EU sends planes to help with wildfires in Albania

Following a request for assistance from Albania through the EU Civil Protection Mechanism, Greece has sent 4 planes to help fight wildfires in the Dropull municipality.

Commissioner for Crisis Management, Janez Lenarčič, said: “Wildfires know no borders. The EU has mobilised firefighting airplanes from Greece to support the local first responders in Albania in their fight against the wildfires. We stand ready to further support Albania if needed.”

The situation on the ground has shown signs of improvement over the night, but the EU's Emergency Response Coordination Centre continues to closely monitoring the situation in case further support is needed.

The Commission has put together a fleet of aircraft and pre-positioned firefighters this summer across Europe. 556 firefighters from 12 countries are strategically prepositioned across key locations in Europe this summer, such as France, Greece, Portugal, and Spain, ready to help local fire brigades. The EU has assembled a dedicated rescEU fleet of firefighting aircraft for this summer, consisting of 28 airplanes and 4 helicopters stationed in 10 Member States.

Commission welcomes a twelve-month roaming extension for affordable calls to and from Ukraine

The Commission welcomes the fifth prolongation for another twelve months of the voluntary agreement between 22 European and seven Ukrainian telecommunications operators to ensure that refugees from Ukraine can stay connected across borders.

The Commission, together with the NCEC, the Ukrainian national regulatory authority, facilitated the agreement. Affordable calls allow those seeking shelter in Europe to reach family and friends in Ukraine, and vice versa. This has been made possible by the signatories, who have committed to mutually lowering their rates to connect calls across borders.

The latest data provided by the Body of European regulators of electronic communications (BEREC) shows that the agreement has been efficient in allowing operators to provide affordable calls.

Commission designates adult content platform XNXX as Very Large Online Platform under the Digital Services Act

Today, the Commission has formally designated XNXX as a Very Large Online Platform (VLOP) under the Digital Services Act (DSA).

XNXX is an adult content platform with an average of more than 45 million monthly users in the European Union. This user number, which XNXX has communicated to the Commission, is above the DSA threshold for designation as a VLOP. Following today's designation as a VLOP, XNXX will have to comply with the most stringent rules under the DSA within four months of its notification (i.e. by mid-November 2024). Such obligations include adopting specific measures to empower and protect users online, to prevent minors from accessing pornographic content online, including with age-verification tools, to provide access to publicly available data to researchers, and to publish a repository of ads.

Commission assessment shows the need to reinforce resilience of critical medicines supply chains

The Commission's Health Emergency Preparedness and Response Authority (HERA) has presented to the Critical Medicines Alliance (CMA) the main findings of  a technical report assessing the supply chain vulnerabilities for critical medicines. This report will serve as a basis for further action to reinforce security of supply of a first tranche of 11 critical medicines from the Union list of critical medicines. It will help the Alliance recommending possible actions to anticipate, prevent and address shortages of critical medicines, in line with its key mandate.

The report concludes that there is need to enhance resilience by diversifying sources of supply, enhancing production capacity, and developing robust risk management frameworks to handle economic and market variability effectively. It offers invaluable input to help the CMA, EMA, the Commission and Member States to better address potential shortages of the concerned medicines.

Today's report is part of the Commission's ongoing work on addressing shortages of medicines. To ensure continued availability of medicines and enhance security of supply, the Commission adopted a Communication in October 2023 and put forward a broad set of short and longer term actions, focusing on the most critical medicines. The Union list of critical medicines was published, featuring over 200 active substances deemed critical based on therapeutic indications and the availability of suitable alternatives. Today's report focuses on 11 of them.

La Commission alloue 77 millions d'euros d'aide d'urgence aux agriculteurs en Autriche, en Tchéquie, en Pologne et au Portugal

La Commission a proposé de mobiliser 77 millions d'euros provenant de la réserve agricole pour soutenir les agriculteurs des secteurs des fruits, des légumes et du vin en Autriche, en Tchéquie et en Pologne, qui ont récemment souffert de phénomènes climatiques défavorables d'une ampleur sans précédent, ainsi que les producteurs de vin portugais qui sont confrontés à de graves perturbations du marché.

Les propositions de la Commission, acceptées par les États membres, allouent 10 millions d'euros à l'Autriche, 15 millions d'euros à la Tchéquie, 37 millions d'euros à la Pologne et 15 millions d'euros au Portugal. Ces pays peuvent compléter ce soutien de l'UE à hauteur de 200 % au moyen de fonds nationaux.

