L'UE et la Belgique s'associent pour acheminer des fournitures humanitaires à Gaza dans le cadre de la crise actuelle
La Commission européenne et la Belgique organisent un nouveau transport d'aide de Bruxelles à Gaza via la Jordanie, en coordination avec la ville de Bruxelles et le ministère belge de la défense.
L'aide consiste en 240 tonnes de fournitures collectées par l'organisation caritative « Human Smile » établie à Bruxelles, notamment des articles d'hygiène, des matelas, des sacs de couchage et des oreillers, ainsi que du lait en poudre pour bébés et d'autres formes d'aide aux Palestiniens dans le besoin. La Commission soutient la livraison du fret et couvre les frais de transport de l'opération. La cargaison sera transportée en Jordanie par voie maritime et livrée à l'Organisation caritative hachémite de Jordanie, avant d'être acheminée à Gaza.
Cette nouvelle livraison vient s'ajouter aux plus de 2 600 tonnes métriques acheminées jusqu'à présent par 55 vols du pont aérien humanitaire de l'UE, transportant des fournitures vitales fournies par les partenaires humanitaires et les États membres de l'UE.
Le commissaire chargé de la gestion des crises, Janez Lenarčič, a déclaré à cet égard: « Je salue cette initiative mise en place conjointement avec la Belgique et la ville de Bruxelles, un excellent exemple de la manière dont l'Union européenne, les États membres de l'UE et nos partenaires humanitaires aident les populations dans le besoin à Gaza. Pour faire face à une crise aussi dramatique, nous devons sortir des sentiers battus et explorer de nouvelles voies de collaboration afin d'alléger les souffrances des civils à Gaza. Il est essentiel que toutes les voies terrestres d'acheminement de l'aide vers Gaza soient ouvertes et utilisées à pleine capacité. J'invite instamment toutes les parties à permettre un accès humanitaire rapide et sans entrave à Gaza et à l'intérieur de la bande de Gaza. »
Depuis le début de la crise actuelle, l'UE est en première ligne de la réponse humanitaire, contribuant ainsi à répondre aux besoins les plus urgents des Palestiniens touchés par la guerre en cours à Gaza. Pour les seules années 2023 et 2024, l'UE a alloué plus de 290 millions d'euros d'aide humanitaire aux Palestiniens dans le besoin, en se concentrant sur des secteurs vitaux tels que l'alimentation, la nutrition, la santé, l'eau, et l'assainissement, ainsi que la protection.

La Commission demande un retour d'information sur le projet d'acte d'exécution au titre de la directive révisée sur la sécurité des réseaux et de l'information
Dès aujourd'hui, la Commission demande des retours d'informations sur le projet d'acte d'exécution au titre de la directive révisée sur la sécurité des réseaux et de l'information (directive NIS2). La directive NIS2 couvre désormais les entités de taille moyenne et grande d'un plus grand nombre de secteurs essentiels pour l'économie et la société, y compris les fournisseurs de services de communications électroniques publics, de services numériques, de gestion des eaux usées et des déchets, de fabrication de produits critiques, de services postaux et de courrier et d'administration publique.
D'ici au 17 octobre, la Commission adoptera un acte d'exécution établissant les exigences techniques et méthodologiques des mesures de gestion des risques en matière de cybersécurité pour certaines entités des secteurs des infrastructures numériques, des fournisseurs numériques et de la gestion des services de technologies de l'information et de la communication (interentreprises). La Commission fournit de nouveaux éléments de preuve pour une approche de la R&I en faveur d'une Europe plus compétitive*
La Commission a publié aujourd'hui l'édition 2024 du rapport de performance sur la science, la recherche et l'innovation (SRIP). Au cours des deux dernières décennies, les investissements de l'UE dans la recherche et l'innovation (R&I) ont augmenté, ce qui a contribué à la compétitivité de l'UE dans le domaine des technologies vertes, en particulier, et à la qualité globale de la recherche de l'UE.
Iliana Ivanova, commissaire à l'innovation, à la recherche, à la culture, à l'éducation et à la jeunesse, a déclaré à ce propos : « Cette édition du rapport SRIP révèle que nous devons intensifier nos efforts en Europe pour atteindre l'objectif consistant à investir 3 % du PIB dans la recherche et le développement et apporter des solutions innovantes aux défis auxquels nous faisons face. Le renforcement des capacités scientifiques et technologiques de l'Europe et l'action complémentaire aux niveaux européen, national et régional sont essentiels pour la résilience et la compétitivité actuelles et à long terme. »
Le rapport met également en évidence les trois principaux défis auxquels doit faire face l'UE en matière de R&I : la sous-utilisation des écosystèmes de R&I ; la fracture persistante en matière de R&I ; et un fossé technologique par rapport à d'autres régions du monde.

