Commission calls on Belgium, Ireland and Latvia to improve their National Energy and Climate Plans to ensure collective achievement of the EU's 2030 targets

Today, the Commission has published its assessment of the draft updated National Energy and Climate Plans (NECPs) of Belgium, Ireland and Latvia, which contain recommendations to assist the countries in raising their ambitions in line with EU targets for 2030. Today's assessment follows the individual assessments of 21 other Member States' draft NECPs in December 2023. In addition, today´s publication provides a revised recommendation to Czechia on its draft updated NECP related to achieving the Effort Sharing Regulation (ESR) objectives. The assessment of the draft updated NECP, which Bulgaria submitted recently, will be published soon.

The NECPs are key instruments to reach our 2030 energy and climate goals and implementing recently agreed legislation to achieve the European Green Deal. A Commission Communication assessing the aggregated impact of all of the draft NECPs was also published in December. It found that the cumulative impact of the draft NECPs is not yet sufficient to reduce net greenhouse gas emissions by at least 55% by 2030, as is legally required by so-called ‘Fit for 55' legislation.

Today, the Commission reiterates its call on Member States to enhance their efforts on greenhouse gas emissions reductions and better prepare for an increased uptake of renewables and improvement of energy efficiency measures. Additional measures are also encouraged to empower consumers, improve energy security and stimulate the competitiveness of European industry. Member States are required to submit the final updated NECPs by 30 June 2024, taking into account the Commission's recommendations and individual assessments.

The Commission also reiterates its calls on Austria and Poland to submit their draft plans without further delay. Infringement proceedings are underway against these two Member States for failing to submit by 30 June 2023 their draft updated plans.

Commission welcomes the signature of the working arrangement between Frontex and the United Kingdom

The Commission welcomes the signature of the working arrangement between Frontex and the United Kingdom, that took place today in London. The working arrangement was signed by the Frontex Executive Director Hans Leijtens and his counterpart, the Director General of the Border Force, Phil Douglas, and was witnessed by the European Commissioner for Home Affairs Ylva Johansson and Home Secretary James Cleverly.

This working arrangement provides a long-term framework for close cooperation between Frontex and the UK. It establishes a framework for mutually beneficial cooperation and delivers across a range of operational areas in the area of border management, including situational awareness and risk analysis, information exchange, training, capacity-building and expertise sharing in the area of return and border management, as well as technical and operational cooperation (including the possibility to deploy staff on both sides for observation, coordination or advisory purposes). Additionally, cooperation on research and innovation projects will facilitate the exchange of cutting-edge knowledge to support the Agency's activities. The working arrangement also provides for the opportunity to exchange liaison officers, further boosting the effectiveness of this cooperation between the EU and the UK.

La Commission octroie un soutien de 12 millions d'euros à 8 partenariats journalistiques

La Commission a annoncé aujourd'hui les résultats de son appel à propositions annuel pour constituer des partenariats entre médias européens et ainsi renforcer la capacité de résilience du secteur des médias d'information et le pluralisme des médias. Huit consortia d'organismes de presse, sélectionnés parmi 74 propositions, ont reçu un total de près de 12 millions d'euros. Ils déploieront leurs activités au cours des deux prochaines années.

Cet appel vise à soutenir deux types de projets : des collaborations entre médias en vue de développer des modèles commerciaux et éditoriaux plus innovants; et des projets qui proposent des bourses et un accompagnement à destination de médias qui sont particulièrement importants pour la démocratie. Les lauréats proviennent de 17 pays de l'UE et de trois autres pays (Albanie, Bosnie-et-Herzégovine et Ukraine). La liste complète et la description de chaque partenariat sont disponibles ici.

Les appels à propositions annuels pour ces partenariats journalistiques lancés dans le cadre du programme Europe créative ont suscité un intérêt croissant au sein de la communauté des médias d'information. Le premier appel, lancé en 2021, a permis de sélectionner 7 projets parmi 32 propositions, tandis que le deuxième a reçu deux fois plus de propositions et a permis de sélectionner 12 projets. Le quatrième appel est actuellement en cours d'évaluation.