Entre-temps, les producteurs de vin du Portugal souffrent de déséquilibres du marché qui pourraient se transformer en une crise prolongée et de plus grande ampleur. L'accumulation sans précédent des stocks au Portugal est due à une diminution des ventes de vin rouge combinée à une augmentation de la production l'année dernière. Le Portugal était en 2023 l'État membre avec la plus forte augmentation de production par rapport à l'année précédente. Le train de mesures de soutien présenté aujourd'hui par la Commission financera la distillation de crise temporaire dans ce pays afin d'éliminer une partie des volumes actuellement excédentaires et de rééquilibrer le marché.

Pour relever les grands défis auxquels le secteur vitivinicole de l'UE est confronté, la Commission a également lancé récemment un groupe de haut niveau sur la politique vitivinicole, qui devrait formuler des recommandations sur les évolutions politiques futures d'ici début 2025.

Commission approves new geographical indications from Cyprus and Türkiye

The Commission has approved the addition of the following products to its list of geographical indications:

'Τερτζιελλούθκια / Tertziellouthkia' from Cyprus in the register of Protected Geographical Indications (PGI). ‘Τερτζιελλούθκια / Tertziellouthkia' are a type of pasta made by mixing durum wheat flour with water and another type of flour such as country or wholemeal flour, with semolina, water and salt. The product's name comes from its shape, which resembles a little ring. Its specific characteristics, such as its size and texture, are a result of the producers' know-how and expertise, and built its reputation over the years.

‘Bingöl Balı' and 'Osmaniye Yer Fıstığı' from Türkiye in the register of Protected Designation of Origin (PDO). ‘Bingöl Balı' is polyfloral honey produced in Bingöl province, in Eastern Anatolia, in Türkiye. Bingöl province has an important place for beekeeping activities in terms of its location, natural conditions and production values. It is also characterised by its rich pollen content, giving its specific quality to the product. 'Osmaniye Yer Fıstığı' is a type of peanut produced in Osmaniye Province, in Türkiye. It is resistant to cold and does not seek abundant light and warmth. From peanut seed sowing to drying stages, 'Osmaniye Yer Fıstığı' growers perform peanut harvesting, drying and storage stages with great skill and meticulousness depending on climate and soil conditions.

This new denomination will be added to the list of 3,612 agricultural products already protected. The list of all protected geographical indications can be found in the eAmbrosia database. More information is available online at Quality Schemes and on our GIView portal.

La Commission européenne lève avec succès 9 milliards d'euros dans le cadre de sa septième opération syndiquée de 2024

La Commission européenne a levé hier 9 milliards d'euros d'obligations de l'UE dans le cadre de sa septième opération syndiquée pour 2024.

L'opération en deux tranches a porté sur l'émission de 5 milliards d'euros au titre d'une nouvelle obligation arrivant à échéance le 5 octobre 2029 et sur un abondement de 4 milliards d'euros de l'obligation de l'UE arrivant à échéance le 5 octobre 2054. L'obligation à 5 ans a été émise à un taux de 2,952 %, équivalent à un prix de 99,640 %, tandis que le prix de l'obligation à 30 ans a été fixé à 96,418 %, à un taux de 3,751 %. Les offres reçues se sont élevées à plus de 66 milliards d'euros pour l'obligation à 5 ans et à plus de 80 milliards d'euros pour l'obligation à 30 ans. Cela représente des taux de sursouscription atteignant, respectivement, près de 13 fois et 20 fois.

Le produit de cette opération servira à financer les programmes d'action de l'UE (notamment dans le cadre de NextGenerationEU et du soutien à l'Ukraine). 

La Commission a jusqu'à présent levé environ 9 milliards d'euros de son objectif de financement de 65 milliards d'euros pour le second semestre de 2024. Une vue d'ensemble des opérations exécutées à ce jour est disponible en ligne. Un aperçu détaillé des opérations de l'UE prévues pour le second semestre de 2024 figure également dans le plan de financement de l'UE. La prochaine opération mentionnée dans le calendrier d'émission indicatif de l'UE est une adjudication d'obligations de l'UE le 15 juillet 2024.

La Commission européenne est habilitée par les traités de l'UE à emprunter sur les marchés internationaux des capitaux au nom de l'Union européenne. Sa réputation est bien établie sur les marchés des titres de créance, grâce aux émissions obligataires qu'elle a réalisées au cours des 40 dernières années. Les émissions de la Commission européenne sont toutes libellées exclusivement en euros. Les emprunts de l'UE sont garantis par le budget de l'Union, les contributions à ce même budget constituant pour tous les États membres une obligation juridique inconditionnelle en vertu des traités.

