First review of EU-US Data Privacy Framework concludes that US authorities have put in place the constitutive elements of the framework

The Commission has published a report today following the first review of the adequacy decision for the EU-US Data Privacy Framework (DPF) for personal data transferred from the European Union to organisations in the US.

Based on the information gathered during the review, the Commission concludes that the US authorities have put in place all the constitutive elements of the framework. This includes the implementation of safeguards to limit access to personal data by US intelligence authorities to what is necessary and proportionate to protect national security, and the establishment of an independent and impartial redress mechanism. The report also contains a number of recommendations to ensure that the Framework continues to function effectively, such as developing common guidance between US authorities and EU data protection authorities on key DPF requirements. The Commission will continue to monitor developments and will report periodically on its functioning. 

The review is based on input from a wide range of actors including civil society organisations, trade associations, EU data protection authorities, US authorities involved in implementing the framework, as well as feedback from the general public via the ‘Have your Say' portal. The report builds also on information gathered during the review meeting in July 2024 between Commissioner for Justice Didier Reynders, US Secretary of Commerce Gina Raimondo, and their experts. La Commission investira 865 millions d'euros au titre du mécanisme pour l'interconnexion en Europe afin de soutenir les réseaux de connectivité numérique rapide et sécurisée

La Commission a adopté aujourd'hui le deuxième programme de travail pour le volet numérique du mécanisme pour l'interconnexion en Europe, qui définit le champ d'application et les objectifs des actions financées par l'UE visant à améliorer les infrastructures de connectivité numérique de l'Europe. Ces actions bénéficieront d'un financement d'environ 865 millions d'euros entre 2024 et 2027.

Le programme financera le déploiement d'infrastructures 5G, de plateformes numériques opérationnelles pour les infrastructures énergétiques et de transport, ainsi que le déploiement et la mise à niveau des réseaux dorsaux, y compris les câbles sous-marins. Elle contribuera également à stimuler la compétitivité de l'écosystème numérique européen et à mobiliser des ressources publiques et privées pour combler le déficit d'investissement qui entrave le déploiement de réseaux à haute performance. Les premiers appels à propositions seront ouverts dans les jours qui viennent.

Margrethe Vestager, vice-présidente exécutive pour une Europe adaptée à l'ère du numérique et commissaire faisant fonction pour le marché intérieur, a déclaré: « L'amélioration de notre connectivité revêt une importance stratégique dans l'UE. Avec ce deuxième programme de travail, nous avons pour objectif de connecter davantage de citoyens et d'entreprises et de lancer des infrastructures de connectivité plus innovantes. Le programme de travail numérique investira environ 865 millions d'euros pour soutenir des actions de déploiement d'infrastructures avancées en gigabit et 5G, ainsi que des projets de câbles dorsaux. »

L'amélioration des infrastructures de connectivité de l'Europe est fondamentale pour atteindre les objectifs de la Décennie Numérique 2030 de l'Europe, à savoir relier tous les citoyens et toutes les entreprises à la connectivité 5G et gigabit.

EU launches Humanitarian Air Bridge operation for Lebanon and mobilises further assistance from Member States

The EU is mobilising all the emergency response tools at its disposal to support people affected by the ongoing crisis in Lebanon.

Today, the EU launched a Humanitarian Air Bridge operation consisting of three flights from Dubai and Brindisi with the first one reaching Beirut on 11 October. The flights will transport EU-owned stocks including hygiene items, blankets and emergency shelter kits, among other items.

Furthermore, though the EU Civil Protection Mechanism, aid from Spain, Slovakia, Poland, France and Belgium is being delivered to Beirut since last week, with further aid from Greece to be transported in the coming days. The Commission funds the transport costs of these deliveries and ensures smooth coordination.

Supplies donated by Member States include medicines and medical items that are crucial to assist people in Lebanon lacking access to emergency health care, in particular for those forcibly displaced.

The EU's Emergency Response Coordination Centre remains in close contact with Member States and humanitarian partners to mobilise further offers.

This assistance comes on top of some €104 million in EU humanitarian aid allocated for Lebanon this year, including the latest emergency allocations.

