The Commission and the European Investment Fund join forces to boost investment in defence innovation through the Defence Equity Facility
The Commission and the European Investment Fund (EIF) have joined forces to step up their support to EU's defence and security through the launch of the Defence Equity Facility.
The initiative, consisting of €100 million from the European Defence Fund and an additional €75 million from the European Investment Fund, will significantly expand EIF's investment capacity to support, in the next four years, private equity and venture capital funds with strategies covering technologies relevant to defence.
This €175 million initiative is expected to attract additional private investments in the funds it supports, thereby mobilising, in total, circa. €500 million in support of European companies.
The Defence Equity Facility aims to stimulate the development of an ecosystem of private funds investing in defence innovation. The initiative will focus on technologies with dual-use potential encompassing both civilian and defence applications, to further support the EU's security, in line with InvestEU's objectives.
This new funding opportunity will be accompanied by capacity building activities support managers in the development and management of their funds. More information on the initiative is available in a press release and on a dedicated website.

La Commission autorise l'acquisition de Fjord 1 par EDF et DIF Management
La Commission européenne a approuvé, en vertu du règlement européen sur les concentrations, l'acquisition du contrôle conjoint de Fjord 1 AS, basée en Norvège, par Electricité de France (« EDF »), basée en France et DIF Management B.V, basée aux Pays Bas.
La transaction concerne principalement le marché du transport de passagers par ferry.
La Commission a conclu que la concentration envisagée ne soulèverait pas de problème de concurrence, compte tenu que les entreprises concernées ne sont pas présentes sur les mêmes marchés ou sur des marchés verticalement liés. La transaction notifiée a été examinée dans le cadre de la procédure simplifiée du contrôle des concentrations.

Commission clears acquisition of Wittur by FS Investments and KKR
The European Commission has approved, under the EU Merger Regulation, the acquisition of joint control of Wittur International Holding GmbH (‘Wittur') of Germany by Franklin Square Holdings L.P. (‘FS Investments') and KKR & Co. Inc. (‘KKR'), both of the US.
The transaction relates primarily to the design, production, sale and trade of elevator components for residential and commercial applications, worldwide.
The Commission concluded that the notified transaction would not raise competition concerns, given that the companies are not active in the same or vertically related markets. The notified transaction was examined under the simplified merger review procedure.

La présidente von der Leyen et des membres du Collège participent au Forum économique mondial de Davos
La présidente Ursula von der Leyen participera au Forum économique mondial organisé à Davos, qui débutera la semaine prochaine. Le mardi 16, elle prononcera un discours à la session d'ouverture, à 11h20 CET, qui sera transmis en direct sur EbS.
D'autres membres du Collège se rendront également en Suisse au cours de la semaine pour participer au Forum : les vice-présidents exécutifs Valdis Dombrovskis et Maroš Šefčovič, les vice-présidentes Věra Jourová et Dubravka Šuica, et les commissaires Paolo Gentiloni, Stella Kyriakides, Kadri Simson, Iliana Ivanova, et Wopke Hoekstra.
Ils participeront à des panels et des conférences dans leurs domaines respectifs, notamment la coopération pour accélérer l'action climatique, les écosystèmes d'innovation énergétique, l'innovation, le commerce des matières premières essentielles, la santé mondiale, les technologies de l'information et de la communication, ainsi que la réglementation de l'intelligence artificielle, parmi d'autres sujets.

HR/VP Josep Borrell travels to Guatemala to attend transition of power, strengthen bilateral and regional relations
High Representative/Vice President Josep Borrell will be in Guatemala from 13-16 January. This marks a first ever visit by the EU High Representative to the country and his 6th visit to the Latin America and Caribbean region during his current mandate.
On 13 January, the HR/VP will meet with President-elect Bernardo Arévalo to discuss strengthening the EU-Guatemala partnership and dialogue, the new government's priorities and areas of shared interest for potential cooperation. A press point will take place, which can be followed on EbS. The visit is testimony of the EU's firm support to democracy in Guatemala. It follows the deployment of an EU Election Observation Mission (EOM) to Guatemala, to observe the 2023 general elections; the EU's support to a peaceful and orderly transition of power; and the adoption of a dedicated framework for restrictive measures, on 12 January 2024, in support of democracy. Beyond the transition of power, the EU, as a longstanding partner of Guatemala, stands ready to work closely together with the new administration on key priorities of shared interest, such as strengthening governance, the rule of law and support a national agenda for inclusive and sustainable development.
On 14 January, HR/VP Borrell will attend the official swearing in ceremony of President Bernardo Arevalo of Guatemala and Deputy President Karin Herrera Aguilar. On the same day, he is due to meet with Justice Operators and Human Rights Defenders, Virginia Laparra, Claudia Gonzalez, and Haroldo Vasquez, as well as members of the Indigenous Authorities and private sector representatives. He will also hold a number of bilateral meetings: with the President of Chile, Gabriel Boric; the President of the Republic of Paraguay, Santiago Peña; the Vice-President of Brazil, Geraldo Alckmin; and the Secretary of Foreign Affairs of Mexico, Alicia Bárcena Ibarra; amongst others.
On 15 January, HR/VP Borrell will visit the Petén department. During his visit, the HR/VP will be meeting with local civil society leaders, local associations, and implementing partners of the EU working to preserve the rainforest. He will give a press conference at 13:30, local time (20:30 CET), regarding new EU cooperation projects in the area, broadcast on Ebs.
The EU is a key partner for Guatemala, in particular in the areas of trade, cooperation, green transition and humanitarian assistance.

Les commissaires Sinkevičius et Hoekstra participent à la réunion informelle des ministres de l'environnement à Bruxelles
Le commissaire à l'environnement, aux océans et à la pêche, Virginijus Sinkevičius, et le commissaire à l'action pour le climat, Wopke Hoekstra, représenteront la Commission au Conseil informel de l'Environnement les 15 et 16 janvier à Bruxelles.
Lundi, les ministres de l'environnement et le commissaire Hoekstra se concentreront sur l'adaptation et la résilience au climat et sur les moyens pour l'UE de se préparer à gérer les risques climatiques futurs. La séance du déjeuner sera consacrée à l'ambition et à la politique climatique de l'UE, intégrant la mise en œuvre de l'accord de la COP28 et de la législation « Fit for 55 », ainsi que la prochaine communication sur l'objectif de réduction des émissions à l'horizon 2040. L'après-midi, ils débattront de la manière de rendre le cadre politique de transition juste adapté à l'avenir.
Mardi, le commissaire Sinkevičius participera à la deuxième journée du Conseil informel de l'environnement dans une séance dédiée au rôle essentiel de l'économie circulaire dans la lutte contre la triple crise planétaire : la réalisation de la neutralité climatique, la restauration de la biodiversité et la réalisation des objectifs en matière de pollution zéro. La session se concentrera sur les actions de l'UE visant à accélérer et à renforcer la transition vers une économie circulaire et une gestion durable des ressources, en s'appuyant sur les progrès réalisés dans le cadre du plan de l'UE pour l'économie circulaire, y compris le règlement sur l'écoconception des produits durables, provisoirement approuvé en décembre.
Une conférence de presse aura lieu à l'issue de la réunion informelle, prévue provisoirement à 12h45, le 16 janvier, avec la participation du commissaire Sinkevičius aux côtés de la présidence belge du Conseil de l'UE.
