EU and Australia sign partnership on sustainable critical and strategic minerals
The EU and Australia signed today a Memorandum of Understanding (MoU) for a bilateral partnership to cooperate on sustainable critical and strategic minerals.
The MoU was signed on behalf of the EU by Executive Vice-President and Commissioner for Trade Valdis Dombrovskis, and Commissioner for Internal Market, Thierry Breton. The signatories for Australia were Resources and Northern Australia Minister Madeleine King, and Minister for Trade and Tourism Don Farrell.
This partnership aims to support several common objectives, while based on mutual benefits. In particular, it seeks to enable the EU to diversify its supplies of materials necessary for the green and digital transitions, whilst contributing to the development of Australia's domestic critical minerals sector. The partnership covers the entire critical and strategic minerals value chain: exploration, extraction, processing, refining, recycling, and processing of extractive waste.
This MoU enhances cooperation between Australia and the EU in the following areas: i) integration of sustainable raw materials value chains; ii) cooperation on research and innovation along the raw materials value chains; and iii) cooperation to promote high environmental, social, and governance standards and practices.
Following the signature of the MoU, a roadmap with concrete actions will be jointly developed to put the Strategic Partnership into practice, over the next six months.

EU adopts new sanctions regime on Russia for human rights abuses and repression
The Commission welcomes the Council's adoption of a new sanctions regime against the accelerating and systematic repression of human rights, democracy and the rule of law by the Russian authorities.
This new regime provides the framework for designations of persons involved in human rights violations and abuses, repressions and actions undermining democracy and rule of law. Twenty listings have already been adopted today to hold those that abuse human rights and participate in repressions accountable. The sanctions regime also offers a dedicated framework to deny the Russian repressive apparatus goods and technologies that can be misused for internal repression. A list of such goods and technologies is laid down in the Regulation. Goods and technologies not listed but that are intended for use in connection with internal repression in Russia also fall under the supply prohibition.
This sanctions regime responds to increasingly repressive policies of the Russian authorities. These repressions are sadly exemplified by the death of Alexei Navalny in February 2024 and the politically motivated imprisonment of dissenting political figures such as Oleg Orlov, Alexandra Skochilenko and Vladimir Kara-Murza.
The new framework is part of a broader EU policy to support human rights defenders and activists in Russia. This includes supporting those who dare to speak out against Russia's brutal war of aggression in Ukraine and the related disinformation spread by the Russian regime.

Les eaux de baignade européennes restent sûres
La grande majorité des sites d'eaux de baignade en Europe sont conformes aux normes les plus strictes de l'Union européenne en matière de qualité « excellente » des eaux de baignade en 2023, selon le dernier rapport annuel sur les eaux de baignade publié aujourd'hui. Cela représente 85,4 % des eaux de baignade les plus fréquentées de l'UE. Pas moins de 96 % de toutes les eaux de baignade officiellement identifiées dans l'UE respectent les normes de qualité minimales, avec seulement 1,5 % étant classées comme « médiocres ».
L'évaluation, réalisée par l'Agence européenne pour l'environnement en collaboration avec la Commission, met en évidence les sites de baignade sûrs que les nageurs pourront trouver en Europe cet été. Elle se concentre en particulier sur la sécurité de la baignade, à travers une surveillance des bactéries pouvant causer des maladies graves, plutôt que sur la qualité générale de l'eau.
La Grèce, la Croatie, Chypre et l'Autriche sont les pays où la proportion d'eaux de baignade d'excellente qualité est la plus élevée. En Belgique, en Bulgarie, au Luxembourg, à Malte, en Autriche et en Roumanie, toutes les eaux de baignade officiellement identifiées répondent au moins à la norme de qualité minimale en 2023.
Depuis l'adoption de la directive sur les eaux de baignade en 2006, la proportion d'eaux de baignade de qualité médiocre a diminué au cours de la dernière décennie, et s'est stabilisée depuis 2015. Toutefois, les risques pour la santé, liés à la baignade, restent préoccupants : 321 sites de qualité « médiocre » ayant été signalés dans l'UE en 2023.

