College of Commissioners approves the text of the agreement for the establishment of an interinstitutional Ethics Body

Today, the Commission has officially approved the agreement resulting from the negotiations among the EU institutions and bodies for the creation of the first ever interinstitutional Ethics Body. This is an important step towards the establishment of the Body.

The Body will be in charge of developing, updating and interpreting common minimum standards for ethical conduct, applicable to all members of EU institutions and bodies, and for the implementation and transparency of rules. Additionally, it will contribute to fostering a common ethics culture for all members of EU institutions, as well as facilitate an exchange of views among the institutions on their internal rules, allowing them to learn and benefit from each other's experience. The actions of the Ethics Body will be transparent and accessible to the public.

Vice-President for Values and Transparency, Věra Jourová, said: “This agreement represents our shared strong commitment to ensure that our Union's institutions are bound by the highest standards of ethics and transparency, and to create a common European ethics culture, applicable to all. While our roles may differ due to the nature of our mandate, and there is no 'one size fits all' when it comes to the risks that we face, it has become clear that a common culture of ethics, built through shared common standards and cooperation among institutions, is needed.”

Commission receives Greece´s fourth payment request for loans under the Recovery and Resilience Facility

Today, the Commission has received Greece's fourth payment request for €2.3 billion (net of pre-financing) in loans.

Greece´s fourth payment request for loans concerns one target under the loan facility component of the Greek Recovery and Resilience Plan. This target requires that an aggregate of €4.5 billion of RRF loans are signed by financial institutions with companies to support private investment related to areas such as the green transition, the digital transition, increasing export capacity, and innovation.

The Commission will now assess the request. It will then send its preliminary assessment of Greece's fulfilment of the target required for this payment to the Economic and Financial Committee.

Greece's overall recovery and resilience plan will be financed by €18.2 billion in grants and €17.7 billion in loans. More information on the process of the payment requests under the RRF is available in this Q&A. More information on the Greek recovery and resilience plan is available here.

La Commission reçoit 337 candidatures pour de nouveaux projets du Fonds pour l'innovation en faveur des technologies net-zéro

L'appel à propositions 2023 du Fonds pour l'innovation de la Commission européenne a reçu 337 candidatures en faveur de nouveaux projets de technologies net-zéro dans 27 pays. Ces propositions vont maintenant être évaluées pour déterminer si elles peuvent bénéficier du budget de 4 milliards d'euros mis à disposition, en utilisant les recettes provenant du système d'échange de quotas d'émission de l'UE (SEQE de l'UE). Le nombre élevé de candidatures confirme le rôle crucial du Fonds pour l'innovation dans le soutien au développement des industries technologiques nettes zéro de l'UE, et dans la réduction d'émissions dans le cadre du Pacte vert européen.

Le nombre de demandes de candidatures dépasse largement le budget disponible, de telle sorte que tous les projets ne pourront bénéficier d'un soutien à cette occasion. Il comptabilise 204 demandes concernant les industries à forte intensité énergétique, y compris le captage, l'utilisation et le stockage du carbone ; 64 concernant les énergies renouvelables ; 35 pour le stockage de l'énergie ; et 34 pour la mobilité, y compris les transports maritimes, aériens et routiers.

L'Agence exécutive européenne pour le climat, les infrastructures et l'environnement étudiera les candidatures sur la base de critères d'admissibilité et d'éligibilité.

La Commission mobilise le financement de la recherche et de l'innovation pour les transitions verte et numérique

La Commission a adopté une modification du programme de travail 2023-24 d'Horizon Europe, le programme de recherche et d'innovation de l'UE. Cette modification comprend un investissement de près de 650 millions d'euros dans les missions de l'UE visant à résoudre nos plus grands défis, par exemple, rendre plus de 100 villes climatiquement neutres, la facilité du nouveau Bauhaus européen, ainsi que des actions expérimentales ouvrant les possibilités de recherche et d'innovation de l'UE à davantage de nouveaux arrivants, parmi d'autres nouveautés. L'amendement mobilise des fonds Horizon Europe précédemment non alloués pour augmenter le budget 2024 de près de 1,4 milliard d'euros, soit un total de 7,3 milliards d'euros.