European Citizens' Panel to discuss Energy Efficiency

Today, 23 February, a new European Citizens' Panel kicks off in Brussels.  150 randomly selected citizens from all 27 Member States will discuss the benefits and challenges of increasing energy efficiency, and how households, businesses, and communities should act. Energy savings have played a key role in tackling the energy crisis and are an important component of the European Green Deal and our plan to reach climate neutrality by 2050. Over the course of three weekends, citizens will formulate recommendations that will influence future EU policies and feed into a Commission Recommendation on the “Energy Efficiency First” Principle to be addressed to the Member States.

The panel will be complemented by a new Citizens' Engagement Platform, an easily accessible online platform that enables all EU citizens to join the debate and take a seat at the table. It will provide a forum for all EU citizens to share their ideas and exchange with others on topics of EU importance, in all 24 official EU languages. The plenary sessions of the European Citizens' Panel will be web-streamed on 23 and 25 February on the platform. Other Citizens' Panels will follow in 2024.

La Commission ouvre une enquête approfondie en matière d'aides d'État concernant les compensations accordées par la France aux compagnies de transport maritime

La Commission européenne a ouvert une enquête approfondie afin de déterminer si la compensation de service public accordée à Corsica Linea et à La Méridionale pour la prestation de services de transport maritime vers la Corse entre 2023 et 2030 est conforme aux règles de l'UE en matière d'aides d'État.

En décembre 2022, la France a attribué à Corsica Linea et La Méridionale (individuellement ou conjointement en tant que Groupement Corsica Linea-La Méridionale) cinq contrats de prestation de services de transport maritime de passagers et de fret entre Marseille et cinq ports de Corse (Ajaccio, Bastia, Propriano, L'Île Rousse et Porto-Vecchio) pour la période 2023-2030. La France a notifié à la Commission une compensation de 853,6 millions d'euros à Corsica Linea et La Méridionale pour la prestation de ces services.

À ce stade, sur la base de son évaluation préliminaire, la Commission estime que des informations supplémentaires sont nécessaires pour déterminer si la compensation publique versée à Corsica Linea et à La Méridionale est conforme aux règles de l'UE en matière d'aides d'État, et en particulier à l'encadrement des services d'intérêt économique général (SIEG) de 2012. C'est pourquoi la Commission a décidé d'ouvrir une enquête approfondie afin de déterminer si : I) l'inclusion du transport de marchandises remorquées et de conducteurs de poids lourds dans les contrats est justifiée par un besoin de service public, compte tenu de la présence sur le marché d'une offre commerciale développée depuis le port voisin; et ii) le volume du trafic de fret à transporter en vertu des contrats ne dépasse pas le besoin de service public identifié par les autorités françaises.

En outre, des éclaircissements supplémentaires sont nécessaires pour conclure que les contrats sont conformes aux règles de l'UE en matière de marchés publics. La Commission va maintenant poursuivre son enquête. L'ouverture de l'enquête approfondie donne à la France et aux autres parties intéressées la possibilité de présenter leurs observations. Elle ne préjuge en rien de l'issue de l'enquête..

Commission clears acquisition of Progas by DCC

The European Commission has approved, under the EU Merger Regulation, the acquisition of sole control of Progas GmbH & Co. KG, of Germany by DCC plc, of Ireland.

The transaction relates primarily to the distribution of liquified petroleum gas (‘LPG') in Germany.

The Commission concluded that the notified transaction would not raise competition concerns, given (i) its limited impact on competition in the markets where the companies are active; (ii) the limited increment in the companies' combined market shares; and (iii) the existence of a number of credible competitors. The notified transaction was examined under the normal merger review procedure.

Commission clears creation of joint venture by INPEX, Kawasaki and Iwatani

The European Commission has approved, under the EU Merger Regulation, the creation of a joint venture by INPEX Corporation, Kawasaki Heavy Industries, Ltd. (‘Kawasaki') and Iwatani Corporation, all of Japan.

The transaction relates primarily to the liquefaction of hydrogen in Australia and its transport to Japan.

The Commission concluded that the notified transaction would not raise competition concerns, given the limited impact on the European Economic Area. The notified transaction was examined under the simplified merger review procedure.

Commission clears acquisition of F&F by Van Drie

The European Commission has approved, under the EU Merger Regulation, the acquisition of sole control of F&F Group B.V. and Melkboer Vastgoed B.V. (‘F&F') by Van Drie Holding B.V. (‘Van Drie'), both of the Netherlands.

The transaction relates primarily to the wholesale of dairy commodities and dairy ingredients.