InvestEU and European Investment Bank support recycling facilities and integrated water services in Italy with €100 million
The European Investment Bank (EIB) backed by the InvestEU programme and ETRA SpA - Società benefit have signed an agreement concerning €100 million of investment in improving recycling facilities and integrated water services in the Veneto region, Italy.
The main initiatives to be financed by this investment include the restructuring and construction of waste treatment and water supply installations, the purchase of biomethane-fuelled vehicles and the expansion of water networks. The project will help to promote climate action and further the transition towards a more circular economy, which are key objectives of the European Green Deal.
Commissioner for the Economy, Paolo Gentiloni, said: “This is an excellent example of how the InvestEU programme together with the EIB promotes a greener and more resilient economy. This agreement will support investments in recycling facilities and water services in the Veneto region, moving towards a more circular economy. This in turn will help to protect our natural resources and mitigate the impacts of climate change.”
The InvestEU programme provides the EU with long-term funding by leveraging private and public funds in support of EU policy priorities. As part of the programme, the InvestEU Fund is implemented through financial partners who will invest in projects using the EU budget guarantee and thus mobilise at least €372 billion in additional investment.

L'UE alloue 201 millions d'euros d'aide humanitaire aux pays du Sahel et du lac Tchad en Afrique
La Commission accorde 201 millions d'euros d'aide humanitaire de l'UE pour répondre aux besoins des personnes les plus vulnérables touchées par la crise humanitaire au Burkina Faso, au Cameroun, au Tchad, au Mali, en Mauritanie, au Niger et au Nigeria. Cette annonce intervient à l'occasion de la réunion des hauts fonctionnaires sur le Sahel et le lac Tchad, à laquelle a participé aujourd'hui le commissaire Janez Lenarčič à Bruxelles.
Le financement soutiendra la sécurité alimentaire et l'aide à la lutte contre la malnutrition, les soins de santé et la protection, l'accès à l'eau, l'assainissement et l'hygiène, la mise à disposition d'abris et les activités éducatives, ainsi que le transport de travailleurs humanitaires et de fournitures vers des lieux éloignés et difficilement accessibles. La réponse de l'UE en matière d'aide humanitaire continuera de se concentrer sur les pays et les zones directement touchés par l'insécurité et les conflits en cours, y compris les pays côtiers d'Afrique de l'Ouest qui subissent déjà par les conséquences de la crise au Sahel central.
La situation humanitaire de la population dans les pays du Sahel et du lac Tchad est alarmante. En 2024, plus de 35 millions de personnes ont besoin d'une aide humanitaire dans l'ensemble du Burkina Faso, du Cameroun, du Tchad, du Mali, de la Mauritanie, du Niger et du Nigeria. Cela représente une personne sur cinq dans les pays du Sahel central (Burkina Faso, Mali, Niger).
Malgré cela, cette crise reste largement sous-financée: en 2023, les appels humanitaires pour les trois pays du Sahel central n'ont reçu qu'un tiers environ des fonds nécessaires.

Commission clears acquisition of PSA Canada Ventures by PSA International and Terminal Investment Limited
The European Commission has approved, under the EU Merger Regulation, the acquisition of joint control of PSA Canada Ventures of Canada by PSA International of Singapore and Terminal Investment Limited of Luxembourg.
The transaction relates primarily to the operation of container terminals in Canada.
The Commission concluded that the notified transaction would not raise competition concerns, given the limited impact on the European Economic Area. The notified transaction was examined under the simplified merger review procedure.

Les États de l'UE et de l'AELE-EEE font le point sur leur coopération et célèbrent les 30 ans de l'accord sur l'Espace économique européen lors d'une réunion du Conseil
La 58e réunion du Conseil de l'Espace économique européen (EEE) aura lieu aujourd'hui à Bruxelles, suivie d'une conférence de haut niveau marquant le 30e anniversaire de l'accord sur l'EEE entre l'UE et l'Islande, le Liechtenstein et la Norvège.
La réunion sera présidée par Hadja Lahbib, ministre des Affaires étrangères de Belgique. Le vice-président exécutif Maroš Šefčovič représentera la Commission européenne, tandis que les trois États de l'Association européenne de libre-échange (AELE) de l'EEE seront représentés par leurs ministres des Affaires étrangères – l'Islandais Thórdís Kolbrún Reykfjörd Gylfadóttir (actuel président du Comité permanent de l'AELE), Espen Barth Eide de Norvège et Dominique Hasler du Liechtenstein.
La réunion fera le point sur le fonctionnement global de l'accord EEE et soulignera l'importance d'assurer son homogénéité et son bon fonctionnement, notamment par l'intégration en temps opportun de la législation de l'UE dans l'accord EEE. Les deux parties tiendront un débat d'orientation pour examiner les défis et opportunités communs liés au rôle de la transition verte dans la compétitivité de l'Europe.
La réunion du Conseil de l'EEE adoptera une déclaration commune à l'occasion du 30e anniversaire de son entrée en vigueur. Cette conférence sera suivie d'une conférence de haut niveau, organisée conjointement par les États de l'EEE-AELE et la présidence belge du Conseil de l'UE. Le vice-président exécutif Šefčovič et les ministres des Affaires étrangères discuteront de l'avenir de l'EEE, après une présentation d'Enrico Letta, ancien premier ministre italien, sur l'avenir du marché intérieur. Ils discuteront également de l'EEE et de la coopération européenne au sens large dans un contexte géopolitique difficile, après une introduction du directeur de Carnegie Europe.
La réunion du Conseil de l'EEE sera précédée d'un dialogue politique informel avec les États de l'EEE et de l'AELE. Les discussions porteront sur la guerre d'agression russe en Ukraine ainsi que sur l'actualité en Géorgie et au Moyen-Orient. La réunion du Conseil de l'EEE a lieu deux fois par an et est présidée par l'UE au premier semestre.

