Commission disburses the first payment of €6.3 billion to Poland under the Recovery and Resilience Facility

Today, the Commission disbursed to Poland the first payment for €6.3 billion (net of pre-financing) with €3.6 billion in loans and in €2.7 billion grants under the Recovery and Resilience Facility (RRF). As for all Member States, payments made to Poland under the RRF are performance-based, meaning that they depend on the implementation by Poland of the investments and reforms described in its recovery and resilience plan.

On 15 December 2023, Poland submitted to the Commission the first payment request of €6.3 billion under the RRF covering 37 milestones and one target. These cover five investments and 25 reforms in key areas such as improving the country's investment climate, the resilience and competitiveness of the economy, agriculture, green energy, digital transformation, health and clean mobility.

On 29 February 2024, the Commission adopted a positive preliminary assessment of Poland's first payment request. The Commission concluded that Poland had satisfactorily fulfilled the two “super milestones” to strengthen important aspects of the independence of the Polish judiciary through reforming the disciplinary regime for judges. It had also satisfactorily fulfilled another super milestone committing Poland to use Arachne, an IT tool that supports Member States' audit and control systems.

The favorable opinion of the Economic and Financial Committee of the Council on the payment request paved the way for the Commission to adopt a final decision on this disbursement. 

Poland's recovery and resilience plan will be financed by a total of €59.8 billion in grants and loans. The amounts of payments made to Member States are published in the Recovery and Resilience Scoreboard, which shows the progress made in the implementation of the RRF as a whole and of the individual recovery and resilience plans. Commission disburses the fourth payment of €162.5 million to Croatia under the Recovery and Resilience Facility

Today, the Commission disbursed to Croatia the fourth payment for €162.5 million in grants (excluding pre-financing) under the Recovery and Resilience Facility (RRF).

As for all Member States, payments made to Croatia under the RRF are performance-based, meaning that they depend on the implementation by Croatia of the investments and reforms described in its Recovery and Resilience Plan.

On 21 December 2023, Croatia submitted to the Commission its fourth payment request of €162.5 million under the RRF, covering 9 milestones and 7 targets. These cover reforms in the areas of public administration, the judiciary, public procurement, early childhood education and care, as well as investments in the decarbonisation of the energy sector, electronic communications, research and innovation, and health.

On 29 February 2024, the Commission adopted a positive preliminary assessment of Croatia's request for payment. The favorable opinion of the Economic and Financial Committee of the Council (EFC) on the payment request paved the way for the Commission to adopt a final decision on the disbursement of the funds.

The overall recovery and resilience plan of Croatia will be financed by €5.8 billion in grants and €4.2 billion in loans. The amounts of payments made to Member States are published in the Recovery and Resilience Scoreboard, which shows the progress made in the implementation of the RRF as a whole and of the individual recovery and resilience plans.

Commission clears acquisition of Gimv by WorxInvest

The European Commission has approved, under the EU Merger Regulation, the acquisition of sole control of Gimv by WorxInvest NV, both of Belgium. 

The transaction relates primarily to employment and financial services activities.

The Commission concluded that the notified transaction would not raise competition concerns, given the companies' limited market positions resulting from the proposed transaction and the limited impact on the market structure. The notified transaction was examined under the simplified merger review procedure.

La conférence de la plateforme pour une transition juste démarre à Bruxelles pour discuter de l'impact du Fonds de transition juste dans les régions de l'UE

La 9e édition de la conférence de la plateforme pour une transition juste démarre demain à Bruxelles. Organisé par la Commission, cet événement de deux jours réunira plus de 1 000 participants des régions de l'UE bénéficiant du Fonds pour une transition juste (FTJ), en vue de débattre des progrès réalisés sur le terrain et de mettre en commun les meilleures pratiques ayant prouvé leur valeur ajoutée dans les 96 régions en phase de transition identifiées à travers l'UE. 

Les discussions porteront sur les progrès réalisés, à l'aide d'exemples concrets de projets financés par le JTF, et aborderont l'avenir de la transition juste, et sur la manière dont les régions peuvent optimiser les fonds européens disponibles. Des sessions spécifiques seront consacrées à l'engagement des jeunes dans la transition juste, à la création de communautés de l'énergie, et aux moyens d'améliorer les compétences des travailleurs en faveur d'un avenir vert.

Mardi, Elisa Ferreira, commissaire chargée de la cohésion et des réformes, et Kadri Simson, commissaire chargé de l'énergie, inaugureront la conférence ; ensuite, la commissaire Ferreira discutera, avec les acteurs concernés des différentes régions, des résultats obtenus jusqu'à présent, et de l'état d'avancement du processus. La commissaire Simson, qui participera par l'intermédiaire d'une vidéo préenregistrée, insistera sur la nécessité de l'engagement des citoyens en faveur du déploiement des énergies renouvelables dans l'UE.

Mercredi, le commissaire à l'emploi et aux droits sociaux Nicolas Schmit clôturera la conférence, et soulignera l'importance de développer les compétences des travailleurs pour récolter les bénéfices de la transition verte. 

