The Commission proposes measures to reduce microplastic pollution from plastic pellets

Today, the Commission is proposing for the first time measures to prevent microplastic pollution from the unintentional release of plastic pellets.

Currently, between 52 and 184 thousand tonnes of pellets are released in the environment each year due to mishandling throughout the entire supply chain. Today's proposal aims to ensure that all operators handling pellets in the EU take the necessary precautionary measures. This is expected to reduce pellet release by up to 74%, leading to cleaner ecosystems, contributing to plastic-free rivers and ocean, and reducing potential risks to human health. Common EU-wide measures will also help level the playing field for operators. 

The proposal covers notably best practices for operators regarding handling of pellets, mandatory certification and self-declarations, and a common methodology to estimate losses. Lighter requirements will apply to small and medium businesses to help them comply. The proposal will now be taken forward by the European Parliament and the Council in the ordinary legislative procedure.

Le nouvel appel « Culture Moves Europe » soutient les organisations culturelles pour accueillir des projets de résidence

Aujourd'hui, le plus grand programme de mobilité culturelle de l'UE, Culture Moves Europe, ouvre son deuxième appel destiné aux organisateurs de résidence d'artistes. Cet appel s'adresse aux organisations à but non lucratif, ONG, organismes publics, fondations, entreprises ou indépendants, entre autres, basés dans 40 pays d'Europe Créative. Ceux-ci doivent être actifs dans les arts du spectacle, les arts visuels, la musique, le patrimoine culturel, l'architecture, le design et la mode, ainsi que la littérature. L'appel s'ouvre aujourd'hui et se poursuivra jusqu'au 16 janvier 2024.

Les candidats retenus recevront des subventions contribuant aux frais d'invitation et d'hébergement, pour une durée maximale de 10 mois, pour jusqu'à cinq artistes internationaux et professionnels de la culture, ainsi que des bourses de mobilité pour les participants. Les candidats sont tenus de fournir un environnement, un équipement et un mentor adaptés aux artistes invités afin de garantir que les participants mettent en œuvre leurs projets dans de bonnes conditions. Les artistes et professionnels de la culture peuvent bénéficier d'une ou plusieurs compléments, tels qu'un déplacement vert, une aide familiale ou un accompagnement en cas de handicap, en complément de leur bourse de mobilité de base. Les candidatures des pays et territoires d'outre-mer ou des régions ultrapériphériques de l'UE sont également encouragées.

Iliana Ivanova, commissaire chargée de l'innovation, la recherche, la culture, l'éducation et la jeunesse, a déclaré : « Alors que les organisations culturelles de toute l'Europe sont toujours aux prises avec les conséquences dévastatrices des crises récentes, nous poursuivons nos efforts pour soutenir le secteur, en mettant particulièrement l'accent sur les organisations plus petites et émergentes. Grâce à Culture Moves Europe, les artistes et professionnels de la culture pourront internationaliser leurs pratiques grâce au soutien financier pour mettre en œuvre des projets de résidence d'artistes. Cette initiative contribue à la diversité culturelle en permettant davantage d'échanges entre artistes au sein des pays du programme Europe Créative. »

Le premier appel à résidence, clôturé en juin 2023, a présélectionné 89 projets de résidence impliquant 232 artistes de 33 pays différents d'Europe créative, notamment d'Italie, du Portugal et de Pologne. Les projets seront mis en œuvre dans un délai d'un an après la signature de la convention de subvention. Les résidences couvriront tous les secteurs culturels et plusieurs se concentreront sur les objectifs du Nouveau Bauhaus européen. Plus d'informations sont disponibles ici et ici.

La Commission lance « ImagineEU », un concours vidéo destiné aux élèves des écoles secondaires

Aujourd'hui, la Commission lance l'appel à candidatures pour « ImagineEU », un concours ouvert aux étudiants des deux dernières années de l'enseignement secondaire. Les étudiants de toute l'UE sont invités à créer et à partager de vidéos courtes présentant leurs idées de changements au niveau européen susceptibles d'améliorer la qualité de vie dans leurs communautés.

Les vidéos doivent être développées et produites par un groupe de sept élèves maximum, de la même école, travaillant sous la supervision d'un ou deux enseignants. Les vidéos éligibles seront ensuite présentées sur la page web du concours, où les téléspectateurs seront encouragés à voter pour leurs préférées.

Après le vote du public, un jury évaluera les meilleures vidéos et dévoilera finalement les trois candidatures gagnantes. Trois équipes auront l'occasion de visiter les institutions européennes, d'explorer leur travail et d'en apprendre davantage sur l'UE lors d'une visite d'étude de deux jours à Bruxelles.