La Commission européenne lève avec succès 11 milliards d'euros dans le cadre de sa neuvième opération syndiquée de 2024

La Commission européenne a levé hier 11 milliards d'euros d'obligations de l'UE dans le cadre de sa neuvième opération syndiquée pour 2024.

L'opération en deux tranches a porté sur l'émission d'un abondement de 5 milliards d'euros de l'obligation de l'UE arrivant à échéance le 6 décembre 2027 et sur un abondement de 6 milliards d'euros de l'obligation de l'UE arrivant à échéance le 4 octobre 2039. Le prix de l'obligation à 3 ans a été fixé à 101,101 %, à un taux de 2,506 %, tandis que celui de l'obligation à 15 ans a été fixé à 101,734 %, à un taux de 3,227 %. Les offres reçues se sont élevées à plus de 81 milliards d'euros pour l'obligation à 3 ans et à plus de 85 milliards d'euros pour l'obligation à 15 ans. Cela représente des taux de sursouscription atteignant, respectivement, près de 16 fois et 14 fois.

Le produit de cette opération servira à financer les programmes d'action de l'UE (notamment dans le cadre de NextGenerationEU et du soutien à l'Ukraine).

La Commission a jusqu'à présent levé environ 44 milliards d'euros de son objectif de financement de 65 milliards d'euros pour le second semestre de 2024. Une vue d'ensemble des opérations exécutées à ce jour est disponible en ligne. Un aperçu détaillé des opérations de l'UE prévues pour le second semestre de 2024 figure également dans le plan de financement de l'UE. La prochaine opération mentionnée dans le calendrier d'émission indicatif de l'UE est une adjudication d'obligations de l'UE le 21 octobre 2024.

La Commission européenne est habilitée par les traités de l'UE à emprunter sur les marchés internationaux des capitaux au nom de l'Union européenne afin de financer des programmes d'action spécifiques de l'UE. Sa réputation est bien établie sur les marchés des titres de créance, grâce aux émissions obligataires qu'elle a réalisées au cours des 40 dernières années. Les émissions de la Commission européenne sont toutes libellées exclusivement en euros. L'ensemble des emprunts de l'UE sont garantis par le budget de l'Union, les contributions à ce même budget constituant pour tous les États membres une obligation juridique inconditionnelle en vertu des traités.

Commission approves €1 billion Italian State aid scheme to support farmers affected by floods and landslides

The European Commission has approved, under EU State aid rules, a €1 billion Italian scheme to support farmers affected by flood and landslide events in certain regions of Italy.

Italy notified the Commission of its plans to introduce a €1 billion scheme to support companies active in the agricultural sector affected by the flood and landslide events that occurred in May 2023 in the regions of Emilia-Romagna, Tuscany and Marche.

The objective of the scheme is to: (i) support investments aimed at restoring the agricultural production potential damaged by floods and landslides, and (ii) compensate companies active in primary agricultural production, processing and marketing of agricultural products for the damages suffered. The scheme, which is open to companies of all sizes, will run until 1 May 2027. Under the scheme, the aid will take the form of direct grants.

The Commission assessed the scheme under Article 107(2)(b) TFEU, which allows Member States to grant aid to make good the damage caused by natural disasters or exceptional occurrences. The Commission also assessed the investment part scheme under Article 107(3)(c) of the TFEU, which enables Member States to grant aid to facilitate the development of certain economic activities under certain conditions, and the 2022 Guidelines for State aid in the agricultural and forestry sectors and in rural areas (‘2022 Agricultural Guidelines').

On this basis, the Commission approved the Italian scheme under EU State aid rules.

Margrethe Vestager, Executive Vice-President in charge of competition policy, said: “This €1 billion scheme will allow Italy to help farmers who were affected by the devastating floods and landslides of May 2023 in the regions of Emilia Romagna, Tuscany and Marche. Farmers will be compensated for the damages suffered, including lost incomes, without distorting competition.”

Commission clears acquisition of Terna by Masdar

The European Commission has approved, under the EU Merger Regulation, the acquisition of sole control of Terna Energy Industrial Commercial Technical SA (‘Terna') of Greece by Abu Dhabi Future

Energy Company PJSC – Masdar (‘Masdar') of the United Arab Emirates.

