Border management: EU signs Frontex Status Agreement with Albania
Today, the European Union and Albania signed a new agreement on operational cooperation in border management with the European Border and Coast Guard Agency (Frontex). The agreement was signed by representatives of the Council, the Commission, and the Albanian government.
The agreement is a deliverable of the EU Action Plan on the Western Balkans. Strengthened operational cooperation between Western Balkan partners and Frontex will contribute to addressing irregular migration and cross border crime and further enhance security at the EU's external borders. The new agreement will update the previous status agreement from 2019 by also allowing the deployment of Frontex Standing Corps officers at the borders between Albania and neighbouring Western Balkan partners. After the signature, the agreement may be applied provisionally, upon agreement of the Albanian Parliament. The final conclusion of the agreement is subject to the consent of the European Parliament and a Council decision as well as any remaining ratification steps on the side of Albania.
The signature took place in the margins of the Berlin Process meeting of Interior Ministers, hosted yesterday in Tirana by Albanian Interior Minister Taulant Balla. There, Ministers from Western Balkans partners, a number of EU Ministers, representatives of EU Agencies, the United Kingdom, and international organisations exchanged on integrated border management, cooperation to fight organised crime and cybersecurity.

Citizens and organisations invited to express their views on Erasmus+ and shape the future of the programme
Today, the Commission has launched a public consultation to collect the views of citizens and organisations on Erasmus+, the EU's flagship programme for education, training, youth and sport.
The public consultation will help the Commission gather information on the results of the novelties introduced in the current generation of the programme, such as European Universities, Centres of Vocational Excellence and Erasmus+ Teacher Academies. It will also give insights as to how the measures put in place to reinforce inclusion and to enhance simplification are progressing. Finally, it will aim at collecting citizens' and stakeholders' views on the programme's resilience and flexibility as well as its contribution to tackling societal challenges, and their suggestions on the future programme.
Building on the call for evidence conducted in 2022, this public consultation will feed into the assessment of the Erasmus+ programme's overall performance which will revolve around five criteria: effectiveness, efficiency, relevance, coherence, and EU added-value. It will also contribute to the mid-term evaluation of the ongoing programme (2021-2027) and the final evaluation of the previous programme (2014-2020).
In parallel to this consultation, other data collection exercises will be conducted to contribute to the evaluation process such as surveys, interviews, case studies, data analysis, and social media analysis.

COVID-19: Commission authorises second adapted vaccine for Member States' autumn vaccination campaigns
The Commission has authorised the Spikevax XBB.1.5-adapted COVID-19 vaccine, developed by Moderna. This is another important step in the fight against the disease. It is the third adaptation of this vaccine to respond to new COVID variants.
Stella Kyriakides, Commissioner for Health and Food Safety, said: “With COVID-19 and seasonal influenza co-circulating this autumn and winter, vaccination remains our most effective tool against both viruses. I encourage those concerned, especially those aged 60 years and above, persons with weakened immune systems and underlying health conditions, to get their booster dose with the latest updated vaccines targeting the variants that are currently spreading as soon as possible. We all need to continue being vigilant and help protect each other.”
The European Medicines Agency (EMA) carried out a stringent evaluation of the vaccine under the accelerated assessment mechanism. Following this evaluation, the Commission authorised the adapted vaccine under an expedited procedure so that Member States can prepare in time for their autumn-winter vaccination campaigns.

Mergers: Commission clears acquisition of Road by Novofleet and Shareholders of Andamur
The European Commission has approved, under the EU Merger Regulation, the acquisition of joint control of Road Solution Pro, S.L. (‘Road') of Spain, by Novofleet Verwaltungsgesellschaft mbH (‘Novofleet') of Germany and certain shareholders of GP Límite Andamur, S.L. (‘Shareholders of Andamur') of Spain.
The transaction relates primarily to the transport-related services sector. The transaction results in a number of horizontal overlaps between the parties' activities in the markets for (i) the retail supply of motor fuels to business-to-business (‘B2B') customers with fuel cards; (ii) the issuance of fuel cards; and (iii) the distribution of electronic toll payment devices in a number of countries on the European Economic Area.
The Commission concluded that the notified transaction would not raise competition concerns, given the limited overlaps between the companies' activities. The transaction was examined under the simplified merger review procedure.

