Commission launches RAISE pledging initiative to boost AI support for researchers across Europe

Today, at the European AI in Science Summit in Dublin, the European Commission launched the RAISE (Resource for AI Science in Europe) pledging initiative for AI in Science Enablers. This initiative aims to mobilise private-sector and philanthropic support for European researchers working across artificial intelligence and science, beyond what public funding alone can provide.

The RAISE AI in Science Enablers will support the development and deployment of AI to drive scientific breakthroughs and boost Europe's innovation capacity and competitiveness. The initiative will also help build closer links between private actors and the AI-in-science community by creating opportunities for matchmaking and collaboration.

The initiative is part of the AI in Science Strategy. It brings together in-kind contributions from industry and philanthropic organisations, such as access to frontier AI models, computing capacity, research software licences, data, training and other resources needed to advance scientific discovery with AI. It also aims to connect scientific excellence with technological expertise and resources to speed up progress in AI for science.

Initial commitments have been made by the Novo Nordisk Foundation, Nvidia, Elsevier, Sanofi, Frontiers, Mistral, and Google DeepMind. The initiative remains open to further contributions.

As part of the initiative, Mistral AI and CERN launched a new partnership to develop what is set to become the largest foundation model in physics. The collaboration reflects the aim of the RAISE Pledging Initiative: to bring together Europe's scientific excellence and industrial innovation with key resources to accelerate AI for science.

To participate, organisations must make a concrete pledge showing sustained support for AI in science beyond their direct commercial interests. Contributions may include financial support, access to computing infrastructure, AI models, datasets, cloud services, software licences, scholarships, fellowships, and training programmes.

The initiative will be reviewed annually, with pledges and progress presented at future editions of the European AI in Science Summit.

Further steps to advance AI in science

At the Summit, the Commission presented the updated Living Guidelines on the Responsible Use of Generative AI in Research.  This most extensive revision to date offers researchers and research organisations practical guidance on using generative AI, including agentic AI, responsibly, transparently and in line with European values, while supporting scientific excellence and integrity.

To facilitate cooperation and engage directly with Europe's AI in Science community, the RAISE Hub, RAISE Forum and RAISE Observatory were launched. Together, these connected platforms will bring information, resources, communities and evidence on AI in science in Europe into a single integrated environment.

Background

In October 2025, the Commission launched the European Strategy for AI in Science to strengthen Europe's technological and scientific leadership and boost competitiveness by helping researchers harness the potential of AI in their work.

The Strategy contributes to the AI Continent Action Plan and was presented alongside the Apply AI Strategy, which aims to speed up AI uptake in key business and industrial sectors.

The European AI in Science Summit 2026, organised jointly by the Commission and the Irish Presidency of the Council of the European Union, brings together researchers, business leaders, investors and policymakers in Dublin to advance Europe's ambitious and responsible approach to AI in science. The programme includes contributions from leading experts and thematic workshops covering health; physics and mathematics; data; culture and creativity; science for AI technologies; and policy for AI in science.