La Commission ouvre les candidatures pour l'Access City Award 2025
Les candidatures sont désormais ouvertes pour l'Access City Award 2025. Ce prix récompense les villes qui ont accompli un travail remarquable pour devenir plus accessibles aux personnes handicapées. L'édition 2025 marque le 15e anniversaire de l'Access City Award. Dans cette prochaine édition, liée aux Jeux olympiques et paralympiques de Paris 2024, la Commission décernera également une mention spéciale pour les « infrastructures sportives accessibles ».
Le prix est organisé par la Commission européenne en partenariat avec le Forum européen des personnes handicapées. Il est ouvert aux villes de l'UE comptant plus de 50,000 habitants. Les lauréats des première, deuxième et troisième places du Access City Award 2025 reçoivent des prix s'élevant respectivement à €150 000, €120 000, et €80 000.
Les lauréats seront annoncés lors d'une cérémonie de remise des prix pendant la conférence de la Journée européenne des personnes handicapées, les 28 et 29 novembre 2024. Les villes peuvent soumettre leur candidature au plus tard le 10 septembre 2024 à 23h59 HAEC.

2025 European Prize for Women Innovators open for applications
Today, the Commission has launched the 2025 edition of the European Prize for Women Innovators. This joint initiative, supported by the European Innovation Council (EIC) and the European Institute of Innovation and Technology (EIT), celebrates the outstanding achievements of women entrepreneurs behind Europe's most game-changing innovations. Winners will be selected in three prize categories: EIC Women innovators, EIC Rising innovators and EIT Women leadership.
Iliana Ivanova, Commissioner for Innovation, Research, Culture, Education and Youth, said: “Europe is home to inspiring women innovators and entrepreneurs leading successful and game-changing companies. The European Prize for Women Innovators highlights their skills and ingenuity, casting them as role models. This prize helps strengthen gender equality in business and tech, championing women innovation talent and women-led companies.”
The prize awards women from across the EU and countries associated to the EU research and innovation programme Horizon Europe, whose disruptive innovations are driving positive change for people and planet. Commission launches stakeholder consultation on the Digital Europe Programme
Today, the Commission has launched a 12-week open stakeholder consultation on the Digital Europe Programme (DIGITAL). The consultation seeks to gain insights into the needs of stakeholders related to the digital transformation, DIGITAL's benefits and possible improvements. As such, it will gather diverse perspectives from small and medium-sized enterprises to non-governmental organisations, academia, social partners, public authorities, and other public and private organisations and citizens from EU Member States and associated countries.
The Commission will then publish a summary report of the consultation findings and the replies from stakeholders on 'Have Your Say'. The feedback received will inform reflections on possible improvements within DIGITAL, as well as help guide design of future initiatives. The consultation will close on 20 September 2024.
The Digital Europe Programme is an EU funding programme with a budget of over €7.9 billion, focused on bringing digital technology to businesses, citizens and public administrations. The Digital Europe Programme complements the funding available through other EU programmes, such as the Horizon Europe (for research and innovation) and the Connecting Europe Facility (for digital infrastructure), the Recovery and Resilience Facility, the Structural funds, and others.

La Commission approuve la nouvelle indication géographique « Vindelnrökt skinka » de Suède
La Commission européenne a approuvé la demande d'inscription du « Vindelnrökt skinka » dans le registre des Indications Géographiques Protégées (IGP).
Le « Vindelnrökt skinka » est un jambon de muscle entier de porc qui est traditionnellement fumé à chaud dans des fumoirs chauffés au bois d'aulne. Il est produit dans la région de Västerbotten en Suède. Les caractéristiques spécifiques du « Vindelnrökt skinka » sont le résultat d'un savoir-faire artisanal, de matières premières de qualité et du procédé de fumage particulier.

Commission clears creation of joint venture by WBD, TWDC and FOX
The European Commission has approved, under the EU Merger Regulation, the creation of a greenfield joint venture by Warner Bros. Discovery (‘WBD'), The Walt Disney Company (‘TWDC') and FOX Corporation (‘FOX'), all of the US.
The transaction relates primarily to the distribution of sports channels and sports streaming services in the US.
The Commission concluded that the notified transaction would not raise competition concerns, given that the joint venture will have no activities in the European Economic Area. The notified transaction was examined under the simplified merger review procedure.

La Commission autorise l'acquisition d'Universidad Europea par EFMS et Permira
La Commission européenne a approuvé, en vertu du règlement européen sur les concentrations, l'acquisition du contrôle conjoint de Proyectos Educativos Europa, S.L. (« Universidad Europea »), basée en Espagne par EQT Fund Management S.à.t.l (« EFMS »), basée au Luxembourg, et Permira Holdings Limited (« Permira »), basée à Guernsey.
La transaction concerne principalement le secteur de l'enseignment supérieur.
La Commission a conclu que la concentration envisagée ne soulèverait pas de problème de concurrence, compte tenu que les entreprises ne sont pas présentes sur les mêmes marchés ou sur des marchés verticalement liés. La transaction notifiée a été examinée dans le cadre de la procédure simplifiée du contrôle des concentrations.