Monaco : les négociations en vue d'un accord d'association suspendues d'un commun accord
Le vice-président exécutif de la Commission européenne, Maroš Šefčovič, a reçu hier, le 14 septembre, Isabelle Berro-Amadei, conseillère du gouvernement-ministre des relations extérieures et de la coopération.
Au cours de cet entretien, le vice-président exécutif a confirmé l'objectif de la Commission européenne d'une conclusion des négociations pour un accord d'association avec Monaco, l'Andorre et San-Marin d'ici la fin de l'année 2023 sur la base du mandat du Conseil de l'Union européenne, fondé sur le respect des quatre libertés de circulation (personnes, capitaux, services et marchandises) et la préservation de l'intégrité et l'homogénéité du marché intérieur.
Au terme d'un échange franc et cordial, les deux parties sont convenues que les conditions n'étaient pas réunies pour conclure un accord et se sont entendues pour suspendre les négociations.
L'Union européenne est et restera un partenaire privilégié de la Principauté. La Commission européenne reste disponible et prête à continuer les négociations pour un accord d'association dans le futur.
La Commission continuera à travailler dans les prochaines semaines dans le but de conclure les négociations pour un accord d'association avec la Principauté d'Andorre et la République de Saint-Marin d'ici à la fin de l'année 2023, sur la base du mandat qui lui a été confié par le Conseil.

Journée internationale de la démocratie : Déclaration conjointe du Haut Représentant/Vice-Président Borrell et de la Vice-présidente Šuica
À l'occasion de la Journée internationale de la démocratie, le haut représentant/vice-président Josep Borrell et la vice-présidente Dubravka Šuica ont publié hier la déclaration suivante :
« L'Union européenne réaffirme son engagement inébranlable à soutenir et à défendre la démocratie, fondée sur les droits de l'homme universels, en son sein et au-delà de ses frontières.
La guerre d'agression menée par la Russie contre l'Ukraine est aussi une attaque contre la démocratie et l'ordre fondé sur des règles. L'Union européenne, ses États membres et les démocraties du monde entier se sont mobilisés pour soutenir l'Ukraine, considérant que les principes fondateurs de nos sociétés sont en jeu.
Aucune démocratie n'est à l'abri des défis auxquels nous sommes confrontés aujourd'hui. Nous devons toujours rester vigilants et agir face aux efforts continus visant à attaquer l'État de droit, à supprimer les libertés civiles, à manipuler les élections et à réprimer la société civile.
Alors que les régimes autoritaires élaborent et diffusent de faux récits se présentant comme des alternatives faciles aux démocraties, nous ne devons pas sous-estimer le potentiel néfaste de la manipulation de l'information et des actions de désinformation.
L'inclusion est la force de la démocratie.
L'Union européenne continuera à collaborer avec les pays du monde entier pour unir ses forces à celles de ceux qui croient aux principes et aux valeurs démocratiques, en Afrique, en Asie-Pacifique, dans les Amériques et en Europe. Nous devons poursuivre nos efforts pour trouver des terrains d'entente et des intérêts communs avec nos partenaires.
Plus que jamais, nous devons soutenir activement les pays qui s'ouvrent à la démocratie et continuer à nous doter de mécanismes de soutien souples et flexibles, notamment dans le cadre du système multilatéral.
Car c'est ensemble que nous construisons la démocratie. Ensemble, nous défendons la démocratie. Ensemble, nous défendons l'universalité des droits de l'homme. »

EU at UNGA 78: EU delegation to mobilise global action and reignite solidarity
A high-level delegation of the European Commission will attend the 78th session of the United Nations General Assembly next week in New York. European Commission President Ursula von der Leyen, Executive Vice-President Maroš Šefčovič, High Representative/Vice-President Josep Borrell, Vice-President Dubravka Šuica, and Commissioners Ylva Johansson, Janez Lenarčič, Jutta Urpilainen and Virginijus Sinkevičius will host and participate in events and meetings with leaders from around the world and hold several high-level bilateral meetings throughout the week.
The 78th session takes place against a backdrop of complex crises and conflicts, including Russia's war of aggression against Ukraine and its global consequences, and the situation in the Sahel. The all-time high humanitarian needs, climate emergency, health crises, as well as the erosion of democracy and human rights worldwide are challenges that no country can address alone. Effective multilateralism is not a choice but the only option to ensure that no one is left behind.
The EU and its Member States will focus on three main priorities at the General Assembly this year: accelerating the implementation of the Sustainable Development Goals (SDGs), strengthening global governance, and building global partnerships to help achieve our common goals. These priorities will shape the EU's action at the UN for the coming year.

