EU endorses international Declaration on Climate and Health at COP28 Health Day
On behalf of the EU, the Commission officially endorsed on Sunday, 3 December, an international Declaration on Climate and Health. The endorsement took place in the United Arab Emirates in the context of COP28 Health Day, during which the first ever climate-health ministerial was held, with the participation of Executive Vice-President for the European Green Deal, Interinstitutional Relations and Foresight Maroš Šefčovič. Ministers discussed ways to address the burden of climate change on health and health systems, both through policy and investment.
An estimated 62,000 deaths were linked to the heatwave in Europe during the summer of 2022. In addition, rising temperatures are bringing new threats to our continent, including mosquito-and water-borne diseases. As an example of our actions to address this challenge, the Commission's Health Emergency Preparedness and Response Authority (HERA) is investing €120 million to enhance the accessibility of medical countermeasures for vector-borne diseases.
The Declaration on Climate and Health represents an international voluntary call to action to address the negative impact of climate change on human health. It is a commitment from all signatories to work towards more climate-resilient, low-carbon and sustainable health systems, and to do more to protect those most vulnerable and affected by the climate crisis.
Executive Vice-President Šefčovič said: “The climate crisis calls for a global response, in health as in every other policy area. Climate change takes a huge toll on health, in particular for those most vulnerable. This Declaration is a step towards an integrated approach between health and climate strategies, which is pivotal to ensure a sustainable future for our planet and its citizens.”
Stella Kyriakides, Commissioner for Health and Food Safety, said: “The health consequences of climate change are increasingly evident, in the EU and around the world. The EU is firmly focused on addressing the health threats of climate change through a One Health approach, and we welcome the commitment from our global partners that this is a shared responsibility. We must work together to make our health systems more climate-resilient and prepared to support the most vulnerable populations in our Health Union and globally.”

COP28 EU Energy Days focus on implementing the clean energy transition after launch of Global Pledge on Renewables and Energy Efficiency
Today and tomorrow (4-5 December), the European Commission is hosting the EU Energy Days at the United Nations Climate Change Conference (COP28) in Dubai. For the first time, this high-level conference will take place over two days and feature 9 sessions, broadcasted from the EU Pavilion in Dubai.
The events take place after 121 countries signed up to the Global Pledge on Renewables and Energy Efficiency, an initiative launched jointly by the EU and COP28 presidency and presented by President von der Leyen at the World Climate Action Summit over the weekend. The pledge sets global targets to triple the global installed capacity of renewable energy and double the global rate of energy efficiency improvements by 2030 compared to the previous decade. Delivering these targets will support the transition to a decarbonised energy system, and help to phase out unabated fossil fuels. The Commission President also announced this weekend €175 million of support the Methane Finance Sprint, and Executive Vice-President Maroš Šefčovič will co-host the Global Methane Pledge Ministerial meeting this evening in Dubai.
Commissioner for Energy, Kadri Simson, opened the EU Energy Days in Dubai this morning and said: “We have just launched a global pledge to triple the deployment of renewables and double energy efficiency measures by 2030. I am pleased to see that more than 100 countries have signed up already. This is a strong signal that, collectively, we can move towards the clean energy future our planet so desperately needs.” Her full speech is available here.
This year discussions will focus on implementing these global energy targets, with panels covering a wide range of topics, from powering the green energy transition and green financial flows to digitalising sustainability and a just transition.

Almost €34 million in European Solidarity Funds awarded to Romania to repair damages caused by severe drought in 2022
The Commission has approved €33.9 million from the European Union Solidarity Fund (EUSF) to support Romania in addressing the extensive damages caused by droughts and wildfires in 2022.
Commissioner for Cohesion and Reforms Elisa Ferreira said: “This is EU solidarity in action! We promised, and we delivered: €33.9 million in financial support will help Romania rebuild and restore what was destroyed to the drought and wildfires in 2022. The EU Solidarity Fund is a tangible way to show our solidarity and support and is paramount in the face of unrelenting climate change.”
Between March and August 2022, Romania was affected by a severe drought caused by reduced rainfall. This had widespread consequences such as the failure of crops, forest fires, and scarcity of running and drinking water for the population in many regions.
The EUSF assistance will cover part of the costs of emergency and recovery operations, such as rescue services and interventions to support the immediate needs of the population, as well as the repair of damaged infrastructure and the general clean-up of disaster-stricken areas.
The EUSF helps Member States and accession countries to handle the financial burden caused by major natural disasters and health emergencies. Since 2002, the Fund has mobilised over €8.2 billion for 127 disasters (107 natural disasters and 20 health emergencies) in 24 Member States (plus, the UK), and 3 accession countries (Albania, Montenegro, and Serbia).