Margrethe Vestager, vice-présidente exécutive chargée d'une Europe adaptée à l'ère numérique, a déclaré : « Il s'agit d'une étape importante vers une Europe plus juste, plus verte et plus compétitive. Qu'il s'agisse de restaurer les rivières, de mieux préparer les autorités à faire face aux risques liés au climat, d'assurer la transition vers des sols sains, d'optimiser les interventions de diagnostic du cancer, et bien d'autres actions encore. Les missions menées dans le cadre d'Horizon Europe constituent un outil important pour relever certains de nos plus grands défis. »

Commission sends request for information to TikTok regarding the launch of TikTok Lite in France and Spain

Today, the Commission has sent TikTok a request for information under the Digital Services Act (DSA), asking for more details on the risk assessment the provider of TikTok should have carried out before deploying the new app TikTok Lite in the EU. This concerns the potential impact of the new “Task and Reward Lite” programme on the protection of minors, as well as on the mental health of users, in particular in relation to the potential stimulation of addictive behaviour. The Commission is also requesting information about the measures the platform has put in place to mitigate such systemic risks.

TikTok must provide the risk assessment for TikTok Lite in 24 hours and the other requested information by 26 April 2024, after which the Commission will analyse TikTok's reply, and then assess next steps. A request for information is an investigatory act that does not prejudge potential further steps that the Commission may or may not decide to take. However, pursuant to Article 74 (2) of the DSA, the Commission can impose fines for incorrect, incomplete, or misleading information in response to a request for information.

TikTok Lite is a new app with a new functionality aimed at users aged 18+: the “Reward Program”, which allows users to earn points while performing certain “tasks” on TikTok, such as watching videos, liking content, following creators, inviting friends to join TikTok, etc. These points can be exchanged for rewards, such as Amazon vouchers, gift cards via PayPal or TikTok's coins currency that can be spent on tipping creators. TikTok Lite was launched in France and Spain in April 2024.

In February 2024, the Commission opened formal proceedings against TikTok to assess whether TikTok may have breached the DSA in areas linked to the protection of minors, advertising transparency, data access for researchers, as well as the risk management of addictive design and harmful content. The Commission is now gathering more evidence.

Commission seeks views on the monitoring and control of drug precursors

Today, the Commission is launching a public consultation to gather views on the monitoring and control of drug precursors. Drug precursors are chemical substances that, beyond their legitimate use, could be diverted to produce drugs. 

This initiative is part of the EU's zero-tolerance vision on drugs and follows the call for evidence on the diversion of trade in drug precursors published in May 2023.  

With this public consultation, the Commission aims to identify possible solutions to prevent the diversion of drug precursors, while reducing unnecessary obstacles to legitimate trade. Following this, the Commission may present an initiative for revised EU drug precursors rules - as indicated in the EU roadmap to fight drug trafficking and organised crime. 

In line with the UN Convention against Illicit Traffic in Narcotic Drugs and Psychotropic Substances, strict rules exist to control the legitimate trade of precursors within the single market and at the EU borders. In addition to these measures, the Commission takes further action since drug precursors continue to be diverted for illicit production, with criminals exploiting regulatory gaps by creating designer precursors with no known legal use.

Commission clears acquisition of Phoenix Energy by CKI and CKA

The European Commission has approved, under the EU Merger Regulation, the acquisition of joint control of Phoenix Energy Holdings Limited and its subsidiaries (‘Phoenix Energy') of the UK by CK Infrastructure Holdings Limited (‘CKI') of Bermuda and CK Asset Holdings Limited (‘CKA') of the Cayman Islands.

The transaction relates primarily to the gas distribution sector.