L'Eurogroupe et les ministres des affaires économiques et financières se réunissent à Saint-Jacques-de-Compostelle, du 15 au 16 septembre*
Aujourd'hui, le vice-président exécutif Dombrovskis et le commissaire Gentiloni représentent la Commission lors de la réunion de l'Eurogroupe à Saint-Jacques-de-Compostelle, en Espagne. Au début de la réunion, la Commission a présenté ses prévisions économiques d'été et la Banque centrale européenne a informé les ministres des dernières décisions de politique monétaire. Sur cette base, les ministres ont procédé à un échange de vues sur l'évolution macroéconomique et sur les défis de la coordination des politiques économiques, à l'avenir et à plus long terme. Les ministres ont aussi discuté de la candidature proposée pour remplacer le membre sortant du directoire de la BCE. Enfin, l'Eurogroupe a fait le point sur les progrès accomplis dans la ratification du traité instituant le Mécanisme européen de stabilité.
Le commissaire Gentiloni participera à la conférence de presse qui suivra la réunion.
Dans l'après-midi, le vice-président exécutif Dombrovskis, et les commissaires Gentiloni et McGuinness participeront à la première réunion de ministres des finances et les gouverneurs des banques centrales de l'UE et de la Communauté des États latino-américains et des Caraïbes (UE-CELAC). À la suite du sommet des dirigeants UE-CELAC de juillet 2023, les ministres débattront notamment sur le programme d'investissement « Global Gateway » et de l'état actuel de sécurité financière mondial.

Les ministres et les gouverneurs des banques centrales débattront de la politique budgétaire et monétaire et de la manière de concilier les objectifs à court terme, tels que l'inflation, la poursuite de la croissance, et les bons résultats du marché du travail. Les ministres feront le point sur la sécurité économique et la fourniture de biens d'utilité publique pour l'UE, en discutant de l'autonomie stratégique et du renforcement de la coopération économique internationale.

Semaine européenne de la mobilité : 3 000 villes présentent leurs réalisations en matière de mobilité urbaine durable
La Semaine européenne de la mobilité débute demain dans 3 000 villes de 50 pays. Cette année, l'accent est mis sur la mobilité durable et l'efficacité énergétique. L'adoption de la mobilité active, des transports publics et de toutes solutions de transport propres et intelligentes réduit la consommation d'énergie et les émissions, permet d'économiser de l'argent et de promouvoir un mode de vie sain.
Parmi les activités organisées dans toute l'Europe cette semaine, citons la journée sans voiture, des célébrations mettant la bicyclette à l'honneur, des événements-test de véhicules électriques, des formations à la sécurité routière, des visites d'usines illustrant la diversité des emplois dans le secteur des transports, et bien d'autres choses encore.
La commissaire aux transports, Adina Vălean, a déclaré : « Les villes n'occupent que 4 % de la superficie de l'UE, mais 75 % des citoyens européens s'y sentent chez eux. En adoptant des solutions de mobilité plus durables et plus efficaces, les villes peuvent faire la différence pour leurs habitants et ceux qui vivent au-delà, tant en réduisant la pollution qu'en améliorant les connexions pour tous. 3 000 villes participent à la Semaine européenne de la mobilité cette année et elles sont la preuve vivante de leur capacité à changer les choses ».
À Bruxelles, le 17 septembre sera une journée sans voiture. Elle débutera par une discussion organisée par la Vrije Universiteit Brussel.
De plus, le 20 septembre, l'envoyé spécial du secrétaire général des Nations unies pour la sécurité routière, Jean Todt, accompagné de la Commissaire Vălean et de Michelle Yeoh, lancera une campagne mondiale qui durera deux ans, et intitulée « Faites une déclaration concernant la sécurité » (‘Make a Safety Statement'). Cette campagne, qui se déroulera dans plus de 1 000 villes de 80 pays, visera à réduire le nombre d'accidents sur les routes.
La conférence des Journées de la mobilité urbaine qui se tiendra du 4 au 6 octobre à Séville, organisée en coopération avec la présidence espagnole du Conseil, poursuivra le débat concernant les moyens de rendre la mobilité dans les villes plus durable et permettra d'assister au lancement de la Déclaration européenne en faveur du vélo.

