash sur l'entrepreneuriat social et la jeunesse publiée le 8 mars, seulement quelques jeunes âgés de 15 à 30 ans dans l'UE ont pris des actions concrètes vers la création de leur propre entreprise, bien que près de la moitié (46 %) des jeunes ont considéré de le faire. Le manque de capitaux ou de ressources, les risques financiers et le manque de connaissances et de compétences entrepreneuriales sont les principaux obstacles qui empêchent les jeunes de devenir entrepreneurs. En outre, seul un tiers connaissaient le concept d'entrepreneuriat social.

Pour relever ces défis, l'Académie cherche à donner aux jeunes entrepreneurs les moyens d'agir et à encourager les États membres à proposer de meilleurs dispositifs de soutien aux futurs entrepreneurs. Elle organisera une série d'ateliers sur plusieurs sujets tels que l'accès au financement, les compétences entrepreneuriales et la valeur ajoutée de l'entrepreneuriat social.

Le commissaire Schmit a déclaré : « Les jeunes qui souhaitent créer une entreprise guidée par des objectifs sociaux et environnementaux, en donnant la priorité aux citoyens et à la planète plutôt qu'au profit, ne savent peut-être pas où commencer. L'Académie sur la politique de l'entrepreneuriat des jeunes est l'une de nos réponses pour combler les lacunes en matière de financement, des compétences et des connaissances. L'Académie améliorera les perspectives des jeunes entrepreneurs, en particulier de ceux qui cherchent à devenir des entrepreneurs sociaux. »

Cette initiative fait partie du plan d'action en faveur de l'économie sociale de décembre 2021, dont l'objectif est d'aider l'économie sociale européenne à prospérer. L'Académie contribue également à l'Année européenne des compétences 2023 en mettant l'accent sur les compétences, la création d'emplois et la compétitivité de l'UE. Commissioners Reynders and Johansson at the Justice and Home Affairs Council on 9 and 10 March

Tomorrow, Commissioner for Home Affairs, Ylva Johansson, will participate in the meeting of interior ministers which will take place in Brussels.

The agenda will focus on the current situation of the Schengen area, the interoperability of information systems and the entry into operation of the renewed Schengen Information System which was announced yesterday. In the afternoon, ministers will discuss the challenges of Russia's war of aggression against Ukraine and its implications on the EU's internal security. They will also take stock of the progress made on asylum and migration following up to the Special European Council of 9 February 2023, both on the operational actions as well as on the Pact negotiations.

A press conference with Commissioner Johansson will take place at +/- 17:45 CET and will be live on EbS.

On Friday, Commissioner for Justice, Didier Reynders, will participate in the meeting of justice ministers. In the morning, they will discuss the fight against impunity regarding international war crimes committed in connection with Russia's aggression against Ukraine. The Commissioner will have the opportunity to debrief ministers on the main takeaways of the United for Justice Conference that took place last week in Lviv.

Ministers will also discuss the progress on the Commission's proposals to harmonise criminal offences at EU level and penalties for the violation of EU restrictive measures. Commissioner Johansson will join Commissioner Reynders and justice ministers to discuss the Commission's proposal for new reinforced rules on asset recovery and confiscation, as well as the threat of drug-related organised crime. 

In the afternoon, ministers will discuss the EU Charter of Fundamental Rights and the civic space, and the next steps on combating racism and antisemitism. As part of the discussion on the Rule of Law, they will also exchange views on barriers to access to justice and how to overcome them. Following the EDPB opinion, Commissioner Reynders will also update ministers on the state of play on the process for adopting a new adequacy decision for safe data flows with the US. 

Commissioner Reynders will take part in the press conference after the meeting, which can be followed live on EbS at +/- 17:15 CET.