The Commission concluded that the notified transaction would raise no competition concerns, given the companies' limited combined market position resulting from the proposed transaction in the European Economic Area. The notified transaction was examined under the simplified merger review procedure.

Executive Vice-President Dombrovskis leads EU delegation at 13^th Ministerial Conference of the World Trade Organization in Abu Dhabi

Executive Vice-President Valdis Dombrovskis, Commissioner Janusz Wojciechowski and Commissioner Virginijus Sinkevičius are headed to the 13^th Ministerial Conference of the World Trade Organization (WTO), taking place in Abu Dhabi from 26-29 February. The Ministerial of the 164-member WTO aims to achieve important outcomes on WTO reform, fisheries subsidies, trade and agriculture, digital trade, and sustainability.

The Ministerial Conference comes at a time of increasing weaponisation of global trade and erosion of global trade rules. In this context, there is an ever-growing need for a strong and reinvigorated WTO, as the cornerstone of global rules-based trade. The EU is determined to champion the continued reform of the WTO to keep it fit to tackle the challenges of today.

Engagement on global trade issues begins already on Sunday 25 February, when the Coalition of Trade Ministers on Climate will convene to discuss how trade policy can help further drive global climate action. The same day, the EU will host an event with like-minded partners to mark our solidarity with Ukraine, two years on from the start of Russia's unlawful military aggression. Russia's invasion is not only a blatant violation of international law, Russia's blockade and bombardments of Ukrainian grain ports also puts global trade and food security for the most vulnerable at risk. The event will therefore be an opportunity to demonstrate appreciation for Ukraine's successful efforts to provide freedom of navigation for shipping through the Black Sea, delivering a global public good for food trade, especially for crucial supplies to Africa and the Middle East.

EU Trade Ministers will also meet at an informal Trade Council to discuss priorities for MC13.

Le cinquième dialogue sur la transition propre mettra l'accent sur le rôle clé de l'infrastructure énergétique dans la transition verte

Lundi 26 février, la Commission poursuivra son engagement avec l'industrie sur la mise en œuvre du pacte vert pour l'Europe. Le vice-président exécutif Maroš Šefčovič présidera le cinquième dialogue sur la transition propre, qui se concentrera sur le développement et le déploiement d'infrastructures énergétiques intelligentes, bien interconnectées et à grande échelle. Un réseau d'infrastructures énergétiques efficace est essentiel pour renforcer la compétitivité de l'industrie européenne et du secteur des technologies propres tout au long de la transition verte.

Le dialogue inclura des participants de haut niveau issus de l'ensemble du secteur des infrastructures énergétiques, notamment des opérateurs de réseaux de transmission et de distribution, des représentants des secteurs du stockage de l'énergie, des batteries et de l'hydrogène, des fabricants d'équipements pour les énergies renouvelables et des producteurs d'électricité. Les secteurs des solutions numériques et de flexibilité, des stations de recharge et du captage, du stockage et de l'utilisation du carbone seront également présents. Des représentants de l'Agence de coopération des régulateurs de l'énergie (ACER), du Conseil des régulateurs européens de l'énergie (CEER), de la Banque européenne d'investissement (BEI), des organismes européens de normalisation (CEN/CENELEC) et des partenaires sociaux ont également été invités à participer.

La Commission échangera avec les participants sur la manière d'accélérer le développement d'un système d'infrastructure énergétique efficace, intelligent et mieux interconnecté. Cela sera essentiel pour atteindre nos objectifs ambitieux en matière d'énergies renouvelables, accélérer l'électrification de l'économie de l'UE et assurer la décarbonisation de l'industrie européenne. L'UE soutient les réseaux transeuropéens d'énergie au moyen du règlement RTE-E révisé de 2022, qui promeut l'intégration des énergies renouvelables et des nouvelles technologies énergétiques propres dans le système énergétique, ainsi que la simplification et l'accélération des procédures de permis et d'autorisation. Le plan d'action en faveur des réseaux, publié en novembre 2023, va plus loin en présentant des actions visant à garantir que les réseaux électriques européens transfrontaliers et locaux soient déployés plus rapidement et de manière plus vaste et efficace.

Les dialogues sur la transition écologique sont une initiative phare lancée par la présidente von der Leyen dans le discours sur l'état de l'Union de 2023. Ils permettent à la Commission d'avoir des échanges importants avec l'industrie afin de renforcer et de soutenir la mise en œuvre du pacte vert pour l'Europe. D'autres dialogues auront lieu dans le courant du mois de mars.

