Un premier rapport annuel conjoint avec le Haut Représentant met en lumière les résultats significatifs du Plan d'action sur la mobilité militaire

La Commission et le Haut Représentant ont adopté leur premier rapport annuel conjoint sur l'état d'avancement de la mise en œuvre du Plan d'Action sur la Mobilité Militaire 2.0. Le rapport résume les principales initiatives mises en œuvre au cours des 12 derniers mois et montre des premiers progrès considérables visant à améliorer la mobilité militaire. L'étroite coopération entre le Service européen d'action extérieure, y compris l'état-major de l'UE, l'Agence européenne de défense et la Commission, a conduit à plusieurs résultats tangibles :

Dans le cadre du mécanisme pour l'interconnexion en Europe, un troisième appel à propositions a été lancé en mai 2023, doté d'un budget de 790 millions d'euros pour des projets d'infrastructures de transport à double usage. La Commission évalue actuellement plus de 100 candidatures reçues et prendra une décision sur l'attribution du budget au début de l'année prochaine.

Les besoins militaires ont été révisés en tenant compte des enseignements tirés de la guerre d'agression de la Russie contre l'Ukraine et incluent désormais de nouveaux besoins en matière de plates-formes logistiques et d'infrastructures de chaîne d'approvisionnement en carburant afin de garantir qu'ils soient capables de soutenir efficacement les opérations militaires à grande échelle ainsi que les activités militaires, ainsi que des critères d'évaluation des propositions de projets d'infrastructures à double usage.

Le Service européen d'action extérieure a organisé en juin dernier en Suède le premier atelier annuel d'experts sur la mobilité militaire avec des représentants des États membres de l'UE, des institutions de l'UE et de l'OTAN. Le Danemark a signé deux accords techniques de l'Agence européenne de défense. Enfin, après une décision positive du Conseil en novembre 2022, les Pays-Bas, en tant que coordinateur du projet, ont invité le Royaume-Uni à participer au projet de mobilité militaire PESCO, aux côtés des États-Unis, du Canada et de la Norvège. De plus, à la suite d'une décision positive du Conseil de février 2023, l'Allemagne, en tant que coordinateur du projet, a invité le Canada à rejoindre le projet PESCO Network Logistical Hubs. Grâce à son instrument d'appui technique, la Commission améliore la surveillance des oiseaux migrateurs et de leurs habitats

Aujourd'hui à Wilhelmshaven, en Allemagne, la Commission a réuni des experts internationaux pour discuter de méthodes novatrices de suivi des vols des oiseaux migrateurs dans la mer des Wadden, qui peuvent révéler des informations importantes sur la pollution atmosphérique et la qualité de nos environnements côtiers.

Trois États membres — le Danemark, l'Allemagne et les Pays-Bas — ont demandé une aide au titre de l'instrument d'appui technique (TSI) pour recenser les méthodes et technologies numériques permettant de surveiller les mouvements et le nombre d'oiseaux d'eau dans cette zone, comme les drones, la surveillance acoustique et les radars, ainsi que l'analyse de l'ADN des oiseaux.

Le projet est étroitement lié aux priorités de l'UE énoncées dans le pacte vert pour l'Europe, en particulier la stratégie de l'UE en faveur de la biodiversité. Une meilleure connaissance des menaces auxquelles sont confrontés les oiseaux d'eau le long de leur route migratoire améliore la nôtre capacité de les protéger de manière adéquate et de comprendre comment atténuer les effets du changement climatique.

Inscrit au patrimoine mondial de l'UNESCO et abritant des espèces rares de flore et de faune, l'habitat unique de la mer des Wadden a également été cité par la présidente de la Commission européenne, Ursula von der Leyen, lors de son dernier discours sur l'état de l'Union européenne. Il s'agit d'une ressource vitale pour des millions d'oiseaux migrateurs.

EU organises Air Bridge flight for those in need in Sudan

A latest EU Humanitarian Air Bridge (HAB) flight transporting supplies for humanitarian partners UNICEF, Emergency and Relief International, has delivered aid in Sudan this weekend. In May 2023 the EU launched a series of Humanitarian Air Bridge operations delivering essential supplies to Port Sudan as the conflict that broke out in April this year has created a difficult humanitarian situation with hundreds of thousands of internally displaced. To-date, five HAB operations to Port Sudan have taken place, transporting a total of around 161 tonnes of supplies, including medications to help address the recent cholera outbreak in Sudan.

Commissioner for Crisis Management Janez Lenarčič said: “The situation in Sudan is extremely alarming. Yet again innocent civilians are bearing the brunt of a conflict. Since its beginning, the EU has worked to help alleviate the suffering and provide relief to the most vulnerable. I reiterate my call on all sides to respect International Humanitarian Law so as to protect the civilian population and ensure that humanitarians can do their lifesaving work in safety and without being blocked by administrative or other hindrances.”

