EU grants access to funding for Montenegro under the EU4Health programme

Today, Commission and the Government of the Republic of Montenegro will sign an agreement associating Montenegro to the EU4Health programme, which will enable the country's health system to better respond to immediate needs and contribute to long-term recovery. With the entry into force of the agreement, Montenegrin health authorities and the wider health community can fully benefit from the EU funding opportunities under the programme, on equal footing with EU Member States, Norway, Iceland, Moldova and Ukraine. Discussions are ongoing with several other countries.

Starting from 1 January 2024, both public and private health sector entities in Montenegro will be able to access funding opportunities through various channels such as open calls, direct grants, and joint actions. These include critical areas such as improving cancer diagnosis, treatment and care, contributing to the European Health Data Space, developing strategies for medicine stockpiling, bolstering mental health services, addressing non-communicable diseases and initiatives tackling cross-border health threats.

L'excédent commercial agroalimentaire atteint son plus haut niveau depuis trois ans

Le dernier rapport mensuel de la Commission européenne sur le commerce agroalimentaire, publié aujourd'hui, révèle que l'excédent commercial agroalimentaire de l'UE est resté stable à 6,9 milliards d'euros en octobre 2023, soit son niveau le plus élevé au cours des trois dernières années et une augmentation de 38 % par rapport à septembre 2022. La balance commerciale cumulée (de janvier à octobre 2023) a atteint 58 milliards d'euros, soit 10,6 milliards d'euros de plus qu'au cours de la même période en 2022.

Notamment, les exportations agroalimentaires de l'UE vers le Royaume-Uni sont restées élevées et la Turquie est devenue la deuxième destination la plus importante, enregistrant une croissance cumulée importante des exportations de 836 millions d'euros en 2023. L'Ukraine occupe la troisième position, avec une augmentation notable de 447 millions d'euros par rapport à 2022.

En outre, les importations de l'UE ont augmenté de 6 % d'un mois à l'autre en octobre, atteignant 13 milliards d'euros, soit toujours 17 % de moins que leur niveau d'octobre 2022. Les importations cumulées (de janvier à septembre 2023) ont atteint 132,8 milliards d'euros, soit 6 % de moins que leur niveau de 2022, avec des augmentations des importations de produits du tabac et de sucre, et des réductions des importations d'oléagineux et de protéagineux, ainsi que d'huiles végétales.

Les importations en provenance de Turquie représentent l'augmentation de valeur cumulée la plus importante par rapport à 2022. L'Égypte a également connu une croissance significative, avec une hausse des importations de 484 millions d'euros, principalement due à l'augmentation des importations de fruits, de noix et de légumes.

La 20ème édition des Music Moves Europe Awards célèbre les nouveaux talents

Cinq groupes musicaux européens prometteurs ont remporté hier les Music Moves Europe Awards 2024 au festival Eurosonic, à Groningen, aux Pays-Bas. Sélectionnés parmi 15 nominés par un jury d'experts, Yunè Pinku (Irlande), Bulgarian Cartrader (Bulgarie), Giift (Danemark), freekind. (Slovénie) et Ralphie Choo (Espagne) sont arrivés en tête de l'édition 2024, qui marquait également la 20ème remise des prix. Par ailleurs, Zaho de Sagazan (France) a reçu le prestigieux Grand Prix du Jury et a également remporté le Prix du Choix du Public car elle a reçu le plus grand nombre de votes en ligne de la part des passionnés de musique en Europe et au-delà. Avec les Music Moves Europe Awards, l'UE soutient les talents émergents, promeut et célèbre la richesse du répertoire européen.

Ces prix, qui soutiennent les talents émergents et célèbrent la richesse du répertoire européen, font partie du cadre plus large des Music Moves Europe. Ce cadre définit le soutien de l'UE à l'industrie musicale en reconnaissance aux contributions culturelles, économiques et sociales majeures du secteur.

Le prix européen pour la musique populaire et contemporaine est cofinancé par le programme Europe Créative. Il reconnaît le succès d'artistes émergents qui ont atteint un public en dehors de leur propre pays. Chaque lauréat du Music Moves Europe Award reçoit un prix de 10 000 € et le lauréat du Grand Prix du Jury reçoit en plus un bon de tournée verte d'une valeur de 5 000 €. Antitrust: Commission seeks feedback on commitments offered by Apple over practices related to Apple Pay

The European Commission invites comments on commitments offered by Apple to address competition concerns over access restrictions to a standard technology used for contactless payments with mobile devices in stores (Near-Field Communication – ‘NFC').