The transaction relates primarily to the renewable electricity sector.

The Commission concluded that the notified transaction would not raise competition concerns, given the companies' limited market positions resulting from the proposed transaction. The notified transaction was examined under the simplified merger review procedure.

La Commission autorise l'acquisition de France LNG Shipping par Ocean Yield, Geogas, NYK et Marigold

La Commission européenne a approuvé, en vertu du règlement européen sur les concentrations, l'acquisition du contrôle conjoint de France LNG Shipping SAS (« France LNG Shipping »), basée en France, par Ocean Yield AS (« Ocean Yield »), basée en Norvège, Geogas Maritime SAS (« Geogas »), basée en France, Nippon Yusen Kabushiki Kaisha (« NYK »), basée au Japon, et Marigold ACP SARL (« Marigold »), basée au Luxembourg.

La transaction concerne principalement le marché du transport maritime de gaz naturel liquéfié.

La Commission a conclu que la concentration envisagée ne soulèverait pas de problème de concurrence, compte tenu des positions limitées des entreprises concernées sur le marché résultant de la transaction proposée. La transaction notifiée a été examinée dans le cadre de la procédure simplifiée du contrôle des concentrations.

Commissioner Hoekstra participates in Pre-COP29 meeting in Azerbaijan ahead of annual UN Climate Conference

Tomorrow and Friday, Commissioner for Climate Action Wopke Hoekstra will participate in the Pre-COP29 meeting in Baku, Azerbaijan. With just a month to go until the COP29 UN Climate Change Conference (11 - 22 November), this meeting is a key opportunity for ministers from across the globe to come together ahead of the formal negotiations to step up their discussions and pave the way for a successful COP29 outcome, including on climate finance,  international carbon markets, adaptation to climate change, and following up on the COP28 commitment to accelerate the transition away from fossil fuels.

Tomorrow, Commissioner Hoekstra will attend the Plenary discussion ‘Road to COP29' and three breakout sessions held during the day on climate mitigation, adaptation to climate change and loss and damage, and the new collective quantified goal on climate finance (NCQG). This week, the Council of the EU has approved conclusions on climate finance, while the EU negotiating mandate for COP29 is expected to be agreed at the Environment Council meeting of 15th October. The Commissioner will also give a keynote speech and participate in a panel discussion at a side event called ‘Roadmap to Mission 1.5', on preparing the next round of Nationally Determined Contributions (NDCs) for next year, and aligning them with the Paris Agreement goal of limiting global temperature rise to 1.5C.

The Commissioner will also have bilateral meetings with: Amina J. Mohammed, UN Deputy Secretary-General and Chair of the UN Sustainable Development Group; Yasmine Fouad, Egyptian Minister of Environment; Olga Givernet, French Minister-Delegate for Energy, attached to the Minister for the Ecological Transition, Energy, the Climate and Risk Prevention; and Grace Fu, Minister for Sustainability and the Environment of Singapore. In the evening, he will take part in a Ministerial dinner organised by the COP29 Presidency.

On Friday, Commissioner Hoekstra will attend the Plenary discussions, focused on unlocking the potential of carbon markets via Article 6 of the Paris Agreement, and taking forward the outcomes of the first Global Stocktake of the Paris Agreement. He will also meet bilaterally during the day with the German State Secretary and Special Envoy for International Climate Action, Jennifer Morgan; the Minister of Forestry, Fisheries and the Environment of South Africa, Dion George; and the Minister of Ecology and Natural Resources of Kazakhstan, Yerlan Nyssanbayev. The Commissioner's trip to Baku will close with a meeting with civil society and a discussion with young students from ADA University during its Green Diplomacy Weeks.

Les commissaires Reynders et Johansson participeront à la réunion des ministres de la justice et des affaires intérieures des 10 et 11 octobre à Luxembourg

Demain et vendredi, Didier Reynders, commissaire chargé de la Justice, et Ylva Johansson, commissaire chargée des Affaires intérieures, assisteront à une réunion du Conseil « Justice et affaires intérieures » à Luxembourg.