With over 7 million people displaced due to the conflict, Sudan represents the biggest displacement crisis globally. There are reports of atrocities, including ethnic cleansing and gender-based violence against women, across the country. The total number of children in Sudan who are out of school has reached 19 million. The devastating impacts of the conflict on livelihoods, the agriculture sector and the economy at large means that Sudan is one of the top four global hunger hotspots. The situation is made even worse due to the ongoing cholera epidemic and the recent floods.

Commission launches new ‘EU One Stop Shop' to boost Green Line trade in Cyprus

Today, the Commission has launched the new ‘EU One Stop Shop Supporting Green Line Trade and Businesses' service in Nicosia, Cyprus. It is designed to provide information and technical assistance to businesses and individuals who are, or are interested in, trading across the Green Line in Cyprus.

Commissioner for Cohesion and Reforms Elisa Ferreira said: “Increasing Green Line trade is one of the Commission's priorities in Cyprus. Green Line trade brings people and businesses together and offers important economic opportunities for businesses from both communities. By fostering trade, we can help to build trust and confidence among the two communities.”

The ‘One Stop Shop' will provide easy access to valuable information on procedures for Green Line trade to both Greek Cypriot and Turkish Cypriot producers and traders. It will also inform on the EU standards and requirements that Turkish Cypriot products need to comply with when they are placed on the EU market. The service will employ experts who speak Greek, Turkish and English, will offer a new trilingual website, and will organise networking events for producers and traders.

Green Line trade is governed by the EU's 2004 Green Line Regulation, which sets out the terms in which people, goods and services can cross the Green Line. This is the line between the government-controlled and the non-government-controlled areas of Cyprus.

The ‘One Stop Shop' is financed from the EU aid programme for the Turkish Cypriot community, which aims to facilitate Cyprus' reunification. The EU has allocated €688 million to the aid programme since 2006.

La Commission européenne approuve une nouvelle indication géographique française

La Commission européenne a approuvé aujourd'hui l'ajout du « Poulet du Bourbonnais », provenant de France, au registre des appellations d'origine protégées (AOP).

Le poulet du Bourbonnais est issu du croisement entre un coq de race bourbonnaise et, soit une poule de race bourbonnaise, soit une poule récessive permettant l'expression du phénotype du coq chez les produits qui en sont issus.

Après cuisson, le « Poulet du Bourbonnais » présente des muscles rouges marbrés et des muscles blancs de couleur pâle, avec la présence de gras sous-cutané. Il dégage une odeur intense et tenace. Son goût est intense et persistant, il présente une spécificité de bouillon de volaille. Ses saveurs sont équilibrées et ne font pas apparaître d'excès d'acidité ni d'amertume.

Commission approves amendments to Spanish State aid scheme, including €5.61 billion budget increase, to compensate energy-intensive companies for indirect emission costs

The European Commission has approved, under EU State aid rules, amendments to a Spanish scheme to partially compensate certain energy-intensive companies for higher electricity prices resulting from the impact of carbon prices on electricity costs (so-called ‘indirect emission costs') under the EU Emission Trading Scheme (‘ETS').  

The scheme was originally approved by the Commission on 16 March 2022 (SA.100004). Under the scheme, the compensation is granted to eligible companies through a partial refund of the indirect emission costs incurred between 2021 and 2030. The compensation is granted for indirect emission costs incurred in the previous year, with the final payment to be made in 2031.  

Spain notified the following modifications to the existing scheme: (i) a budget increase of €5.61 billion leading to an overall budget of €8.51 billion to compensate costs from 2022 to 2030, to account for the increase in the forward price of EU ETS allowances; and (ii) the introduction of an additional eligibility requirement, according to which beneficiaries of aid above €30,000 must pay their suppliers within a maximum of 60 days in line with national rules.

The Commission assessed the amended scheme under EU State aid rules, and in particular the Guidelines on certain State aid measures in the context of the greenhouse gas emission allowance trading scheme post-2021 (‘ETS State aid Guidelines'). The Commission found that the amended scheme remains necessary and appropriate to support energy-intensive companies to cope with the higher electricity prices and to avoid that companies relocate to countries outside the EU with less ambitious climate policies, resulting in an increase in global greenhouse gas emissions. Moreover, the Commission found that the amended scheme continues to comply with the requirements set out in the ETS State aid Guidelines. Finally, the Commission concluded that the aid granted continues to be limited to the minimum necessary and will not have undue negative effects on competition and trade in the EU. On this basis, the Commission approved the amendments under EU State aid rules.  

The non-confidential version of the decision will be made available under the number SA.106491 in the State aid register on the Commission's competition website once any confidentiality issues have been resolved.