The Commission preliminary found that Apple enjoys significant market power in the market for smart mobile devices and a dominant position on mobile wallet markets. Apple Pay is the only mobile wallet solution that may access the necessary hardware and software (‘NFC input') on iOS to enable mobile payments in physical stores. Apple does not make it available to third-party mobile wallet app developers. 

On 2 May 2022, the Commission informed Apple of its preliminary view that such exclusionary conduct may restrict competition in the market for mobile wallets on iOS devices, in breach of Article 102 of the Treaty on the Functioning of the European Union (‘TFEU').

To address the Commission's competition concerns, Apple has offered a number of commitments, which would remain in force for ten years.

The Commission invites all interested parties to submit their views on Apple's proposed commitments within one month from the publication of a summary of the proposed commitments in the EU's Official Journal. Commission approves €230 million Polish State aid scheme to support corn producers in the context of Russia's war against Ukraine

The European Commission has approved an approximately €230 million (PLN 1 billion) Polish scheme to support the corn production sector in the context of Russia's war against Ukraine. The scheme was approved under the State aid Temporary Crisis and Transition Framework, adopted by the Commission on 9 March 2023 and amended on 20 November 2023, to support measures in sectors which are key to accelerate the green transition and reduce fuel dependencies.

Under the scheme, the aid will consist in limited amounts of aid in the form of direct grants. The measure will be open to corn producers that are at risk of losing financial liquidity due to the difficulties in the agricultural market provoked by the Russia's war against Ukraine.

In particular, under the Polish scheme, the aid (i) will not exceed €280,000 per beneficiary; and (ii) will be granted no later than 30 June 2024. The Commission concluded that the scheme is necessary, appropriate and proportionate to remedy a serious disturbance in the economy of a Member State, in line with Article 107(3)(b) TFEU and the conditions set out in the Temporary Crisis and Transition Framework. On this basis, the Commission approved the scheme under EU State aid rules.

La Commission autorise l'acquisition du contrôle exclusif de Dedalus par Ardian

La Commission européenne a approuvé, en vertu du règlement européen sur les concentrations, l'acquisition du contrôle exclusif de Dedalus Healthcare Systems Group (‘Dedalus'), basée en Italie, par Ardian, basée en France.

La transaction concerne principalement le secteur des logiciels informatiques dans le domaine médical.

La Commission a conclu que la concentration envisagée ne soulèverait pas de problème de concurrence, compte tenu de la position de marché limitée des entreprises concernées résultant de la transaction proposée et de son impact limité sur la structure du marché. La transaction notifiée a été examinée dans le cadre de la procédure simplifiée du contrôle des concentrations.

La Commission européenne a approuvé, en vertu du règlement européen sur les concentrations, l'acquisition du contrôle exclusif de IK Investment Partners S.À.R.L. (‘IK Partners'), basée au Luxembourg, par Wendel S.E., basée en France.

La transaction concerne principalement le secteur de l'investissement.

La Commission a conclu que la concentration envisagée ne soulèverait pas de problème de concurrence, compte tenu des positions limitées des entreprises concernées sur le marché résultant de la transaction proposée. Commission clears acquisition of Musti Group by Sonae

The European Commission has approved, under the EU Merger Regulation, the acquisition of sole control of Musti Group Oyj (‘Musti Group') of Finland by Sonae SGPS, S.A. (‘Sonae') of Portugal.

The transaction relates primarily to the sector of pet products (both food and non-food) and pet-related services.

The Commission concluded that the notified transaction would not raise competition concerns, given that the companies are not active in the same or vertically related markets. The notified transaction was examined under the simplified merger review procedure.

Commissioner Breton in Lithuania and Estonia to discuss the defence industrial strategy

Today, Commissioner Breton is travelling to Lithuania and Estonia to discuss the future EU defence industrial strategy with members of their governments. 
This morning, the Commissioner will meet the President of the Republic of Lithuania, Gitanas Nausėda and the Prime Minister, Ingrida Šimonytė. 
Then, the second part of the visit will take place in Estonia where the Commissioner will discuss with Prime Minister Kaja Kallas. 
These exchanges are part of the broader consultation on the upcoming European Defence Industrial Strategy (EDIS) involving Member States, the European Parliament, the defence industry, financial players and other relevant stakeholders. 

The industrial strategy, and the defence industrial programme which will accompany it, aim to ensure a long-term and structural strengthening of the European defence industrial base to continue both to provide military support to Ukraine and to ensure the security of Member States.