The Commission concluded that the notified transaction would not raise competition concerns, given the limited impact on the European Economic Area. The notified transaction was examined under the simplified merger review procedure.

Déclaration conjointe du haut représentant/vice-président Borrell et du commissaire Lenarčič à l'occasion de la conférence d'annonces de contributions à haut niveau visant à faire face à la crise humanitaire en Éthiopie

À l'occasion de la conférence d'annonces de contributions à haut niveau organisée à Genève par l'Éthiopie, le Royaume-Uni, les Nations unies, le haut représentant/vice-président Josep Borrell et le commissaire à la gestion des crises, Janez Lenarčič, ont publié une déclaration exprimant la solidarité de l'UE avec le peuple éthiopien. L'UE a déjà engagé 42 millions d'euros d'aide humanitaire en faveur de l'Éthiopie en 2024.   

« L'UE appelle à la mise en œuvre intégrale de l'accord de cessation des hostilités pour les régions septentrionales, qui prévoit notamment de trouver un arrangement pour les zones disputées, afin de permettre aux populations déplacées de retourner vers leur région d'origine.

L'UE demeure vivement préoccupée par le déchaînement actuel de violence et de mauvais traitements dans les régions d'Amhara et d'Oromia, à l'origine de nouveaux déplacements de populations. Il est fait état de violations répétées du droit international humanitaire et des droits de l'homme, des civils étant notamment directement pris pour cible et des cas de famine et de violences à caractère sexiste étant signalés.

L'UE exhorte l'ensemble des parties à respecter le droit international humanitaire, à garantir la protection des civils et la sécurité des travailleurs humanitaires et sanitaires, ainsi qu'à œuvrer pour la paix grâce au dialogue. »

High Representative Borrell attends G7 Foreign Ministers' meeting in Capri

High Representative Josep Borrell will travel to Capri on 17-19 April to participate in the first fully-fledged G7 Foreign Ministers' meeting under the Italian Presidency this year. The participants will discuss a number of major foreign policy issues as well as global challenges in security, development and connectivity.

This evening, High Representative Borrell will participate in a kick-off session on stepping up engagement with global partners. Then, tomorrow morning, he will deliver a doorstep at 8:30 CEST, which will be broadcast on EbS, before joining G7 discussions on the situation in the Middle East and the Red Sea, as well as on Russia's continued war of aggression against Ukraine.

On the same day, together with representatives from the African Union, G7 Foreign Ministers will address security challenges in the Sahel region and the partnership with Africa.

The Ministers will then hold a discussion on ensuring continued support to Ukraine, in the presence of the Foreign Minister of Ukraine, Dmytro Kuleba, and NATO Secretary-General, Jens Stoltenberg.

On Friday, discussions will continue with a focus on the Indo-Pacific region, as well as on issues related to global connectivity, economic development and democratic resilience.

In the margins of the G7 Foreign Ministers' meeting, the High Representative will also hold a series of bilateral meetings.

Commissioner Johansson visits Bulgaria to celebrate the recent Schengen enlargement and discuss border, migration management, police cooperation

Tomorrow, Commissioner for Home Affairs, Ylva Johansson, will travel to Sofia to meet the Minister of Interior of Bulgaria, Kalin Stoyanov, and the Minister of Internal Affairs of Romania, Cătălin Predoiu.

This visit takes places shortly after Bulgaria and Romania having joined the Schengen area on 31 March 2024, making Schengen stronger and more resilient. The Schengen rules now apply in Bulgaria and Romania, including on issuing Schengen visas, and the controls at the internal air and sea borders were lifted. The Commission will continue to provide all necessary support to the Presidency of the Council to ensure that a decision to lift controls at internal land borders can be taken in 2024. This is also reflected in the recently adopted 2024 State of Schengen report, looking at the achievements, challenges and developments in the Schengen area over the past year.

During her visit, the Commissioner will witness the impact of the lifting of border controls at air and sea borders since 31 March as well as discuss with the authorities existing and planned increased cooperation on border and migration management, as well as on police cooperation which the Commission will continue to support.