La date limite de soumission des vidéos est fixée au 13 décembre 2023. Le vote en ligne s'ouvrira le 20 décembre 2023 et se terminera le 28 janvier 2024. Le règlement détaillé du concours et les modalités de candidature sont disponibles sur le site Internet du concours.

Le concours « ImagineEU » s'appuie sur le concept de l'Initiative citoyenne européenne et vise à donner aux jeunes citoyens les moyens de jouer un rôle actif pour influencer les politiques de l'UE. Il complète la boîte à outils pédagogique « La démocratie européenne en action – Exprimez-vous avec l'initiative citoyenne européenne », conçue pour doter les élèves du secondaire des connaissances et des compétences nécessaires pour devenir des citoyens européens engagés.

European Commission approves a new geographical indication from Croatia - 'Meso turopoljske svinje'

The Commission approved the addition of 'Meso turopoljske svinje' – as Protected Designation of Origin (PDO) from Croatia.

‘Meso turopoljske svinje' is the fresh meat and other edible parts of the carcass of castrated males and of females of the autochthonous Turopolje pig breed. The production area of ‘Meso turopoljske svinje' is confined to the area of continental Croatia, which consists of 13 counties and the city of Zagreb. ‘Meso turopoljske svinje' has a darker, redder colour, a more compact muscle texture and less surface secretion than pork of standard production. When consumed, the cooked meat has an elastic, juicy consistency, full of flavour and a specific aroma from the rendered fat of the meat. The abundance of forests, in particular oak, the numerous watercourses and the temperate climate of Turopolje have long favoured the development of pig-farming. For centuries, the farming of Turopolje pigs has been important for the livelihood of local inhabitants.

La Commission autorise un régime d'aides d'État français d'un montant de 100 millions d'euros en faveur de la coopération dans le secteur agricole

La Commission européenne a autorisé, en vertu des règles de l'UE en matière d'aides d'État, un régime d'aides français d'un montant de 100 millions d'euros visant à favoriser la coopération dans le secteur agricole.

La mesure sera ouverte aux acteurs, opérant ou non dans le secteur agricole, dont la coopération est avantageuse principalement pour le secteur agricole. Cela concerne en particulier, par exemple, la coopération entre différentes entreprises opérant dans le secteur agricole, la chaîne alimentaire ainsi que d'autres acteurs qui contribuent au développement rural, y compris les groupements de producteurs, les coopératives et les organisations interprofessionnelles ; ou, la création de pôles et de réseaux. Dans le cadre du régime, l'aide prendra la forme de subventions directes, bonifications d'intérêts, avances récupérables, garanties ou avantages fiscaux. Le montant maximal d'aide sera égal à 100 % des coûts admissibles. Le régime s'appliquera jusqu'au 31 décembre 2029.

La Commission a apprécié le régime au regard des règles de l'UE en matière d'aides d'État, en particulier de l'article 107, paragraphe 3, point c), du TFEU, qui permet aux États membres de soutenir le développement de certaines activités économiques sous certaines conditions, et des lignes directrices concernant les aides d'État dans les secteurs agricole et forestier et dans les zones rurales. La Commission a estimé que la mesure est nécessaire et appropriée pour favoriser la coopération entre les différents acteurs du secteur agricole. En outre, la Commission a constaté que le régime est proportionné, car il est limité au minimum nécessaire, et qu'il aurait un impact limité sur la concurrence et les échanges entre les États membres. Sur cette base, la Commission a autorisé le régime français, en vertu des règles de l'UE en matière d'aides d'État. La version non confidentielle de la décision sera publiée sous le numéro SA.108057 dans le registre des aides d'État figurant sur le site web de la Commission consacré à la concurrence, dès que les éventuels problèmes de confidentialité auront été résolus.

Commission approves amendment to 2022-2027 regional State aid map for Greece

The European Commission has approved, under EU State aid rules, an amendment to Greece's map for granting regional aid until 31 December 2027, within the framework of the regional aid guidelines.

On 6 January 2022, the Commission approved the 2022-2027 regional aid map for Greece, and its amendment on 14 July 2022 to increase aid intensities for territories identified for support from the Just Transition Fund. On 30 May 2023, the Commission adopted a Communication regarding a possible mid-term review of the regional aid maps, taking into account updated statistics.

In this context, the amendment to Greece's regional aid map approved today enables higher maximum amounts of aid to investments in certain regions, because of the decrease of  the gross domestic product per capita in those regions. The maximum amounts of aid will increase as follows: (i) from 40% to 50% of the eligible investment costs in Νότιο Αιγαίο / Notio Aigaio, and (ii) from 50% to 60% of the eligible investment costs in Κρήτη / Kriti and Δυτική Μακεδονία / Dytiki Makedonia. The amended map will be in force from 1 January 2024 until 31 December 2027.