La Commission a créé la plateforme de transition juste en 2020 en vue d'accélérer le partage d'informations et de fournir aux acteurs impliqués un soutien technique, ainsi que de les aider à comprendre le soutien mis à leur disposition dans le cadre du mécanisme pour une transition juste (MTJ), y compris le Fonds pour une transition juste (FTJ). 

En ce qui concerne les régions les plus touchées par la transition vers la neutralité climatique, le MTJ et le FTJ sont des outils essentiels pour réduire les inégalités régionales sur le terrain, conformément à l'objectif général de la politique de cohésion de l'UE qui vise à soutenir les changements structurels dans l'ensemble de l'UE.  Le FTJ fournit 19,2 milliards d'euros à ces régions qui s'engagent dans la transition verte. Grâce aux autres composantes disponibles dans le cadre du MTJ, l'objectif est de mobiliser jusqu'à 55 milliards d'euros pour soutenir les régions dans leur transition.

Commissioner Breton visits Finland to pursue discussions on the European defence industrial strategy

Today and tomorrow, Commissioner for Internal Market, Thierry Breton, is travelling to Finland as part of his EU defence tour. 

Today, Commissioner Breton will visit a defence equipment production site. On Tuesday, he will exchange with the Minister of Defence, Antti Häkkänen, before meeting with the President of Finland, Alexander Stubb. The discussions will focus on the EU's defence readiness, the increase of defence equipment and the defence industrial ramp up.

In March, the Commission presented a European Defence Industrial Strategy (EDIS), together with a European Defence Industry Programme (EDIP). This ambitious set of new actions aims to support the competitiveness and readiness of its defence industry. The objective is to ensure a long-term and structural strengthening of the European defence industrial base to continue both to provide military support to Ukraine and to ensure the security of Member States.

La commissaire Ivanova inaugure le Forum européen du sport 2024

Demain, le Forum européen du sport 2024 débutera à Liège, en Belgique. La commissaire chargée de l'innovation, la recherche, la culture, l'éducation et la jeunesse, Iliana Ivanova, inaugurera l'événement aux côtés de Pierre-Yves Jeholet, ministre-président de la Fédération Wallonie-Bruxelles, et de l'eurodéputé Tomasz Frankowski, co-président du Groupe Sports du Parlement européen.

Le Forum européen du sport, qui se déroule jusqu'au 17 avril, est l'événement sportif phare de la Commission qui soutient le dialogue continu avec la communauté sportive européenne et internationale. Il rassemble des organisations sportives, des représentants des institutions européennes et des États membres pour échanger et façonner les politiques sportives actuelles et futures.

Tandis qu'il reste exactement 100 jours avant les Jeux olympiques de 2024 à Paris, le Forum de cette année se penchera sur l'impact des événements sportifs majeurs en termes de promotion des valeurs communes de l'UE et des Jeux olympiques. Le Forum se concentrera également sur certaines des questions actuelles du secteur du sport, dont l'intégrité, la durabilité et l'égalité des sexes. Le Forum sera également l'occasion de discuter de l'avenir de la politique du sport, des nouvelles perspectives du football européen, des défis du sport à l'ère numérique et du sport tout au long de la vie.

Neuf finalistes ont concouru dans trois catégories des ‘#BeInclusive EU Sport Awards : Briser les barrières, Être égal et Sport pour la paix'. Au cours du Forum, la commissaire Ivanova annoncera les lauréats de ces prix, qui récompensent des projets remarquables promouvant l'inclusion sociale grâce au sport. Commissioner McGuinness visits the US for discussions on digital and sustainable finance, anti-money laundering, and banking

Commissioner for Financial Services, Financial Stability and Capital Markets Union, Mairead McGuinness, will be in the US from today to Friday, 19 April. The Commissioner will meet representatives of the digital finance, payments, and banking communities, and participate in several high-level meetings.  

On Monday, Commissioner McGuinness will be in San Francisco and in the Bay Area, where she will meet representatives of the business community active in digital finance, including Plaid and Coinbase. The Commissioner will participate in the event ‘From Brussels to the Bay: EU, California, and SEC Climate Risk Disclosure Requirements', organised by the University of California-Berkeley School of Law.

On Tuesday, Commissioner McGuinness will take part in a financial literacy colloquium at Stanford University and will meet senior executives from Apple and Stripe. She will also meet Mary Daly, President of the San Francisco Federal Reserve.

On Wednesday, Commissioner McGuinness will travel to Washington DC and attend a reception at the residence of the Ambassador of Ireland to the US.

On Thursday, the Commissioner will meet Gary Gensler, Chair of the US Securities and Exchange Commission (SEC). She will also take part in a ministerial meeting of the Financial Action Task Force (FAFT) on anti-money laundering.

On Friday, Commissioner McGuinness will attend a regulatory roundtable hosted by Janet Yellen, US Treasury Secretary. The roundtable will focus on financial stability and climate-related financial risks. The Commissioner will meet Jerome Powell, Chair of the US Federal Reserve. She will also give the keynote address at the Europe-U.S. Symposium on Building the Financial System of the 21st Century, organised by Harvard Law School Program on International Financial System (PFIS).