Demain, la commissaire Johansson participera à la réunion des ministres de l'intérieur de l'UE, en collaboration avec les ministres des pays associés à l'espace Schengen. Dans la matinée, ils procéderont à un échange de vues sur l'état général de l'espace Schengen et les priorités du cycle annuel du Conseil Schengen, y compris sur l'application de l'acquis de Schengen en Bulgarie et en Roumanie et sur la mise en œuvre des systèmes d'information à grande échelle de l'Union dans le domaine des affaires intérieures. Le déjeuner de travail sera consacré à l'examen de la manière de renforcer l'efficacité de la politique de l'UE en matière de retour. Dans l'après-midi, les ministres débattront de la proposition de règlement visant à prévenir et à combattre les abus sexuels commis contre des enfants, des conséquences et des implications pour l'UE des conflits extérieurs, notamment en Ukraine et au Moyen-Orient, et de la lutte contre le trafic de drogue et la criminalité organisée. La commissaire Johansson informera également les ministres de la mise en œuvre du pacte sur la migration et l'asile.

Une conférence de presse avec la commissaire Johansson et le ministre hongrois de l'intérieur, Sándor Pintér, aura lieu vers 17h40 HAEC et pourra être suivie en direct sur EbS.

Vendredi matin, le commissaire Reynders informera les ministres de la justice de l'UE des travaux de la Commission européenne dans plusieurs domaines, y compris les évolutions dans le domaine de la lutte contre l'antisémitisme, et du rapport annuel 2024 sur l'application de la Charte des droits fondamentaux. Il participera également à un échange de vues sur le rapport sur la mise en œuvre du plan d'action de l'UE contre le racisme 2020-2025, en collaboration avec la directrice de l'Agence des droits fondamentaux. En outre, le commissaire Reynders informera les ministres de l'état d'avancement des négociations entre l'UE et les États-Unis visant à faciliter l'accès aux preuves électroniques dans le cadre des enquêtes pénales, et il interviendra dans les discussions sur le rapport 2024 sur l'état de droit. Il présentera également les réalisations de l'UE dans le domaine de la justice en matière de lutte contre le trafic de drogue et la criminalité organisée, et il informera les ministres des dernières évolutions de la lutte contre l'impunité dans la guerre d'agression menée par la Russie contre l'Ukraine. Le commissaire participera également à un déjeuner de travail avec les ministres consacré à un débat sur la manière de favoriser l'accès à la justice dans le contexte de l'état de droit et de la compétitivité.

Global Gateway High-Level Youth Event reviews progress to foster youth engagement in building a more sustainable future

The Global Gateway High-Level Youth Event taking place today and tomorrow in Brussels highlights the transformational impact of the EU's commitment to invest in and partner with young people around the world as part of the Global Gateway strategy. After a day dedicated to youth networks, the high-level event opens tomorrow with a video message by Ursula von der Leyen, President of the European Commission, followed by a keynote speech by Jutta Urpilainen, Commissioner for International Partnerships.

Commissioner Urpilainen said: “The launch of the first Youth Action Plan in External Action two years ago was a landmark moment. Our goals were ambitious: to engage young people by giving them a voice in policy and decision making; to empower them with the resources they need to lead sustainable change; and to connect them, amplifying their collective influence. We are starting to see the impact – and yet, this is just the beginning. The Youth Action Plan and Global Gateway will create more opportunities for youth worldwide and ensure that young people continue to shape a more sustainable, inclusive future.”

The event brings together policymakers, members of the EU's Youth Sounding Boards from around the globe, and other young leaders to celebrate achievements to-date under the first-ever Youth Action Plan in EU external action (2022-2027), including flagship initiatives such as: the Women and Youth in Democratic Engagement, which supports the engagement of young people in decision-making, political processes and civic movements at country level;  the Youth Empowerment Fund, which facilitates access to and provides resources for young people to contribute to the sustainable development of their local communities and societies; and the Africa-Europe Youth Academy, which aims to enhance the capacities and opportunities of young people to act as multipliers of sustainable development and bridge-builders between Africa and Europe.