Commission approves amendment to 2022-2027 regional State aid map for Slovakia

The European Commission has approved, under EU State aid rules, an amendment to Slovakia's map for granting regional aid until 31 December 2027, within the framework of the regional aid guidelines.

On 16 September 2021, the Commission approved the 2022-2027 regional aid map for Slovakia, and its amendment on 17 February 2023 to increase aid intensities for territories identified for support from the Just Transition Fund. On 30 May 2023, the Commission adopted a Communication regarding a possible mid-term review of the regional aid maps, taking into account updated statistics.

In this context, the amendment to Slovakia's regional aid map approved today enables higher maximum amounts of aid to investments in the region of Západné Slovensko, given the decrease of its gross domestic product per capita. The maximum amounts of aid will increase from 40% to 50% of the eligible investment costs in a limited part of the region, and from 30% to 40% of the eligible investment costs in the rest of the region. The amended map will be in force from 1 January 2024 until 31 December 2027.

Commission approves €150 million Italian State aid scheme to support companies in the context of Russia's war against Ukraine

The European Commission has approved an approximately €150 million Italian scheme to support small and medium-sized companies (“SMEs”) in the region of Calabria in the context of Russia's war against Ukraine. The scheme was approved under the State aid Temporary Crisis and Transition Framework, adopted by the Commission on 9 March 2023 to support measures in sectors which are key to accelerate the green transition and reduce fuel dependencies. The new Framework amends and prolongs in part the Temporary Crisis Framework, adopted on 23 March 2022 to enable Member States to support the economy in the context of the current geopolitical crisis, already amended on 20 July 2022 and on 28 October 2022.

Under the scheme, the aid will take the form of direct grants. The scheme will be open to SMEs in the region of Calabria active in all sectors, except for the primary production of agricultural products, fishery and aquaculture. The purpose of the scheme is to support the eligible beneficiaries that are at risk of losing financial liquidity due to the increased costs of natural gas and electricity caused by the current geopolitical crisis.

The Commission found that the Italian scheme is in line with the conditions set out in the Temporary Crisis and Transition Framework. In particular, the aid (i) will not exceed €2 million per beneficiary; and (ii) will be granted no later than 31 December 2023. The Commission concluded that the scheme is necessary, appropriate, and proportionate to remedy a serious disturbance in the economy of a Member State, in line with Article 107(3)(b) TFEU and the conditions set out in the Temporary Crisis and Transition Framework. On this basis, the Commission approved the measure under EU State aid rules.

Commission clears acquisition of Dogmates by General Atlantic and L Catterton

The European Commission has approved, under the EU Merger Regulation, the acquisition of joint control of Dogmates Holdings Ltd (‘Dogmates') of the UK by General Atlantic Service Company L.P. (‘General Atlantic') and L Catterton Management Limited (‘L Catterton), both of the US.

The transaction relates primarily to the dog food sector.

The Commission concluded that the notified transaction would not raise competition concerns, given its limited impact in the European Economic Area and that the companies are not active in the same or vertically related markets. The notified transaction was examined under the simplified merger review procedure.

EU carries out first-ever military live exercise in Cadiz *

From 16 to 22 October, the EU will carry out its first-ever military live exercise from the Rota Naval Base located in Cadiz, Spain. On 17 October, High Representative/Vice-President Josep Borrell will participate in a demonstration of the exercise.

He will hold a press conference at ca. 09:15 CEST, which will be broadcast live on EbS. The same day, High Representative Borrell will address the EU Military Committee at Chiefs of Defence level that will convene in Seville.

Approximately 2,800 personnel from Member States will simulate the initial phase of a stabilisation operation, involving the Spanish amphibious assault ship ‘Juan Carlos I', leading an amphibious task group comprising 31 units including maritime, air, land, space and cyber assets.

L'Eurogroupe et les ministres des affaires économiques et financières se réunissent le 16 et 17 octobre à Luxembourg

Les ministres des finances de la zone euro et de l'UE seront à Luxembourg lundi 16 octobre pour la réunion de l'Eurogroupe et mardi 17 octobre pour la réunion du Conseil ECOFIN.

Aujourd'hui, le vice-président exécutif Dombrovskis  et le commissaire Gentiloni représentent la Commission lors de la réunion de l'Eurogroupe qui commencera cet après-midi, à 14h00.  

Les ministres échangeront avec la Secrétaire du Trésor des États-Unis, Janet Yellen, dans le cadre du dialogue économique transatlantique. Les ministres discuteront ensuite de l'avenir des marchés de capitaux et financiers européens, et prépareront le sommet de la zone euro.  