Commissioner Ferreira visits Estonia and Finland to discuss EU regional support
Commissioner for Cohesion and Reforms Elisa Ferreira will travel to Estonia and Finland next week. From 18 September, she will be in Estonia meeting with the Estonian Minister of Finance Mart Võrklaev, and the Mayor of Tallinn Mihhail Kölvart.
On 19 September, she will visit in Estonia's Ida-Viru region the Eesti Power Plant, and the Narva's Industrial Park, where companies are benefitting from the Just Transition Fund. She will also exchange with local youth representatives, leaders of local municipalities, and a group of international journalists.
On 20 September, she will continue her mission in Finland where she will meet Prime Minister Petteri Orpo, Minister for European Affairs Anders Adlercreutz and Minister of Economic Affairs Wille Rydman. She will also visit a project supported by the Technical Support Instrument to improve relations between different ethnic and linguistic groups in Vantaa city.
In the afternoon on 21 September, she will participate in a policy dialogue on the future of the EU's regional and structural policy in Mikkeli. In outskirts of Mikkeli, she will also visit EcoSairila project that has received European Regional Development Fund support. EcoSairila is a hub of regional material cycles and combines a wide range of companies, public entities, research, innovation and educational organisations to create a unique innovation ecosystem in South Savo.
On 21 September, she will visit a border post close to Imatra in South Karelia and discuss with local stakeholders the cooperation opportunities brought by the Interreg programmes and the Just Transition Fund.

Commissioner Simson in Finland next week to discuss EU energy policy with policymakers and stakeholders
Next week, Monday 18 and Tuesday 19, Commissioner for Energy Kadri Simson will be in Finland to discuss the EU's energy policy with policymakers and stakeholders.
On Monday morning, Commissioner Simson will meet Finland's Prime Minister, Petteri Orpo. She will then hold a bilateral meeting with the Minister of Climate and the Environment, Kai Mykkänen, to discuss the ongoing reforms of the EU's electricity and gas markets, as well as the role of nuclear power and the EU's climate target for 2040. In the afternoon, the Commissioner will visit the Loviisa power plant to get insights into the disposal of spent nuclear fuels.
During the second day of her country visit, the Commissioner will meet with members of the Finnish Parliament's Commerce and Environment Committees as well as with representatives of Energiateollisuus (Finnish Energy), a trade organisation for the Finnish energy sector, representing around 260 companies.

Commissioner Lenarcic in Slovenia to discuss flood recovery efforts
Over two days, Commissioner for Crisis Management, Janez Lenarčič, is engaging in a series of meetings and visits in Slovenia, underlining the EU's unwavering commitment to assisting the country in its recovery efforts following the historic floods that ravaged the country this summer. Today, Commissioner Lenarčič is scheduled to meet with Slovenian State Secretary for the EU, Igor Mally, and the State Secretary for the Coordination of Measures and Activities for Post-Flood Reconstruction, Boštjan Šefic, at the Office of the Prime Minister of Slovenia. The discussions will revolve around the EU's support to Slovenia, focusing not only on the still ongoing assistance provided through the EU Civil Protection Mechanism and addressing the aftermath of the floods but also delving into EU priorities highlighted by the recent State of the Union speech by the President of the European Commission Ursula von der Leyen. Commissioner Lenarčič will also attend a charity football match, hosted by UEFA resident Aleksander Čeferin, dedicated to providing assistance to those affected by the catastrophic floods.
Tomorrow, Commissioner Lenarčič will visit a Czech team deployed via the EU Civil Protection Mechanism to contribute to relief efforts in Slovenia. Together with State Secretary for Defence Rudi Medved, they will assess the progress of building a crucial bridge in the flood-affected area of Ljubno. Following Slovenia's request for assistance in August the EU deployed a total of 25 excavators, 39 vehicles, 11 dump trucks, 14 bridges, 4 helicopters and approximately 300 personnel 10 EU Member States (Austria, Bulgaria, Croatia, Czech Republic, France, Germany, Italy, Poland, Slovakia and Sweden) and one Participating State of the EU Civil Protection Mechanism (Bosnia and Herzegovina).
Commissioner Lenarčič had previously travelled to Slovenia on 5 august to attend the emergency session of the Slovenian Government and 9 August with European Commission President Ursula von der Leyen to visit the areas affected by the floods.