La Commission publie son rapport annuel sur l'application de la Charte des droits fondamentaux de l'UE
La Commission européenne a publié aujourd'hui son rapport annuel sur l'application de la Charte des droits fondamentaux de l'Union européenne.
Le rapport met l'accent sur une protection juridique effective et l'accès à la justice, conformément à la stratégie de 2020 visant à renforcer l'application de la Charte des droits fondamentaux dans l'UE. Le rapport donne un aperçu de la législation pertinente de l'UE et des évolutions récentes en matière d'accès à la justice par des voies de recours judiciaires et non judiciaires, et détaille le cadre juridique complet que l'UE a mis en place pour permettre une résolution équitable des problèmes juridiques par l'intermédiaire des services juridiques et judiciaires.
Les politiques décrites dans le rapport vont des efforts déployés pour numériser le système judiciaire à la protection des victimes de la criminalité ou de la discrimination, en passant par le renforcement des droits des consommateurs et la protection des droits des suspects ou des personnes poursuivies dans le cadre des procédures pénales, et comprennent des domaines tels que la protection de l'environnement, la réglementation des contenus en ligne et la protection des données. Le rapport fournit également un aperçu des réalisations et des difficultés rencontrées par les États membres pour assurer une protection juridique efficace dans les domaines couverts par le droit de l'Union.
Věra Jourová, vice-présidente chargée des valeurs et de la transparence, a déclaré: « En Europe, tous sont égaux devant la loi. Il est de notre devoir de respecter ce principe, et nous le faisons avec détermination. Dans la démocratie libérale, les citoyens doivent bénéficier d'un accès égal à la justice et d'une protection juridique effective. Nous invitons les États membres à garantir le respect et la protection des droits fondamentaux sur le terrain. »
Didier Reynders, commissaire à la justice, a ajouté: « Comme nous l'avons vu, notre stratégie visant à renforcer l'application de la Charte fonctionne. À ce jour, 23 États membres ont désigné un point de contact pour stimuler la coopération et promouvoir l'application effective de la charte. J'encourage les autres institutions de l'UE et les États membres à utiliser les conclusions du rapport pour examiner comment une protection juridique efficace pourrait être garantie à tous sans laisser personne de côté. »

Le Centre commun de recherche de la Commission renouvelle sa collaboration avec l'Institut national de recherche français au profit de l'agriculture et des systèmes alimentaires durables
Aujourd'hui, le Centre commun de recherche (« Joint Research Centre ») de la Commission et l'INRAE, l'Institut national français de recherche sur l'agriculture, l'alimentation et l'environnement, ont signé un accord de quatre ans visant à fournir des données scientifiques au profit de politiques publiques efficaces dans les domaines de l'agriculture, de l'alimentation et du changement climatique.
La coopération se concentrera sur quatre domaines : développer des approches holistiques pour définir et évaluer la durabilité dans les domaines de l'agriculture et des systèmes alimentaires, améliorer la capacité de modélisation pour décrire les processus biophysiques, les interactions environnementales et les implications socio-économiques de l'agriculture et du changement climatique, et contribuer à évaluer les impacts des objectifs des politiques vertes pour divers systèmes alimentaires et agricoles, amélioration des cadres de surveillance européens et mondiaux pour comprendre le processus des ressources naturelles (sol, eau et forêt) et développement de méthodes conjointes pour intégrer les connaissances scientifiques dans le processus d'élaboration des politiques.
Le partenariat s'appuie sur un précédent accord de collaboration signé en 2018. Depuis lors, cette coopération fructueuse a contribué à la fourniture de solutions concrètes auprès des décideurs politiques et de la société, telles que le développement de l'Observatoire européen des sols : un tableau de bord, géré par le Centre commun de recherche, qui fournit des preuves sur l'ampleur de la dégradation des sols dans l'UE. Il a également contribué à l'amélioration des méthodes de mesure et de suivi de l'impact des systèmes agricoles sur l'environnement et les écosystèmes.
Les partenariats scientifiques sont un outil clé pour fournir aux décideurs politiques des données factuelles leur permettant d'élaborer des politiques fondées sur des données. La collaboration permettra au Centre commun de recherche et à l'INRAE d'explorer les moyens de mettre en œuvre une modélisation intégrée du système alimentaire, couvrant l'ensemble de la chaîne alimentaire, des agriculteurs aux consommateurs, les effets du système alimentaire sur la société, l'économie et l'environnement et la santé des citoyens, des animaux et des plantes.