Commission clears acquisition of Viatris by Cooper, subject to conditions
The European Commission has approved, under the EU Merger Regulation, the proposed acquisition of the European over the counter (‘OTC') business of Viatris Inc. (‘Viatris') by Cooper Consumer Health S.A.S. (‘Cooper'). The approval is conditional upon full compliance with the commitments offered by the parties.
The Commission's investigation showed that the merger, as initially notified, would have reduced competition in the markets for certain pharmaceutical products, specifically laxative enemas for infants in Portugal and earwax removal products in Germany.
To address the Commission's competition concerns, the parties proposed to divest: (i) Cooper's rights, title and interests in its infant laxative medicine Bebegel; and (ii) Cooper's rights, title and interests in its earwax removal product Otowaxol.
Following the positive feedback received in the context of the market test of the commitments, the Commission concluded that the transaction, as modified by the commitments, would no longer raise competition concerns. The decision is conditional upon full compliance with the commitments.
Executive Vice-President Margrethe Vestager, in charge of competition policy, said: "Competitive pharmaceutical markets are crucial to ensure affordable access to medicines. The remedies offered by Viatris and Cooper will ensure that competition on these markets remains effective and that, ultimately, consumers in Portugal and Germany do not end up paying higher prices for certain pharmaceutical products."

Commission approves €265 million Swedish State aid measure partly funded under Recovery and Resilience Facility to support H2GS's green steel plant
The European Commission has approved, under EU State aid rules, a €265 million Swedish measure made available in part through the Recovery and Resilience Facility (‘RRF') to support H2GS AB in setting up a large-scale green steel plant. The measure will contribute to the achievement of the EU Hydrogen Strategy, the European Green Deal and the Green Deal Industrial Plan targets, while helping to end dependence on Russian fossil fuels and accelerate the green transition, in line with the REPowerEU Plan.
The measure will support H2GS's project aimed to set up a large-scale green steel plant in Boden, Sweden. The steel plant includes the construction of: (i) one of the largest electrolysers in the world with a capacity of 690 megawatt; (ii) a direct reduction plant operating with renewable hydrogen; (iii) two electric arc furnaces; and (iv) cold rolling and finishing facilities.
The new installations are envisioned to start operating in 2026. They are expected to produce 2.4 million tonnes of green steel per year.
Executive Vice-President Margrethe Vestager, in charge of competition policy, said: “This €265 million Swedish measure will support the establishment of Europe's first large-scale steel plant based entirely on hydrogen from renewable sources. This plant will also host one of the largest electrolysers in the world. Reducing the climate impact of steelmaking is important for the achievement of the EU's target of climate neutrality by 2050. At the same time, we ensure competition is not distorted.”

Commission kicks off Energy Infrastructure Forum and adopts guidance on cost-sharing for offshore energy projects
The 10th Energy Infrastructure Forum kicks off today in Copenhagen, Denmark, in the presence of Commissioner for Energy Kadri Simson, who will deliver a speech during the high-level opening session.
In her speech this afternoon, the Commissioner will notably present the new guidance adopted today on collaborative investment frameworks for offshore energy projects. The full speech will be available later here. With this guidance document, addressed to the Member States, the Commission is providing clarity on how to best organise the cost sharing for the development of offshore clean energy projects. This will help national regulatory authorities and system operators to deliver on their regional offshore renewable targets. The Guidance document was foreseen under the TEN-E Regulation and is another concrete follow-up to the EU Grid Action Plan.
The annual Energy Infrastructure Forum is organised by the European Commission in cooperation with the Danish Ministry of Climate, Energy and Utilities. It brings together representatives of the EU institutions, transmission system operators, project promoters, regulators, energy companies, NGOs and civil society and the financing community to discuss the challenges of modernising Europe's energy infrastructure to ensure a functioning internal energy market.
Discussions this year will focus on the implementation of the EU's Action Plan for Grids, which was presented by the Commission last year to make sure electricity networks will operate more efficiently and will be rolled out further and faster, as the EU aims to become climate neutral by 2050. The participants will also exchange on the development of hydrogen infrastructure, supporting the EU's goals under the European Green Deal and the REPowerEU Plan.

Commissioner Hoekstra in Rome to meet with national representatives and stakeholders and participate in Al Gore's Climate Leaders Project
Today and tomorrow, Commissioner for Climate Action Wopke Hoekstra will be in Rome, Italy, to meet with government representatives and stakeholders to discuss the path towards decarbonisation. He will also join climate leaders and advocates at the Climate Reality Leadership Training, organised by former US Vice-President Al Gore's ‘Climate Reality Project'.
On Thursday, Commissioner Hoekstra will meet with Gilberto Pichetto Fratin, Minister of Environment and Energy Security. The Commissioner will also visit the ‘Porto Fluviale' RecHouse with Mayor of Rome Roberto Gualtieri. This project, partially funded by EU Recovery Funds, will improve the energy efficiency of the historic site.
On Thursday afternoon, he will attend an event with Italian senators, parliamentarians and high-ranking officials.
On Friday morning, he will have a working breakfast with industry to have an exchange on our climate policy achievements, the challenges and opportunities for Europe's competitiveness.
On Friday afternoon, the Commissioner will hold a bilateral meeting with former US Vice-President Al Gore for a discussion on international climate action issues. He will then participate in a panel discussion on ‘Climate Action Across Europe' alongside Al Gore. He will end the visit with a bilateral meeting with Jack Markell, US Ambassador in Italy.