Commission approves €10.4 billion Dutch and French aid measures to provide liquidity support to the Air France-KLM Group during the coronavirus pandemic 

The European Commission has approved, under EU State aid rules, Dutch and French support measures of €10.4 billion in favour of the Air France-KLM Group. The two measures were initially approved on 4 May 2020 and on 13 July 2020 by the Commission under the State aid COVID Temporary Framework, but these Commission decisions were subsequently annulled by the General Court on 20 December 2023 and 7 February 2024.

Air France-KLM Group means the Air France-KLM Holding including its subsidiaries, in particular KLM and its subsidiaries and Air France and its subsidiaries.

Executive Vice-President Margrethe Vestager, in charge of competition policy, said: “The Air France-KLM Group is a major network airline playing a key role in both the Dutch and French economies. As a result of the imposition of travel restrictions to limit the spread of the coronavirus, the Air France-KLM Group suffered a significant reduction of its services, which resulted in high operating losses. Following the General Court judgments annulling the initial decisions, the Commission has found that EUR 10.4 billion in liquidity support to the Air France-KLM Group complies with State aid rules. The Air France-KLM Group required the State guarantee and the State loan to obtain vital liquidity to face the difficult coronavirus period and they were granted in line with the Temporary Framework, irrespective of the definition of the beneficiary.”

Commission clears acquisition of Certain Digi Assets in Spain by Macquarie, Aberdeen, and AIP

The European Commission has approved, under the EU Merger Regulation, the acquisition of joint control of a Fibre-to-the-home network from Digi Spain Telecom, S.L.U. (‘Certain Digi Assets in Spain'), of Spain, by Sota Investments (UK) Holdco Limited (‘Macquarie') of the UK, Aberdeen Infrastructure (Holdco) IV-A, B.V. and Aberdeen Infrastructure (Holdco) IV-B, B.V. (‘Aberdeen'), of the Netherlands, and IAE-1 Holdco 4 Ltd. (‘AIP') of the UK

The transaction relates primarily to the telecommunications market.

The Commission concluded that the notified transaction would not raise competition concerns, given the companies' limited market positions resulting from the proposed transaction. The notified transaction was examined under the simplified merger review procedure.

Déclaration commune du haut représentant/vice-président Borrell et du commissaire Várhelyi à l'occasion du 29e anniversaire du génocide de Srebrenica

Le haut représentant/vice-président, Josep Borrell, et le commissaire au voisinage et à l'élargissement, Olivér Várhelyi, ont publié la déclaration suivante à la veille du 29e anniversaire du génocide de Srebrenica :

« Le génocide de Srebrenica, perpétré il y a 29 ans de cela, est l'une des pages les plus sombres de l'histoire européenne moderne.

Il est de notre devoir d'honorer la mémoire des plus de 8 300 garçons et hommes systématiquement assassinés dans les collines entourant Srebrenica.

Nous appelons les responsables politiques à rejeter les discours propres à semer la division et à agir en s'appuyant sur la vérité, la justice, la confiance et le dialogue.

Pour guérir les blessures du passé, il importe de reconnaître et d'enseigner les faits historiques, d'honorer la mémoire des victimes, d'identifier ceux dont la dépouille n'a toujours pas été retrouvée et de traduire en justice les auteurs des crimes. Tout cela est essentiel pour s'attaquer aux racines de la haine qui a conduit au génocide.

Il nous faut ériger ensemble des ponts permettant la réconciliation. Ceux qui nient le génocide, tentent de réécrire l'histoire et glorifient les criminels de guerre n'ont pas leur place parmi nous.

En mars 2024, le Conseil européen a décidé d'ouvrir des négociations d'adhésion à l'UE avec la Bosnie-Herzégovine. La Bosnie-Herzégovine dispose ainsi d'une occasion unique de progresser sur la voie des réformes, en vue de renforcer la démocratie, la prospérité et la sécurité pour ses citoyens et de se rapprocher de l'adhésion à l'UE.

Nous réaffirmons notre attachement sans équivoque à l'avenir de la Bosnie‑Herzégovine au sein de l'UE, en tant que pays unique, uni et souverain. »

Le commissaire Hoekstra participe à la réunion informelle des ministres de l'environnement à Budapest 

Le 11 et 12 juillet, le commissaire à l'action pour le climat, Wopke Hoekstra, représentera la Commission à la réunion informelle des ministres de l'environnement à Budapest. 

