Member States submit their final payment requests under the Recovery and Resilience Facility

All Member States of the EU have now submitted to the European Commission their final payment requests under the Recovery and Resilience Facility (RRF), the centrepiece of NextGenerationEU, by the deadline of 30 September 2026. All requests submitted by Member States since the beginning of the RRF cover now the full €360 billion in grants and €213 billion in loans corresponding to the RRF allocation.

This follows the end of the RRF implementation period on 31 August 2026, by which Member States were required to complete all milestones and targets set out in their recovery and resilience plans.

This marks the culmination of five years of reforms and investments, supported by the EU and delivered by Member States, in response to the COVID-19 pandemic as well as unprecedented economic and energy challenges. Through the RRF, Member States have supported economic activity at a critical time, helped keep unemployment at record-low levels, and accelerated strategic investment in renewable energy, energy efficiency and clean technologies. 

President Ursula von der Leyen said: We created NextGenerationEU at a defining moment for our Union. At a moment of great uncertainty, we chose solidarity. And we shaped a stronger, more independent future. Today, as the final payment requests are submitted, we see tangible proof of what Europe can achieve when it acts together - with ambition and unity. This is Europe delivering for today and investing in tomorrow.

To date, €450 billion has been disbursed under the RRF, out of a total financial envelope of €573 billion.

In September, the Commission received 21 final payment requests, amounting to €105.4 billion and covering 1,539 milestones and targets in total. After the final payment requests sent earlier by Austria, Czechia, Denmark, France, Slovakia and Sweden, all Member States have now submitted their last payment requests.

The Commission is now assessing each payment request submitted by the deadline based on the evidence provided by Member States. If the Commission concludes that the relevant milestones and targets have been satisfactorily fulfilled, it will issue a positive preliminary assessment and seek the opinion of the Economic and Financial Committee before adopting the corresponding payment decision, in line with the process set by the RRF Regulation.

The Commission expects to present its preliminary assessments of the final payment requests by 20 November and to adopt the corresponding payment decisions towards the end of December. All payments linked to fulfilled milestones and targets must be completed by 31 December 2026.

Background

Since its launch in 2021 in response to the COVID-19 pandemic, the RRF has supported reforms and investments across the EU to strengthen economic and social resilience and to speed up the green and digital transitions.

The RRF also supports measures under REPowerEU to diversify Europe's energy supplies, accelerate the deployment of renewable energy and reduce dependence on Russian fossil fuels.