La Commission approuve la modification de la carte de la France pour les aides d'État à finalité régionale pour la période 2022-2027  

La Commission européenne a approuvé, en vertu des règles de l'UE en matière d'aides d'État, une modification de la carte de la France pour l'octroi d'aides à finalité régionale jusqu'au 31 décembre 2027, dans le cadre des lignes directrices concernant les aides d'État à finalité régionale.

Le 21 janvier 2022, la Commission a approuvé la carte initiale des aides à finalité régionale pour le période 2022-2027 pour la France, et sa modification le 16 mai 2022 pour définir les régions françaises éligibles au bénéfice d'aides régionales à l'investissement en vertu de la dérogation prévue à l'article 107 (3) (c) du TFUE. Le 30 mai 2023, la Commission a adopté une Communication concernant la possible révision à mi-parcours des cartes des aides à finalité régionale, compte tenu des évolutions statistiques.

Dans ce contexte, la modification de la carte des aides à finalité régionale approuvée aujourd'hui permet d'augmenter les montants maximaux d'aide aux investissements en Martinique, région ultrapériphérique au regard du droit européen, compte tenu de la diminution de son produit intérieur brut par habitant. Les montants maximaux de l'aide passeront de 40% à 50% des coûts d'investissements éligibles. La carte modifiée sera en vigueur du 1 janvier 2024 au 31 décembre 2027.

La version non confidentielle de la décision adoptée aujourd'hui sera publiée sous le numéro SA.109458 dans le registre des aides d'État sur le site web de la DG Concurrence,  dès que les éventuels problèmes de confidentialité auront été résolus.

Commission sends Adobe Statement of Objections over proposed acquisition of Figma

The European Commission has informed Adobe of its preliminary view that its proposed acquisition of Figma may reduce competition in the global markets for the supply of interactive product design software and of other creative design software.

On 7 August 2023, the Commission opened an in-depth investigation to assess Adobe's proposed acquisition of Figma and whether the transaction may affect competition in the global markets for the supply of interactive product design software, for vector editing software and for raster editing software.

As a result of this in-depth investigation, the Commission reached the preliminary conclusion that the transaction may significantly reduce competition in the global markets for the: (i) supply of interactive product design tools where Figma is the clear market leader and Adobe one of its largest competitors; and (ii) supply of vector editing tools and supply of raster editing tools, by eliminating Figma as a potential competitor, thereby strengthening Adobe's dominance in these markets.

The sending of a Statement of Objections does not prejudge the outcome of the investigation. Adobe now has the opportunity to reply to the Commission's Statement of Objections, to consult the Commission's case file and to request an oral hearing.

Commission clears acquisition of Everise by Warburg and Brookfield

The European Commission has approved, under the EU Merger Regulation, the acquisition of joint control of BCP V Everise Topco Inc (‘Everise') of Canada by Warburg Pincus LLC (‘Warburg') of the US and Brookfield Corporation (‘Brookfield') of Canada. 

The transaction relates primarily to the sector of business process outsourcing in the healthcare and insurance fields. 

The Commission concluded that the notified transaction would not raise competition concerns, given that the companies are not active in the same or vertically related markets. The notified transaction was examined under the simplified merger review procedure.

European Hydrogen Week 2023 kicks off in Brussels

Today, the biggest annual event dedicated to hydrogen in Europe kicks off in Brussels, co-organised by the Commission. The European Hydrogen Week 2023 features a four-day high-level policy conference and forum which will bring together policymakers and hydrogen stakeholders to discuss the latest developments, challenges and opportunities in the sector. This afternoon, the event will launch with a video message from President von der Leyen and a keynote speech by Executive Vice-President Maroš Šefčovič on the role of hydrogen and the global challenges ahead, in particular the need to preserve the EU industry's competitiveness.  

This morning, Commissioner Thierry Breton, attended the seventh Hydrogen Forum of the European Clean Hydrogen Alliance. The Forum takes stock of the progress achieved so far by the Clean Hydrogen Alliance and underlines the actions that are still necessary to scale up hydrogen production capacity across the supply chain to achieve our 2030 hydrogen ambition, in line with the REPowerEU plan.

At the high-level conference, Commissioner Kadri Simson will deliver a video message on Wednesday, addressing the importance of and upcoming actions to support hydrogen infrastructure. Commissioner Hoekstra will give a speech on Thursday on the EU's energy transition and the European Hydrogen Bank. Also on Thursday 23 November, the Commission will launch the Bank's first auction for the domestic production of renewable hydrogen, supported by the EU's Innovation Fund.

On Wednesday, the European Green Hydrogen Investment Day, will bring together more than 25 investors and 10 hydrogen ventures across the EU with both innovative hydrogen technology start-ups and large-scale projects. The week will culminate with a webinar ‘On the way to COP28', looking towards the upcoming UN Climate Change Conference in Dubai.