Nouveau partenariat à grande échelle pour les compétences dans le secteur des soins de santé*
Avec le soutien de la Commission, les parties prenantes du secteur des soins de santé, y compris les entreprises pharmaceutiques et les universités, ont mis en place un partenariat à grande échelle en matière de compétences. Ce partenariat permettra d'accroître la formation dans ce domaine en Europe, ce qui est essentiel pour la prospérité industrielle et sociale de l'UE. Ce secteur est confronté à d'importantes pénuries de compétences et de main-d'œuvre, qui devraient s'intensifier avec la demande croissante de produits et de services de santé, due au vieillissement de la population en Europe. Ce nouveau partenariat couvrant la fabrication de produits pharmaceutiques, de dispositifs médicaux et d'équipements de protection individuelle complète le partenariat existant en matière de compétences dans le secteur de la santé couvrant les services médicaux.
L'ambition du partenariat est de mettre en place un modèle commun de développement des compétences, en particulier dans le contexte actuel de transformations écologiques et numériques, en mettant en commun les connaissances, les expériences et les ressources. L'objectif est de faciliter les initiatives de perfectionnement et de reconversion professionnels dans l'ensemble du secteur de la santé, ainsi que de promouvoir les possibilités d'apprentissage et la formation sur le terrain. Parmi les besoins concrets en matière de compétences qui seront pris en compte figurent l'adaptation aux progrès technologiques, le respect de la réglementation, l'assurance de la qualité, ainsi que la chaîne d'approvisionnement, la constitution de stocks et la gestion de la distribution.
En outre, le partenariat se concentrera sur le renforcement de la veille stratégique sur les besoins en compétences du secteur et sur le suivi de nouveaux programmes de formation alignés sur les besoins en compétences recensés. Elle contribuera également à l'élaboration d'une stratégie en matière de compétences pour le secteur européen de la santé.
Le pacte pour les compétences est l'une des initiatives phares de la stratégie européenne en matière de compétences. Il vise à mobiliser des ressources et à inciter tous les partenaires concernés à prendre des mesures concrètes pour améliorer les compétences et reconvertir la main-d'œuvre dans les principaux écosystèmes industriels. À ce jour, le pacte a permis de former plus de 2 millions de travailleurs, avec 15,500 programmes de formation actualisés ou développés et 160 millions d'euros investis par les membres du pacte dans des programmes de formation. Cela contribue également à l'Année européenne des compétences et au grand objectif de l'UE selon lequel, d'ici à 2030, au moins 60 % de tous les adultes devraient participer à des formations chaque année.
Le partenariat à grande échelle en matière de compétences pour le secteur des soins de santé est le 19ème partenariat à grande échelle du pacte pour les compétences et le troisième dans l'écosystème de santé de la stratégie industrielle de l'UE.