Vice-President Jourová in California to discuss protection of elections against disinformation and foreign interference as well as EU's digital policy
From today to Thursday, Vice-President for Values and Transparency Věra Jourová visits Los Angeles and San Francisco for meetings with leaders in the technology, creative and media sectors, focusing on the impacts of artificial intelligence (AI) and safeguarding elections against disinformation and malign foreign interference.
She will meet the Governor of California, Gavin Newsom, in the margins of the California Summit on Generative AI to exchange on digital policy. She will also meet with representatives of social media platforms to discuss their preparedness against manipulative behaviour, risks stemming from AI, and their efforts to comply with EU digital laws and codes, such as the EU Codes of Practice on Disinformation and the EU Code of Conduct on Countering Hate Speech Online, especially ahead of the upcoming European Parliament elections taking place on 6-9 June. In addition, she will also discuss the viability of the media and creative sectors in the digital age, as fundamental pillars of democratic societies.
The visit is part of Vice-President's Democracy Tour during which she has travelled throughout the EU to encourage efforts to protect elections against interference and disinformation.
In Los Angeles, the Vice President meets with senior management members at Warner Bros. Studios, journalists and representatives of the Los Angeles Times, and the Chief Executive Officer (CEO) of TikTok. She also visits the Ukrainian Culture Center where she meets the Consul General of Ukraine, as well as leaders of Ukrainian organisations.
In San Francisco, she will equally meet the CEOs of Google, Meta, social media platform ‘X', YouTube, as well as Netflix, among others. The Vice-President will also have a series of meetings with tech experts and researchers.
The Vice-President will deliver a keynote speech at an event on promoting competition in the AI sector co-hosted by the US Department of Justice and the Stanford Institute for Economic Policy Research. You can register to follow the livestream here.

Commissioners Ferreira and Dalli to attend Access City Award roundtable to mark 15th anniversary of the Award, advancing accessibility for persons with disabilities
Tomorrow, Commissioner for Cohesion and Reforms, Elisa Ferreira and Commissioner for Equality, Helena Dalli, will attend a roundtable discussion in Brussels to mark the 15th anniversary of the Access City Award.
The event will gather representatives from winning cities from the past fourteen Access City Award editions, organisations representing persons with disabilities and stakeholder associations. The discussion aims to strengthen the network of winner cities to support the exchange of best practices, explore synergies that can be achieved across policy areas, as well as gather feedback for the next Commission and the second phase of the European Strategy for the Rights of Persons with Disabilities 2021-2030.
Commissioner Dalli, who is hosting the event, will deliver a keynote speech on ‘cities as key actors in the implementation of the United Nations Convention on the Rights of Persons with Disabilities (UNCPRD)'. In her keynote, Commissioner Ferreira will focus on the ‘EU Urban Agenda and accessibility'. Representing the Belgian Presidency, Secretary of State for the Brussels-Capital Region, Ans Persoons, will link up conclusions from the Brussels Declaration of European Mayors with the role of cities in delivering accessibility.
During the annual contest editions of the Access City Award, the Commission rewards cities that have prioritised accessibility for persons with disabilities in five key areas: the built environment and public spaces, transport and related infrastructure, information and communication, including new information and communication technologies, and public facilities and services. At the most recent edition of the Award in December 2023, the first prize was awarded to the Spanish city of San Cristóbal de La Laguna for its dedication to improving the quality of life of persons with disabilities.