Jeudi, dans la matinée, le commissaire Hoekstra et les ministres discuteront des préparatifs de la Conférence des Nations Unies sur les changements climatiques (COP29) qui se tiendra en Azerbaïdjan au mois de novembre. Ensuite, lors du déjeuner de travail, ils échangeront sur la compétitivité de l'économie circulaire, en s'appuyant sur les progrès réalisés dans le cadre du plan de l'UE pour l'économie circulaire. Dans l'après-midi, les ministres débattront sur la gestion résiliente de l'eau. Le commissaire aura également une réunion avec le secrétaire d'état hongrois à l'énergie et au climat, Attila Steiner.

Vendredi, la première séance sera dédiée à la pollution transfrontalière de l'eau et de l'air. La réunion se terminera par un déjeuner de travail consacré aux actions de financement vert de la Banque européenne d'investissement dans les domaines de l'environnement, l'action climatique et de l'économie circulaire.  

Une conférence de presse aura lieu à l'issue de la réunion informelle, prévue provisoirement vendredi à 15 heures, avec la participation du commissaire Hoekstra aux côtés de la présidence hongroise du Conseil de l'UE. Elle pourra être suivie en ligne sur EbS.

Executive Vice-President Šefčovič visits Slovenia and Croatia for the Coal regions in transition Dialogue and climate action and competitiveness talks

Executive Vice-President for the European Green Deal, Maroš Šefčovič, travels to Slovenia (10-11 July) and Croatia (11-12 July) this week, to participate in the fifth Annual Political Dialogue of the Coal Regions in Transition Initiative and discuss with national and regional authorities and stakeholders the initiatives undertaken to advance the green transition and decarbonise European industry.

Today in Slovenia, the Executive Vice-President will meet bilaterally with the Minister of Economy, Tourism and Sport, Matjaž Han, and the Minister of the Environment, Climate and Energy, Bokan Kumer.

Tomorrow, he will travel to the city of Velenje where he will participate in the Annual Dialogue of the Coal Regions in Transition Initiative, co-organised by the Commission, involving stakeholders from all coal, peat, lignite and oil shale regions in the EU. Together, they will take stock of the progress achieved so far through the initiative, the support and investments made through the Just Transition fund and the common challenges and opportunities in today's energy landscape.

Executive Vice-President Šefčovič will deliver the opening remarks and participate in the opening session ‘Five+ years of Coal Regions in Transition - perspectives of industrial and green transition in coal+ regions'. Later, he will visit the revitalisation project of a degraded area at Lake Velenje and four different city locations with green projects, followed by a High-level working lunch with the Coal Regions Governors.

Upon his arrival in Croatia tomorrow, the Executive Vice-President will meet Marija Vučković, Minister of Environmental Protection and Green Transition. On Friday, he will hold bilateral meetings with the Prime Minister, Andrej Plenković, and the Minister of Economy, Ante Šušnjar. In addition, he will participate at a Conference on the potential of clean technologies as drivers of competitiveness and economic growth in Croatia. He will deliver a keynote speech and participate in a high-level panel together with the Minister of Regional Development and EU Funds, Šime Erlić and the State Secretary from the Ministry of Labour, Pension System, Family and Social Policy, Ivan Vidiš.

Commissioner Ivanova at the G7 Science and Technology Ministers' meeting

Iliana Ivanova, Commissioner for Innovation, Research, Culture, Education and Youth is attending the G7 Science and Technology Ministers' meeting held from 9 to 11 July in Bologna and Forlì, Italy. The G7 Ministers will underscore the pivotal role of science, technology, innovation, and higher education in contributing to a sustainable future, aligned with the shared values of democracy, respect for international law, and the promotion of human rights, fairness and freedom.

The Ministers will discuss support for Ukraine's research and innovation ecosystem, new ways of cooperating to ensure research security and integrity, the need for a coherent approach for responsible AI in science, and the reinforcement of large research infrastructures.

A dedicated session of the Ministerial will focus on cooperation in research and innovation with Africa, which is a key priority for the EU.

After the Ministerial, Commissioner Ivanova will open the G7 High Level Conference on Mediterranean and Atlantic Ocean Health and Coastal Resilience, organised jointly by the G7 Presidency and the Commission under the auspices of the Restore our Ocean and Waters Mission.