Commission holds 7th plenary meeting of the Industrial Forum
The Commission is holding the 7th plenary meeting of the Industrial Forum today in Brussels. The forum provides expert advice on the implementation of the EU's industrial policy. Thierry Breton, Commissioner for Internal Market, will open a session on the future of the EU's single market together with Enrico Letta, former Italian Prime Minister and President of the Delors Institute, who is drafting a high-level report on the future of the Single Market. The Commissioner, Mr Letta and Forum members will then exchange on reporting burden and on single market barriers more broadly.
In addition, today's meeting has a session dedicated to the Economic Security Strategy, which will address supply chain resilience, de-risking strategies, and risks related to critical technologies.
Other key topics tackled at the forum will include the Foreign Subsidies Regulation, the upcoming Annual Single Market and Competitiveness Report 2024, and the Industrial Forum's workplan.
The Industrial Forum's members are made up of representatives from Member States and stakeholders from industry, academia, civil society, trade unions and other organisations.

EU education and training shows some encouraging trends but challenges remain, new report reveals
More and more young Europeans obtain a tertiary degree and the average number of early leavers from education and training is in decline. Those are some of the encouraging developments revealed by the 2023 edition of the Commission's Education and Training Monitor, launched by Iliana Ivanova, Commissioner for Innovation, Research, Culture, Education and Youth, at the European Education Summit last week.
The Monitor also shows that almost two thirds of recent graduates from vocational education and training (VET) experienced work-based learning. On the other hand, the report highlights remaining challenges, such as the prevalent underachievement in basic skills, widespread inequity in education access and performance, the gender gap in tertiary qualifications, and the lack of women in STEM disciplines.
The 2023 edition of the report zooms in on teacher shortages in Europe and the various efforts to make the teaching profession more attractive. Teacher shortages are an increasing concern and, in some countries, are expected to worsen due to an ageing teaching population. More detailed information on the teaching profession can be found also in the newly established teachers' dashboard.
The annual publication analyses the evolution of EU education and training systems and reports on progress towards reaching jointly agreed EU-level targets as part of Member States' cooperation in the European Education Area. The Monitor includes a comparative analysis, 27 country reports and an online Monitor Toolbox, with the most prominent data and sources on education and training systems in the EU.

European Commissions approves two new Geographical Indications from Turkey
The European Commission approved today the addition of the Turkish table olive ‘Edremit Körfezi Yeşil Çizik Zeytini' to the register of Protected Designations of Origin (PDO) and ‘Maraş Tarhanası', a Turkish fermented food, to the register of Protected Geographical Indications (PGI).
‘Edremit Körfezi Yeşil Çizik Zeytini' is a table olive obtained from the Edremit variety, one of Türkiye's most popular varieties, by scratching and brining Edremit olives.
Olive cultivation has a long tradition in the Edremit Gulf region. The area is of significant importance for olive cultivation in Türkiye. Olive trees have been cultivated here for thousands of years and are an important economic sector today. The main distinguishing feature of the production of ‘Edremit Körfezi Yeşil Çizik Zeytini' is the natural fermentation. There is no human intervention or chemical treatment during the fermentation of the olives. Therefore, the production process lasts at least six months after the harvest, as the bitter substances are gradually removed. However, a certain degree of bitterness remains in the final product, which confirms the freshness and authenticity of the olives.
‘Maraş Tarhanası' is a fermented food that is a dried mixture of cooked wheat, yoghurt, thyme and salt. After fermentation, black sesame, pepper, walnuts and almonds can be added according to personal preference. The most important feature that distinguishes 'Maraş Tarhanası' from other tarhanas is that the yoghurt is not added during cooking, but only after the cooked cracked wheat has cooled down, thus preserving the natural prebiotic additives. The production of ‘Maraş Tarhanası' is seasonal, as it is dried on ‘çiğ' (mats) in the sun. The ever-present breeze in Kahramanmaraş in July and August plays an essential role in the drying process when making tarhana, adding an original factor to the product. Tarhana has an important cultural significance in Kahramanmaraş.

Commission clears acquisition of Applus by I Squared Capital and TDR Capital
The European Commission has approved, under the EU Merger Regulation, the acquisition of joint control of Applus Services S.A. (‘Applus') of Spain by I Squared Capital Advisors LLC (‘I Squared Capital') of the US and TDR Capital LLP (‘TDR Capital') of the UK.
The transaction relates primarily to the testing, inspection and certification sector in Spain.
The Commission concluded that the notified transaction would not raise competition concerns, given that the companies are not active in the same or vertically related markets. The notified transaction was examined under the simplified merger review procedure.