En fin d'après-midi, l'Eurogroupe discutera des priorités de la zone euro dans le cadre des plans de relance et de résilience et de la mise en œuvre des recommandations de la zone euro. Les ministres auront également l'occasion d'examiner l'avancement du projet d'euro numérique depuis leur dernier échange en juillet ; ils feront le point sur les réunions annuelles de la banque mondiale et du Fonds monétaire international de Marrakech.

Le commissaire Gentiloni participera à la conférence de presse qui suivra la réunion, prévue à 19h30.  

Mardi 17 octobre, les ministres des affaires économiques et financières de l'UE se réuniront pour le Conseil ECOFIN, qui débutera à 10h30. Le vice-président exécutif Dombrovskis et les commissaires Gentiloni et McGuinness représenteront la Commission lors de la réunion. Les participants discuteront de la proposition de réforme du cadre de gouvernance économique.

Les ministres procèderont à un échange de vues sur l'état d'avancement de la mise en œuvre de la facilité pour la reprise et la résilience (FRR), suivi par un échange de vues sur l'état de la situation en ce qui concerne les conséquences économiques et financières de l'agression de la Russie contre l'Ukraine.

Ensuite, le Conseil s'efforcera d'approuver des conclusions sur le financement de l'action climatique dans la perspective de la conférence des Nations unies sur le changement climatique (COP 28), qui se tiendra du 30 novembre au 12 décembre 2023.

Le Conseil visera aussi à approuver des conclusions relatives à la révision de la liste de l'UE des pays et territoires non coopératifs à des fins fiscales. Les ministres recevront des informations actualisés sur la liste sur la base des travaux menés au sein du groupe "Code de conduite (fiscalité des entreprises)". 

Enfin, la présidence espagnole présentera l'état de la situation en ce qui concerne les propositions législatives relatives aux services financiers.  

Le vice-président exécutif Dombrovskis participera à la conférence de presse qui aura lieu à l'issue de la réunion à 13h30.

Commissioner Simson to discuss electricity market reform and winter preparedness at Energy Council in Luxembourg tomorrow

Tomorrow, 17 October, Commissioner for Energy, Kadri Simson, will represent the Commission at the meeting of EU Energy Ministers taking place in Luxembourg.

Ministers will continue their work towards a General Approach on the Commission's proposals to reform the EU electricity market. This reform aims to make electricity prices less dependent on volatile fossil fuel prices and to shield consumers from price spikes by accelerating a surge in renewables.

At the Council on Tuesday, the Commissioner will also inform the ministers about the ongoing work on a political declaration and coalition on energy efficiency financing. Commissioner Simson will also provide ministers with an update regarding the submissions and Commission's assessments of draft updated National Energy and Climate Plans (NECPs). These Plans are crucial tools for ensuring that the EU is on track for achieving its 2030 goals for emissions reduction, renewable energy and energy efficiency. The Commissioner will also steer a discussion on winter preparedness, touching upon both gas and oil security of supplies. Over lunch, she will discuss with the ministers the role of the energy sector and policies for the EU to develop its open strategic autonomy.  

The Commissioner and Ministers will be joined virtually by the Minister of Energy of Ukraine, German Galuschenko, to discuss EU-Ukraine energy cooperation ahead of the winter season as well as the situation of Ukraine's energy system and its infrastructure. The meeting will continue the intensive cooperation in support of the people of Ukraine against Russia's unprovoked and unjustified military aggression.

Vice-President Schinas concludes his Western Africa tour in The Gambia to strengthen cooperation on sustainable development, migration and mobility

Vice-President Schinas concludes today his Western Africa tour in Banjul, The Gambia. The objective of his visit is to strengthen cooperation on sustainable development, migration and mobility.

Vice-President Schinas will meet with Muhammad B.S. Jallow, Vice-President of The Gambia, and other members of the government, including Mamadou Tangara, Minister of Foreign Affairs, International Cooperation and Gambians Abroad, and Seyaka Sonko, Minister of the Interior. 

The Vice-President will also visit a series of relevant EU-funded projects, including the Common Operational Partnership with The Gambia, against the smuggling of migrants and trafficking in human beings, implemented in cooperation with the Spanish National Police and the German Federal Police; and the Fandema project, supporting women's economic activities in rural communities and providing targeted technical education, training and skills development.

This is the latest in a series of outreach visits undertaken by Vice-President Schinas to West African countries, following the 10 point plan for Lampedusa, announced by President von der Leyen, which aims at reinforcing common efforts to prevent the loss of life at sea and tackle migrant smuggling networks, while continuing to address the root causes of migration.