Le commissaire Wojciechowski visite le Salon international de l'agriculture à Paris

Le commissaire Janusz Wojciechowski sera à Paris le dimanche 25 pour visiter le Salon international de l'agriculture, afin de promouvoir la politique agricole de l'UE et de discuter des défis actuels auxquels sont confrontés les agriculteurs.

Il rencontrera le ministre de l'Agriculture français, Marc Fesneau, ainsi que des représentants des différents secteurs agricoles.

Il échangera avec des représentants de la Fédération nationale des syndicats d'exploitants agricoles (FNSEA) afin de discuter de leurs préoccupations concernant les conditions de travail des agriculteurs et d'échanger avec les Jeunes Agriculteurs, entre autres, du renouvellement des générations, l'un des principaux défis auxquels l'agriculture européenne sera confrontée dans les années à venir et qui constitue une priorité pour la PAC. Il discutera avec la Confédération paysanne, la Coordination rurale et les Chambres d'agriculture de France (APCA). Il visitera aussi des stands différents, dont celui de la Commission européenne, et des stands représentant les secteurs clés de l'agriculture et des boissons, les associations et fédérations des secteurs du sucre, des Producteurs nationaux Tomates et Concombres de France, du vin et des spiritueux, ainsi que des producteurs de cidre.

L'objectif de ces réunions est d'écouter attentivement les agriculteurs, de prendre en compte leurs préoccupations et leurs idées sur la manière dont la Commission européenne peut les soutenir dans leur travail.

La commissaire Dalli participera à la réunion ministérielle informelle sur l'égalité entre les femmes et les hommes à Bruxelles

Les 26 et 27 février, Helena Dalli, commissaire chargée de l'égalité, assistera à Bruxelles, à la réunion informelle des ministres de l'égalité entre les femmes et les hommes. Lundi, la commissaire participera à un dîner organisé par Marie-Colline Leroy, secrétaire d'État belge à l'égalité des genres, à l'égalité des chances et à la diversité. Mardi, la commissaire Dalli discutera avec les ministres des principaux résultats obtenus et des enseignements tirés pour faire progresser l'égalité entre les femmes et les hommes. Les participants procéderont ensuite à un échange de vues sur l'avenir de l'égalité entre les femmes et les hommes jusqu'en 2030, y compris sur la conclusion de l'actuelle stratégie de l'Union européenne en matière d'égalité entre les femmes et les hommes pour la période 2020-2025. À l'issue de la réunion, la commissaire Dalli et la secrétaire d'État belge à l'égalité des genres, à l'égalité des chances et à la diversité, Marie-Colline Leroy, participeront à la conférence de presse à ± 16 h 00 CEST, disponible en direct sur EbS.

Commissioner Sinkevičius to represent the EU at the United Nations Environment Assembly to achieve agreements on circular economy, water resilience and ocean protection

The sixth session of the United Nations Environment Assembly (UNEA 6) will take place from 26 February to 1 March 2024 in Nairobi, Kenya, focusing on multilateral action to tackle climate change, biodiversity loss and pollution. The EU has proposed three resolutions: on promoting the transition to circular economies domestically, regionally and globally; on strengthening water policies for sustainable development; and developing a global agenda for ocean protection.

Commissioner for the Environment, Oceans and Fisheries, Virginijus Sinkevičius, said: “At UNEA 6, we need to demonstrate the unity and leadership the world needs to address the triple planetary emergency. Biodiversity loss is weakening our economies and undermining the well-being of billions of people. Pollution is now taking nine million lives every year. And for entire nations, the rising sea levels, droughts and floods are becoming an existential risk. We need a radical change in our relationship with the planet. The EU will be working for ambitious outcomes on circular economy, water resilience and ocean protection, and cooperating with partners around the world.”

As part of UNEA-6, Commissioner Sinkevičius will co-host with the Belgian Council Presidency a ministerial breakfast where he will highlight the potential economic, social and environmental benefits of a circular and sustainable bioeconomy, stressing its importance for contributing to global sustainable development and the objectives of the Paris Agreement and the Kunming-Montreal Global Biodiversity Framework. He will also take part in two Leadership Dialogues on the need for public and private finance to tackle climate change, nature loss and pollution, and on whether environmental multilateralism is delivering fast enough.