L'UE, l'ONU et la société civile discutent du rôle de la jeunesse dans la défense des droits humains lors du Forum UE-ONG sur les droits humains
Les 4 et 5 décembre, l'UE et le Réseau des droits de l'homme et de la démocratie organisent le 25e Forum UE-ONG sur les droits humains. Cette année, le thème du forum virtuel est "Les jeunes, acteurs du changement pour les droits humains".
Aujourd'hui, le haut représentant/vice-président pour les affaires étrangères et la politique de sécurité, Josep Borrell, prononcera un discours liminaire. La vice-présidente chargée des valeurs et de la transparence, Věra Jourová, la ministre belge des affaires étrangères, Hadja Lahbib, et le représentant spécial de l'UE pour les droits humains, Eamon Gilmore, ouvriront le forum.
Pendant cet évènement de deux jours, l'UE, la société civile, des experts des Nations unies et des membres du monde universitaire discuteront du travail des jeunes défenseurs des droits humains, des menaces et des défis auxquels ils sont confrontés dans le monde entier, et identifieront les moyens de s'engager de manière significative pour façonner leur avenir et celui des droits humains. L'événement réunira environ 200 participants, dont des ONG, 130 jeunes défenseurs des droits humains de plus de 80 pays, des organisations internationales et des associations de jeunes. Commissioner McGuinness in Bulgaria to discuss sanctions enforcement and anti-money laundering
From 4 to 5 December, Commissioner for Financial Services, Financial Stability and Capital Markets Union, Mairead McGuinness, will visit Bulgaria. The Commissioner will meet with government representatives, members of the parliament as well as the financial services sector to discuss on sanctions, ongoing anti-money laundering reforms and the future of finance.
Today, 4 December, the Commissioner will meet with Nikolai Denkov, Prime Minister of Bulgaria, Assen Vassilev, Minister of Finance, and Rumen Radev, Minister for Energy. They will have a joint press conference thereafter. Commissioner McGuinness will also meet with Mariya Gabriel, Deputy Prime Minister and Minister of Foreign Affairs.
Tomorrow, 5 December, the Commissioner will visit the border with Türkiye to observe how Bulgarian authorities implement border checks on the ground, in particular for proper sanctions enforcement. She will be accompanied by Minister Vassilev and will meet with the heads of the Border Police, Customs and the National Revenue Agency. In the afternoon, back in Sofia, the Commissioner will meet with Ms Martina Feeney, Ambassador of Ireland to Bulgaria, as well as with local entrepreneurs and innovators from the Bulgarian FinTech sector.

La Commission lance des voyages d'étude à Bruxelles pour les journalistes et les créateurs de contenus afin d'améliorer leur connaissance des institutions de l'UE et de la politique de cohésion
Les journalistes souhaitant en apprendre davantage sur le fonctionnement des institutions de l'UE, sur nos politiques globales, et plus particulièrement sur la politique de cohésion, sont invités à présenter leur candidature pour l'édition 2024 du programme de voyage médiatique #EUinMyRegion de la Commission. L'appel est ouvert jusqu'au lundi 8 janvier 2024, à 17h00 HEC.
Le programme est ouvert aux journalistes régionaux et locaux ainsi qu'aux créateurs de contenus dans l'UE et comprend un voyage d'étude de deux jours à Bruxelles. Les participants visiteront les institutions de l'UE, en apprendront davantage sur nos différentes structures et procédures et se pencheront sur le thème de la politique de cohésion et de la gestion de la fraude par l'UE et de la mauvaise gestion des fonds.
Après le programme, les participants auront acquis une meilleure compréhension des politiques de l'UE, en particulier de la politique de cohésion. Ils auront également établi de nouveaux contacts et connexions avec d'autres journalistes d'autres pays et régions.
Le premier voyage d'étude est prévu pour les 19 et 22 mars 2024, deux autres voyages sont prévus en avril et en mai. Chaque voyage d'étude devrait comprendre environ 40 journalistes et créateurs de contenus originaires des États membres de l'UE.