These increased cooperation efforts include the Cooperation Frameworks launched on 4 March, building on the successful implementation by the two countries of the pilot projects for fast asylum and returns procedures initiated, moving from ad-hoc to sustainable solutions. Furthermore, a regional initiative on police cooperation was established along the Western Balkan and Eastern Mediterranean routes, with Bulgaria, Romania, Austria, Greece, Hungary and Slovakia. This will allow to address related challenges jointly and in a sustainable manner, including as regards cross-border crime.

Commission celebrates the seven winners of the 2023 European Heritage Label

Today, Iliana Ivanova, Commissioner for Innovation, Research, Culture, Education and Youth will hand over the 2023 European Heritage Label to the seven winning sites. The Award Ceremony of the European Heritage Label takes place in Antwerp, Belgium.

The seven sites announced on 11 April, are: Cisterscapes – Cistercian Landscapes Connecting Europe (Austria, Czechia, Germany, Poland, Slovenia); Monastery of San Jerónimo de Yuste, Cuacos de Yuste (Spain); Our Lord in the Attic Museum, Amsterdam (the Netherlands), Royal Theatre Toone, Brussels (Belgium), The Kalevala- Living Epic Heritage (Finland), Romanian Athenaeum, Bucharest (Romania), Sant'Anna di Stazzema, Stazzema (Italy). They bring the total number of European Heritage Label sites to 67.

The European Heritage Label aims to enhance people's appreciation of the European Union's shared and diverse heritage and contributes to strengthening European citizens' sense of belonging.

The ceremony will be followed by a two-day meeting where stakeholders will discuss this initiative's future around key areas of development, such as the launch of the “Community of Practice” and the announcement of new funding opportunities for the European Heritage Label sites. La Commission et des représentants du secteur ferroviaire européen inaugurent le prix « Women in Rail Award 2024 » pour récompenser des femmes inspirantes

Afin de reconnaître le travail des femmes dans le secteur ferroviaire, la plateforme « Women in Transport » de la Commission, le partenariat européen pour le rail (EU-Rail); l'Agence de l'UE pour les chemins de fer (ERA), la Communauté européenne du rail (CER), et la Fédération européenne des syndicats de cheminots (UNIFE), inaugurent la deuxième édition du prix « Women in Rail Award 2024 ». Ce prix a été inauguré pour la première fois en 2022, à l'occasion de l'Année européenne du rail. Depuis, d'autres partenaires se sont joints à l'événement, rendant ainsi l'édition de cette année encore plus importante.

L'objectif de ce prix est de promouvoir l'équité, la diversité et l'égalité, ainsi que de célébrer les femmes exceptionnelles et inspirantes, et leurs réalisations, dans le secteur ferroviaire, puisque dans l'UE qu'environ 20 % des postes dans le secteur ferroviaire sont occupés par des femmes. 

Ces prix seront décernés dans trois catégories, récompensant le travail des femmes à différents niveaux : 1) le prix de la recherche et de l'innovation récompense une femme qui a accompli un travail remarquable dans le domaine de la recherche et de l'innovation, contribuant ainsi à renforcer l'attrait et/ou la compétitivité du secteur ferroviaire ; 2) le prix du leadership et du mentorat récompense une femme qui a fait preuve d'un leadership et d'un mentorat exceptionnels par des actions concrètes, aidant ainsi d'autres femmes à avoir un impact positif sur le secteur ferroviaire européen ; 3) le prix de l'émancipation des femmes récompense les entreprises européennes du secteur ferroviaire qui ont fait de la parité des sexes une priorité absolue. Les candidats peuvent postuler avant le 31 mai 2024 pour l'une des catégories de prix. 

La cérémonie de remise des prix aura lieu le 25 septembre 2024 à Berlin, sur le stand européen de l'InnoTrans. De plus amples détails sont disponibles en ligne.
